MINUTES OF MEETING HELD MARCH 12, 1974
The meeting was called to order at 7~45 P.M. by Mayor Gottfried.
0 PRESENT - Mayor Jerome Gottfried, Aldermen Czarnecki, Dumke, Ford, Knudsen,
Foldy, Schaumberg and Wallner, City Clerk Bette Bowyer and City Attorney
John P. Buckley.
a APPROVAL OF MINUTES - Ald. Foldy moved for the approval of minutes of
the meeting held on 2126174 and that they be placed on file. Seconded by
Ald. Czarnecki, motion carried.
COMMITTEE REPORTS
Ald. Schaumberg presented the report of the Finance Committee meeting held
on March 6, 1974, and moved that it be accepted and placed on file. Sec-
onded by Ald. Dumke, motion carried.
Ald. Dumke presented the report of the Public Works Committee meeting
held on March 7, 1974, and moved that it be accepted and placed on file.
Seconded by Ald. Czarnecki, motion carried.
a Ald. Czarnecki presented the report of the Public Safety Committee and
moved that it be accepted and placed on file. Seconded by Ald. Wallner,
motion carried.
Ald. Ford presented the report of the Public Welfare Committee meeting
held on 317174, and moved that it be accepted and placed on file. Seconded
by Ald. Wallner, motion carried.
NEW BUSINESS
Resolution 1139-74 - The Clerk read same, entitled, Accepting the Report of
the Board of Canvassers of the March 5, 1974, Primary Election. Ald. Foldy
moved for adoption, seconded by Ald. Wallner. Upon a roll call vote the
motion carried unanimously.
Resolution #4O-74 - The Clerk read same, entitled, Rejecting All Bids for
Front End Loader. Ald. Schaumberg moved for adoption, seconded by Ald.
Ford. Upon roll call the motion to adopt carried unanimously.
Resolution i/41-74 - The Clerk read the resolution, entitled, Authorizing
Ruekert & Mielke to Develop a Drainage Plan for a Portion of the City.
Ald. Foldy moved for adoption, seconded by Ald. Schaumberg. Ald. Ford
spoke in opposition to the adoption of Resolution i/41-74 and moved to
defer action on same until we have a detailed proposal from Ruekert and
Mielke and can get other quotations. Seconded by Ald. Knudsen. The Clerk
read the proposal from Ruekert & Mielke dated 315174. Following further
discussion, upon a roll call vote to defer .the motion carried unanimously.
Resolution #42-74 - The Clerk read same, entitled, Authorizing Ruekert &
Mielke to Place Property Lines on Topographical Maps. Ald. Foldy moved

for adoption, seconded by Ald. Schaumberg. Discussion followed regard- ing the contents of the quotations received and Ald. Wallner moved to
defer action on Resolution i/42-74 for two weeks to give the aldermen
an opportunity to further review the proposals. Seconded by Ald. Knudsen. Upon a roll call vote to defer action Aldermen Czarnecki, Dumke, Foldy,
Ford, Schaumberg and Knudsen voted "nay". Ald. Wallner voted "aye".
The motion to defer did not carry.

Resolution i/43-74 - The Clerk read same, entitled, Resolution Authorizing
Mayor to Discuss a Joint Grant Request With Village of Big Bend and Town
of Vernon. Ald. Wallner moved for adoption, seconded by Ald. Czarnecki.
Considerable discussion took place with Ald. Ford urging his fellow
aldermen to defeat the proposed resolution. Ald. Wallner spoke in favor
of the resolution. Upon a roll call vote to adopt same, Aldermen Czarnecki
and Wallner voted "aye". Aldermen Dumke, Foldy, Ford, Knudsen and Schaum-
berg voted "nay". The motion to adopt did not carry.
Resolution #44-74 - Authorizing the Advertising of Bids for 1974 Road
Improvement Program. Ald. Schaumberg moved for adoption, seconded by
Ald. Ford. Upon roll call the motion to adopt carried unanimously.
Resolution #45-74 - Additional Requirements to Satisfy Certification for
Flood Insurance.- Ald. Foldy moved to suspend the rules that would allow
this resolution acted upon at this meeting. Seconded by Ald. Czarnecki.
Upon a roll call vote the motion to suspend the rules carried unanimously.
The Clerk read the resolution. Ald. Foldy moved for adoption, seconded
by Ald. Czarnecki. Upon a roll call vote the motion to adopt carried
unanimously.
Ordinance i/273 - The Clerk gave the first reading of same, entitled,
An Ordinance to Amend Amended Ordinance #250 (Re: Mus-Kee-Guac). Ald.
Foldy moved to suspend the rules in order to have the second reading
of the ordinance. His motion lost for lack of a second. The Clerk
read a communication from Harold DeBack, directed to Mayor Gottfried,
Common Council and City Clerk, dated 318174, requesting extension of
time of commencement of time of construction of Mus-Kee-Guac Planned
Development - length of extension to be 12 months. Ordinance 1~273
was referred to the Rules, Laws & Ordinance Committee.
LICENSE APPROVAL - Ald. Foldy moved for the approval of Operators
Licenses for Pamela Behrs and Barbara Barbian. Seconded by Ald.
Schaumberg, motion carried.
CIIY OFFICIAL'S REPORTS - The Clerk read the Building Report for the
month of February which indicated five new dwellings and total con-
struction for that month in the amount of $188,040.00. Same place on
file
ADJOURNMENT - Ald. Knudsen moved to adjourn, seconded by Ald. Czarnecki,
motion carried. The meeting adjourned at 9:20 P.M.
