MINUTES OF MEETING HELD APRIL 23, 1974
The meeting was called to order at 7~48 P.M. by Mayor Gottfried.

Schaumberg and Wallner, City Clerk Bette Bowyer and City Attorney Buckley.

COMMITTEE REPORTS
Ald. Schaumberg presented the report of the Finance Committee meeting held
on 4117174 and moved that it be accepted and placed on file. Seconded by
Ald. Wallner, motion carried.
Ald. Dumke presented the report of the Public Works Committee meeting held
on 4118174 and moved that it be accepted and placed on file. Seconded by
Ald. Schaumberg, motion carried.
Ald. Foldy presented the report of the Public Safety Committee meeting held
on 4111174 and moved that it be accepted and placed on file. Seconded by
Ald. Wallner, motion carried.
0 Ald. Ford presented the report of the Public Welfare Committee meeting held
on 4/18/74 and moved that it be accepted and placed on file. Seconded by
Ald. Knudsen, motion carried.
Aid. Knudsen presented the report of the Rules, Laws & Ordinance Committee
meeting held on 4111174 and moved that it be accepted and placed on file.
Seconded by Ald. Wallner, motion carried.
The minutes of the Plan Commission meeting held 4116174 were received and
placed on file.
UNFINISHED BUSINESS
Resolution 841-74 - Authorizing Ruekert & Mielke to Develop a Drainage Plan
for a Portion of the City. This resolution was on the floor and had been
deferred from previous meetings until other proposals could be obtained.
Ald. Ford spoke in opposition of the adoption of the resolution. Following
considerable discussion Ald. Knudsen moved to aga~in defer action on Res-
olution #41-74 until the next Common Council meeting. Seconded by Ald.
Wallner. Upon a roll call vote.to defer action, Aldermen Dumke, Foldy,
Ford, Knudsen and Wallner voted "aye". Ald. Schaumberg voted "no". The
motion to defer carried.
Resolution i/56-74 - Establishing Traffic Regulations (Vicinity of Vine and
Bellview). Ald. Foldy moved to amend same as follows: Traffic Control
Signs - The westerly 50 feet of Vine Street be designated as a "One Way"
street westbound for the north lane adjacent to the island and a "one Way"
street in an easterly direction for the south lane adjacent to the island
and that a "Do Not Enter" sign be placed at the northwest corner of the
island and another "Do Not Enter'lsign be placed on the south side of Vine
Street 75 feet east of the east edge of the roadway of Bellview and a "Keep
Right" sign be placed at the east corner of the island and a "Stop" sign
for the westbound traffic on Vine Street be placed on the northeast corner
of the intersection. Motion seconded by Ald. Knudsen and carried unanimous-
ly upon roll call. Upon a roll call vote the motion to adopt Resolution
#56-74, As Amended, then carried unanimously.

Mayor Gottfried advised that he has appointed the following aldermen to
the standing committees of the Common Council: Finance Committee - Alder-
men Schaumberg, Chairman, Foldy and Dumke - Public Works Committee,
Schaumberg Chairman, Ford and Dumke - Rules, Laws & Ordinance, Foldy Chairman
Czarnecki and Knudsen - Public Safety Committee, Ford Chairman, Wallner and
Knudsen - Public Welfare Committee, Knudsen Chairman, Foldy and Wallner -
Public Sewer Committee, Edwin Dumke Chairman, Schaumberg and Czarnecki.
Industrial Coordinating Committee, Jerome Gottfried, Chairman ex officio,
Charles Foldy, Richard Knudsen, Errol Hohmann and E. J. Salentine.

Resolution $160-74 - The Clerk read same, entitled, Approval of Certified
Survey Map (Gumieny). Ald. Ford moved for adoption, seconded by Ald.
Schaumberg. Upon roll call the motion carried unanimously. ?.
Resolution #61-74 - The Clerk ready same, entitled, Approval of Certified
Survey Map (A. Thode Estate). Ald. Ford moved for adoption, seconded by
Ald. Knudsen. Upon roll call the motion carried unanimously.
Resolution #62-74 - The Clerk read same, entitled, Initiating Petition to
Rezone Industrial Land in Sections 10 and 11. Ald. Schaumberg moved for
adoption, seconded by Ald. Dumke (Public Hearing to be 5/28/74, 7:15 P.M.)
Upon roll call the motion carried unanimously.
Resolution #63-74 - The Clerk read same, entitled, Declaring Certain Weeds
to be Noxious Within the City of Muskego. Ald. Schaumberg moved for
adoption, seconded by Aid. Knudsen. Upon roll call the motion carried
unanimously.
Resolution #64-74 - The Clerk read same entitled, Appointment of Weed
Commissioner for the City of Muskego (Willard Bertram). Ald. Schaumberg
moved for adoption, seconded by Ald. Knudsen. Upon a roll call vote the
motion carried unanimously.
Resolution 1166-74 - The Clerk read same, entitled, Appointment of Alderman
to Library Board (A. F. Czarnecki). Ald. Schaumberg moved for adoption,
seconded by Ald. Wallner. Upon roll call the motion carried unanimously.
Resolution #67-74 - The Clerk read same, entitled, Appointment of Alderman
to Park and Recreation Board. Ald. Schaumberg moved for adoption, seconded
by Ald. Dumke (Ronald Ford). Upon roll call the motion carried unanimously.
Resolution 868-74 - The Clerk read same, entitled, Appointment of Citizen
Member to Board of Review (Raymond Schwalbach). Ald. Schaumberg moved for
adoption, seconded by Ald. Wallner. Upon roll call the motion carried
unanimously. ,

Members to Board of Appeals (Gerald Fohr and John Anderson). Ald. Schaumbeq
moved for adoption, seconded by Ald. Wallner. Upon roll call the motion

and Fire Commission (Richard Horn). Ald. Dumke moved for adoption,

Resolution 1172-74 - The Clerk read same, entitled, Appointment of Members
to Capital Budget Committee (Paul Schaumberg, Bette Bowyer, Ed Raimann,
Joan Dibb, Richard Manchester, Charles Foldy, Wayne Radtke, Tony Steinweber
and Gerald Faber). Ald. Schaumberg moved for adoption seconded by Ald.
Ford. Upon roll call the motion to adopt carried unanimously.
Resolution #73-74 - The Clerk read same, Authorizing Purchase of Three
Portable Type Radios. Ald. Foldy moved for adoption, seconded by Ald.
Schaumberg. Upon roll call the motion carried unanimously.
Resolution $174-74 - The Clerk read same, entitled, Approval of Purchase
of Dump Permit Decals. Ald. Knudsen moved for adoption, seconded by Ald.
Dumke. Upon roll call the motion carried unanimously.
Resolution $175-74 - The Clerk read same, entitled, Authorizing the Adver-
tising of Bids for the Sale of City-owned Lots in Fountainwood Subdivision.
Ald. Foldy moved for adoption, seconded by Ald. Knudsen. Upon roll call
vote the motion carried unanimously.
Resolution j/76-74 - The Clerk read same, entitled, Authorizing the Hiring
of Professional Help to Assist the City in Negotiations. Ald. Schaumberg
moved for adoption. Seconded by Ald. Foldy. Ald. Foldy moved to amend
the resolution by adding the following to the end of the third paragraph
"if arbitration is necessary" and, by adding the following to the last
paragraph "should it become necessary.". Seconded by Ald. Dumke. Upon a
voice vote the motion to amend carried. Upon a roll call vote the motion
to adopt Resolution i/76-74, As Amended, carried unanimously.
Resolution #77-74 - The Clerk read same, entitled, Authorizing the Release
of $3,400.00 from the General Fund for Industrial Park Promotion. Ald.
Schaumberg moved for adoption, seconded by Ald. Knudsen. Upon roll call
the motion carried unanimously.
Resolution i/78-74 - The Clerk read same, entitled, Authorizing Transfer
of Monies from General Fund for the Purchase of Bicycle Safety Flags.
Ald. Foldy moved for adoption, seconded by Ald. Schaumberg. Ald. Knudsen
spoke as being opposed to the resolution and upon a roll call vote, Ald-
ermen Dumke, Foldy and Wallner voted "aye!'. Aldermen Ford, Knudsen and
Schaumberg voted "nay". There being a tie vote, Mayor Gottfried voted
"nay" . The motion to adopt Resolution #78-74 was defeated.
Resolution #79-74 - The Clerk read same, entitled, Establishing Traffic
Regulations (Hale Park Meadows area and "No Parking" on Lannon Dr. from
S.T.H. 24 to Tower Dr.) Ald. Foldy moved for adoption, seconded by Ald.
Wallner. Upon roll call the motion to adopt carried unanimously.
Resolution 880-74 - The Clerk read same, entitled, Accepting Low Bids for
Road Materials for 1974 Road Improvement Program (Payne & Dolan, bituminous
and L&W Const. Co., liquid asphalt). Ald. Schaumberg moved for adoption,
seconded by Ald. Ford. Upon roll call the motion carried unanimously.
Resolution i/81-74 - The Clerk read same, entitled, Authorizing Advertising
of Bids for Reconstruction of a Portion of Kelsey Drive. Ald. Ford moved
for adoption, seconded by Ald. Schaumberg. Upon a voice vote the motion
carried.
Resolution $182-74 - The Clerk read same, entitled, Amending Rules and
Regulations of the Muskego'Business/Industrial Park. Ald. Schaumberg
moved for adoption, seconded by Ald. Foldy. Upon roll call the motion
carried unanimously.

Resolution #83-74 - The Clerk read same, entitled, Establishing
Salaries for City of Muskego Employees. Ald. Schaumberg moved for
adoption, seconded by Ald. Foldy.
At 9:35 P.M. Mayor Gottfried declared a recess and the meeting re-
convened at 9:43 P.M.
Ald. Ford questioned the proposed salary of the Park Superintendent
and following considerable discussion, Ald. Knudsen moved to amend
Resolution #83-74 by deleting the salary of the Park Superintendent
and further that the Finance Committee be instructed to interview
this particular employee to discuss his responsibilities. Following
more discussion, upon a roll call vote to amend the resolution, Alder-
men Ford and Knudsen voted "aye". Aldermen Dumke, Foldy, Schaumberg
and Wallner voted "no". The motion to amend did not carry. Upon a
roll call vote to adopt Resolution 883-74, Aldermen Dumke, Foldy,
Schaumberg and Wallner voted "aye". Aldermen Ford and Knudsen voted ,I no'!. The motion to adopt Resolution #83-74 carried.
Resolution $84-74 - Ald. Knudsen moved to suspend the rules that
would allow this resolution to be acted upon at this meeting. Seconded
by Ald. Schaumberg. Upon a roll call vote the motion carried with Ald.
Wallner casting a dissenting vote. The Clerk read the resolution,
entitled, Accepting Offer to Purchase Parcel of Land in Industrial
Park (Interstate Tool and Engineering Co.) Aid. Schaumberg moved for
adoption, seconded by Ald. Knudsen. Upon roll call the motion to
adopt carried unanimously.
Ordinance $7.76 - The Clerk gave the first reading of same, entitled,
An Ordinance to Amend Ch. 1 of the Municipal Code by Adding Section
1.12 (Prohibiting receipt of gifts and gratuities by any city employee
or public official).
LICENSE APPROVAL - Ald. Schaumberg moved for the approval of Operators
Licenses for Dennis Mazurczak, Judith Thorson and Carol Roncke. Sec-
onded by Ald. Foldy. Upon voice vote the motion carried.
Ald. Foldy moved for the approval of a "Gathering" License for Ladies
Auxiliary Muskego Volunteer Fire Co. for May 11, 1974. Seconded by
Ald. Wallner, motion carried.
Ald. Dumke moved for the approval of a Class "B" Fermented Malt Beverage
and Intoxicating Liquor License for Steven B. Schuler. Seconded by
Ald. Schaumberg, motion carried. (License to be granted subject to
receipt of favorable Fingerprint Report)
VOUCHER APPROVAL - Ald. Schaumberg moved for the approval of payment
of $495,756.55. Seconded by Ald. Foldy. Upon roll call the motion
carried unanimously.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS - Ald. Dumke advised that
the Army Reserve Unit has again offered to help in the "Clean and
Green Week" campaign.
Discussion took place as to the possibility of rotating roll call votes.
ADJOURNMENT - Ald. Knudsen moved to adjourn, seconded by Ald. Schaumberg.
Motion carried. The meeting adjourned at lo:34 P.M.
