MINUTES OF MEETING HELD MARCH 26, 1974
The meeting was called to order at 7:59 P.M. by Mayor Gottfried.
PRESENT - Mayor Jerome Gottfried, Aldermen Czarnecki, Dumke, Ford, Knudsen,
Foldy and Wallner, City Clerk Bowyer and City Attorney Buckley. Ald.
Schaumberg arrived at 8:08 P.M.
APPROVAL OF MINUTES - Ald. Foldy moved for the approval of minutes of the
meeting held on 3112174 and that they be placed on file. Seconded by Ald.
Knudsen, motion carried.
COMMITTEE REPORTS
Ald. Foldy presented the report of the Finance Committee meeting held
on March 20, 1974, and moved that it be accepted and placed on file.
Seconded by Ald. Dumke, motion carried.
Ald. Dumke presented the report of the Public Works Committee meeting
held on March 21, 1974, and moved that it be accepted and placed on file.
Seconded by Ald. Ford, motion carried.
Ald. Czarnecki presented the report of the Public Safety Committee meeting
held on 3114174 and moved that it be accepted and placed on file. Seconded
by Ald. Foldy, motion carried.
Ald. Ford presented the report of the Public Welfare Committee meeting
held on 3121174 and moved that it be accepted and placed on file. Seconded
by Ald.Knud+, motion carried.
Ald. Knudsen presented the report of the Rules, Laws & Ordinance Committee
meeting held 3114174 and moved that it be accepted and placed on file.
Seconded by Ald. Foldy, motion carried.
The minutes of the Plan Commission meeting held on 3119174 were received
and placed on file.
UNFINISHED BUSINESS
Ordinance 1~273 - The Clerk gave the second reading of same, entitled,
An Ordinance to Amend Amended Ordinance 8250 (Extending deadline date of
commencement of construction for Mus-Kee-Guac to one year from this date)
Ald. Foldy moved for adoption, seconded by Ald. Dumke. Upon a roll call
vote the motion to adopt Ordinance l/273 carried unanimously with Ald.
Wallner abstaining from the voting.
Resolution f/41-74 - Authorizing Ruekert & Mielke to Develop a Drainage
Plan for a Portion of the City. This resolution is on the floor and was
deferred from the previous meeting until a more detailed proposal was
received from Ruekert & Mielke and other quotations obtained. Ald. Ford
moved to again defer action on same until the next meeting of the Council.
Seconded by Ald. Knudsen. Upon a voice vote the motion to defer carried.
COMMUNICATIONS FROM THE MAYOR'S OFFICE
Mayor Gottfried advised that in regard to the forthcoming Resolution
#50-74, entitled, Approval of Final Plat of the Ridges, he felt the
Council should defer action on same pending receipt of a satisfactory
developer's agreement and the dedication of Outlot #l to the city is
placed on the final plat.

Mayor Gottfried advised that regarding the proposed ordinance regarding
the receipt of gifts and gratutities as submitted by Ald. Wallner, he
had distributed a code of ethics from the State of Wisconsin that is a
part of the State Personnel requirements and he asked that the aldermen
review same.
Mayor Gottfried advised that he would invite a representative of the
E. M. Boerke, Industrial Broker, to attend the next Council meeting.
Mayor Gottfried advised that the Board of Canvassers which is comprised
of the entire Council would be meeting the day after election (April 3,
1974) at 2:00 P.M. in the city hall.
NEW BUSINESS
Resolution #46-74 - The Clerk read same, entitled, Urging Repairs to
Linnie Lac Dam. Ald. Foldy moved for adoption, seconded by Ald. Czarnecki.
Upon a roll call vote the motion carried unanimously.
Resolution i/47-74 - The Clerk read same, entitled, Authorizing the Public
Works Committee to Purchase Demonstrator Front End Loader. Ald. Schaumberg
moved for adoption, seconded by Ald. Ford. Upon roll call the motion
carried unanimously.
Resolution #48-74 - The Clerk read same, entitled, Approval of Certified
Survey Map (Joseph Starich). Ald. Schaumberg moved for adoption. Sec-
onded by Ald. Wallner. Upon roll call the motion carried unanimously.
Resolution #49-74 - The Clerk read same, entitled, Denial of Rezoning
Request for Tinti-Daeda. Ald. Schaumberg moved for adoption. Seconded
by Ald. Ford. Mayor Gottfried advised that Mr. Radtke, petitioner for
the proposed RSM zoning, had requested that the question of land use
possibilities for this parcel be referred back to Plan Commission and
to City Planner. Following a brief discussion, upon a roll call vote
the motion to adopt Resolution i/49-74 carried unanimously.
Resolution #50-74 - The Clerk read same, entitled, Approval of Final Plat
of the Ridges. Ald. Ford moved for adoption. Seconded by Ald. Schaumberg.
Ald. Ford moved to defer action on the resolution until that time when
the city receives an acceptable developer's agreement and until Outlot 1
to be dedicated to the city is shown on the final plat. Seconded by Ald.
Foldy. Upon a voice vote the motion carried.
Resolution #52-74 - Ald. Foldy moved to suspend the rules in order that
this resolution could be acted upon at this meeting. Seconded by Ald.
Czarnecki. Upon roll call the motion carried unanimously. The Clerk
read the resolution, entitled, Approval of Holding Tank Agreement With
Joseph K. Smukowski. Ald. Ford moved for adoption, seconded by Ald.
Wallner. Upon a roll call vote the motion to adopt carried unanimously.
Resolution 1151-74 - The Clerk read same, entitled, Authorizing the
Advertising of Bids for Restoration Work in Glenbrook and Belmont Greens
Subdivisions. Ald. Schaumberg moved for adoption. Seconded by Ald.
Ford. Upon a roll call vote the motion carried unanimously.

Ordinance 1~274 - The Clerk gave the first reading of same, entitled,
An Ordinance to Repeal, To Amend, and to Renumber Certain Section of
Ch. 16 of the Municipal Code (Re: Plumbing Code).
Ordinance i/275 - The Clerk gave the first reading of same, entitled, An
Ordinance to Repeal and Recreate and to Amend Ch. 8 of the Municipal
Code (Re: Installation of Culverts). Ald. Ford moved to suspend the
rules in order that Ordinance 11275 could have its second reading at
this meeting. Seconded by Ald. Czarnecki. Ald. Knudsen urged his
fellow aldermen to vote "no" on the suspension of rules in order that
the ordinance could be further reviewed and commented on at the next
meeting. Upon a roll call vote to suspend the rules the motion carried
with Ald. Knudsen casting a dissenting vote. The Clerk gave the second
reading of the ordinance. Ald. Foldy moved for adoption. Seconded by
Ald. Schaumberg. Upon a roll call vote the motion to adopt Ordinance #275
carried unanimously.
VOUCHER APPROVAL - Ald. Foldy moved to approve payment of general vouchers
in the amount of $125,534.92 payable 3126174. Seconded by Ald. Dumke.
Upon roll call the motion carried unanimously.
LICENSE APPROVAL - Ald. Schaumberg moved for the approval of a Class "B"
Fermented Malt Beverage and Intoxicating Liquor License for Thomas Kramer
subject to the expiration of necessary waiting period after publication
and a favorable Fingerprint Report. Seconded by Ald. Knudsen. Upon a
voice vote the motion carried. (Mr. Kramer to operate Muskego Lakes
Country Club).
COMMUNICATIONS AND MISCELLANEOUS BUSINESS
The Clerk read a communication from Raymond R. Wallner, directed to Mayor
Gottfried, the Common Council and the Rules, Laws & Ordinance Committee,
dated 3126174 regarding the proposed Gift and Gratutities Ordinance.
Same placed on file.
Ald. Knudsen reminded the aldermen of restoration claims still unsettled
in the Hillendale Heights area.
ADJOURNMENT - Ald. Knudsen moved to adjourn. Seconded by Ald. Foldy.
Motion carried. The meeting adjourned at 9:03 P.M.
