MINUTES OF MEETING HELD APRIL 9, 1974
The meeting was called to order at 7:39 P.M. by Mayor Gottfried.
l PRESENT - Mayor Jerome Gottfried, Aldermen Dumke, Knudsen, Foldy, Schaumberg
and Wallner, and City Clerk Bette J. Bowyer. ABSENT - Ald. Albert F. Czarnecki and Ald. Ronald J. Ford.
l APPROVAL OF MINUTES - Ald. Foldy moved for the approval of minutes of the
meeting held on 3/26/74 and that they be placed on file. Seconded by Ald.
Schaumberg, motion carried.
COMMITTEE REPORTS
Ald. Schaumberg presented the report of the Finance Committee meeting held
on 413174, and moved that it be accepted and placed on file. Seconded by
Ald. Wallner, motion carried.
Ald. Dumke presented the report of the Public Works Committee meeting
held on 4/4/74 and moved that it be accepted and placed on file. Seconded
by Ald. Schaumberg, motion carried.
Ald. Foldy presented the report of the Public Safety Committee meeting held
a on 3/28/74, and moved that it be accepted and placed on file. Seconded by
Ald. Wallner, motion carried.
Ald. Knudsen presented the report of the Public Welfare Committee meeting
held on 4/4/74, and moved that it be accepted and placed on file. Seconded
by Ald. Wallner, motion carried.
Ald. Knudsen presented the report of the Public Sewer Committee meeting
held on 4/S/74, and moved that it be accepted and placed on file. Seconded
by Ald. Wallner, motion carried.
At this time Ald. Foldy requested permission of his fellow aldermen to
have Mr. David Schumacher, W124 S6726 Jo Ct., Hale Park Highlands Subdivision
speak. As there were no objections Mr. Schumacher presented a petition
containing 62 signatures to the City Clerk protesting the extension of
Larkspur Lane to connect with a proposed road in the City of Franklin to
serve a possible new development. Petition to be submitted to the Public
Works Committee. a UNFINISHED BUSINESS
Resolution #41-74 - Authorizing Ruekert & Mielke to Develop a Drainage Plan
for a Portion of the City (This resolution has been deferred pending receipt
of a more detailed proposal from Ruekert & Mielke and other quotations
received). Ald. Foldy moved to defer action until after the next Finance
Committee meeting. Seconded by Ald. Knudsen. Upon a voice vote the motion
carried.
Ordinance #274 - The Clerk gave the second reading of same, entitled, An
Ordinance to Repeal, To Amend and to Renumber Certain Sections of Ch. 16
l of the Municipal Code. Ald. Foldy moved for adoption, seconded by Ald.
Dumke. Upon roll call the motion to adopt carried unanimously.
COMMUNICATIONS FROM THE MAYOR'S OFFICE
Mayor Gottfried advised that the city has been notified by the Department
of Housing and Urban Development, Washington, D. C., that effective April 12,
a 1974, the sale of flood insurance within the community has been authorized.

Mayor Gottfried advised that the Organizational meeting of the Common l Council will be held on Tuesday, April 16, 1974, at 7~00 P.M. with Judge
William Callow administering the Oaths of Office.
NEW BUSINESS
Resolution i/53-74 - The Clerk read same, entitled, Approval of Promotion
of Daniel Nowak to Position of Deputy Inspector. Ald. Schaumberg moved
for adoption, seconded by Ald. Dumke. Discussion followed with Aldermen
Knudsen and Wallner urging their fellow aldermen to refer same back to
the Finance Committee for further review. Aldermen Dumke, Foldy and
Schaumberg spoke in favor of the resolution and upon a roll call vote
to adopt same, Aldermen Dumke, Foldy and Schaumberg voted "aye". Aldermen
Knudsen and Wallner voted "nay". The motion to adopt Resolution #53-74
carried.,:.,
Resolution 854-74 - Authorizing the Hiring of John Laimon at Step II of
the Salary Range (Highway Dept.). The Clerk read the resolution. Ald.
Schaumberg moved for adoption. Seconded by Ald. Knudsen. Upon roll call
the motion carried unanimously.
Resolution #55-74 - The Clerk read same, entitled, Authorizing the
Advertising of Bids for Culvert Installations as Per Ordinance #275.
Ald. Schaumberg moved for adoption, seconded by Ald. Knudsen. Upon a
roll call vote the motion carried unanimously.
Resolution i/56-74 - The Clerk read same, entitled Establishing Traffic
Regulations (Vine St. to be one-way and "Yield" sign on Bellview Dr.)
Ald. Foldy moved for adoption, seconded by Ald. Schaumberg. Following
discussion, Ald. Knudsen moved to defer action on Resolution i/56-74 until
the matter could be studied further. Seconded by Ald, Schaumberg. Upon
roll call the motion carried unanimously.
Resolution #58-74 - The Clerk read same, entitled, Accepting the Report
of the Board of Canvassers of the April 2, 1974, General Election. Ald.
Foldy moved for adoption, seconded by Ald. Wallner. Upon roll call the
motion to adopt carried unanimously.
0 At this time Mr. Mike Mooney of the E. M. Boerke, Inc., Industrial Broker,
appeared before the Council to review and present for their consideration
two offers to purchase land in the city's industrial park. Mr. Mooney
also presented the Council with the kind of program he felt was necessary
in order to assure future sales success.
Resolution #57-74 - The Deputy Clerk read same, entitled, Acceptance of
Offer to Purchase Parcel of Land in Industrial Park (Terrance and Roger
Buss). Ald. Knudsen moved for adoption, seconded by Ald. Schaumberg.
This is Lot 7 Block 2 - Purchase price $28,698.00) Upon a roll call
vote the motion carried unanimously.
l Resolution #59-74 - Ald. Foldy moved to suspend the rules tha~t would
interfere with the adoption of same. Seconded by Ald. Schaumberg. Upon
a roll call vote the motion to suspend the rules carried unanimously.
The Clerk read the resolution, entitled, Acceptance of Offer to Purchase
Parcel of Land in Muskego Industrial Park (Konieczka) (Lot 9, Unrecorded
Muskego Industrial Park - Purchase price $6,200.00). Aid. Schaumberg

moved for adoption. Seconded by Ald. Dumke. Upon roll call the motion
to adopt carried unanimously.

LICENSE APPROVAL - Ald. Foldy moved for the approval of Operators
Licenses for Gary Vilbaum, Russell Schneider, Gregg Neilson and Jay
l Kraning. Seconded by Ald. Schaumberg, motion carried.
Ald. Foldy moved for the approval of a "Gathering" License for St.
Leonard's Home and School for April 20, 1974. Seconded by Ald. a Schaumberg. Motion carried.
VOUCHER APPROVAL - Ald. Foldy moved for the approval of sewer utility
vouchers in the amount of $65,404.78 payable 4/g/74. Seconded by Ald.
Schaumberg, motion carried.
CITY OFFICIAL'S REPORTS - The Clerk gave the Building Report for the
month of March indicating total construction in the amount of $625,155.00.
(23 dwelling units). Report placed on file.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS
The Clerk read a petition from property owners on Lembezeder Drive
dated 418174, requesting that sanitary sewers be installed to serve
that street. Petition referred to Public Sewer Conrsittee.
,e Mayor Gottfried again reviewed Ordinance #275 regarding the installation
of culverts within the city.
ADJOURNMENT - Ald. Knudsen moved to adjourn, seconded by Ald. Wallner,
motion carried. The meeting adjourned at lo:20 P.M.
