ccm19740226COMMON COUNCIL CITY OF MUSKEGO MINUTES OF MEETING HELD FEBRUARY 26, 1974 The meeting was called to order at 7:52 P.M. by Mayor Gottfried. & PRESENT - Mayor Jerome Gottfried, Aldermen Czarnecki, Dumke, Ford, Knudsen and Wallner, City Clerk Bette Bowyer and City Attorney John Buckley. ABSENT - w Ald. Charles Foldy and Ald. Paul Schaumberg. APPROVAL OF MINUTES - Ald. Dumke moved for the approval of minutes of the meeting held on 2112174 and that they be placed on file. Seconded by Ald. Czarnecki, motion carried. COMMITTEE REPORTS Ald. Dumke presented the report of the Finance Committee meeting held on 2120174 and moved that it be accepted and placed on file. Seconded by Ald. Czarnecki, motion carried. Ald. Dumke presented the report of the Public Works Committee meeting held on 2121174 and moved that it be accepted and placed on file. Seconded by Ald. Wallner, motion carried. 0 Ald. Wallner presented the report of the Public Safety Committee and moved that it be accepted and placed on file. Seconded by Ald. Czarnecki, motion carried. Ald. Ford presented the report of the Public Welfare Committee meeting held on 2121174 and moved that it be accepted and placed on file. Seconded by Ald. Knudsen, motion carried. Ald. Knudsen presented the report of the Public Sewer Committee meeting held on 214174 and moved that it be accepted and placed on file. Seconded by Ald. Czarnecki, motion carried. The minutes of the Plan Commission meeting held on 2119174 were received and placed on file. UNFINISHED BUSINESS Ordinance #272 l - The Clerk gave the second reading of same, entitled, An Ordinance to Amend Sec. 20.02 of the Municipal Code (Re: Excessive Motor Noise-Boats). Ald. Ford moved for adoption, seconded by Ald. Dumke. Upon roll call the motion to adopt carried unanimously. NEW BUSINESS Resolution #7-74 - The Clerk read same, entitled, Accepting Low Quote for City's Insurance Program. Ald. Knudsen moved for adoption, seconded by Ald. Ford. Discussion took place with Mayor Gottfried explaining as to how the Finance Committee arrived at the awarding of the low quotes for the city's insurance coverages from Sentry Insurance and Employers Insurance of Wausau. Ald. Knudsen spoke as to being opposed to the adoption of Resolution #7-74 at this time. Upon a roll call vote to adopt the res- olution, Aldermen Czarnecki, Dumke, Ford and Wallner voted "aye. Ald. Knudsen voted "nay". The motion to adopt Resolution #7-74 carried. New Business - Cont'd City of Muskego Common Council 2126174 - P. 2. - Resolution #34-74 - The Clerk read same, entitled, Authorizing Ruekert &. Mielke to Prepare Plans and Specifications and the Advertising of Bids for Storm Sewer on Center Drive. Ald. Dumke moved adoption, seconded by Ald. Czarnecki. Upon a roll call vote the motion to adopt carried unanimously. Resolution j/35-74 - The Clerk read same, entitled, Approval of Certified Survey Map (Kotschi). Ald. Dumke moved for adoption, seconded by Ald. Wallner. In answer to a question from Ald. Ford as to the existing shed located in the 17' road dedication, Mayor Gottfried advised that it is their intent to remove the shed this spring when Parcel I will be built upon. Resolution f/36-74 - The Clerk read same, entitled Setting Public Hearing Date for Rezoning Request of Herbert Puetzer (Kristin Downs). Ald. Knudsen moved for adoption, seconded by Ald. Czarnecki. Upon a roll call vote the motion to adopt carried unanimously. (Public hearing to be April 9, 1974, at 7:00 P.M.) Resolution f/37-74 - The Clerk read same, entitled, Acceptance of Offer to Pur Purchase Parcel of Land in Industrial Park (Robert Gumieny). Ald. Wallner moved for adoption, seconded by Ald. Knudsen. Upon a roll call vote the motion to adopt carried unanimously. Resolution 1138-74 - The Clerk read same, entitled, Authorizing Ruekert & Mielke to Prepare Plans and Specifications and the Advertising of Bids for Reconstruction of a Portion of Kelsey Drive. Ald. Dumke moved for adoption, seconded by Ald. Wallner. Upon roll call the motion to adopt carried unanimously. LICENSE APPROVAL - Ald. Dumke moved for the approval of Operator Licenses for Leon Wolfram and Norman Hanson. Seconded by Ald. Czarnecki, motion carried. VOUCHER APPROVAL - Ald. Dumke moved for the approval of payment of general vouchers in the amount of $1,257,235.59, payable 2126174. Seconded by Ald. Ford. Upon roll call the motion carried unanimously. Ald. Dumke moved for the approval of payment of sewer utility vouchers in the amount of $8,038.30, payable 2/26/74. Seconded by Ald. Ford. Upon roll call the motion carried with Ald. Knudsen casting a dissenting vote. COMMUNICATIONS AND MISCELLANEOUS BUSINESS City Clerk Bowyer advised that a canvass would be conducted by the Common Council on Wednesday, March 6, 1974, following the Primary Election on March 5th, at 2:00 P.M. The Clerk acknowledged correspondence from the Muskego Professional Police Association, dated 2123174, directed to the Mayor and Council regarding a new police facility for the City of Muskego. Communication placed on file. Common Council February 26, 1974 Page 3. Communications and Miscellaneous Business - Cont'd. Mayor Gottfried referred to a proposed ordinance by Ald. Wallner, entitled, Ordinance to Prohibit Receipt of Gifts and Gratutities. He then quoted, in part, Sec. 2.10 of the Municipal Code as follows: "All ordinance shall be read by title and author and referred to the appropriate committee by the Mayor without motion unless objected to by a Council member." Mayor Gottfried referred the proposed ordinance to the Rules, Laws & Ordinance Committee. Ald. Wallner objected to Mayor Gottfried's referral and upon a roll call vote to refer the proposed ordinance, Aldermen Dumke, Ford and Knudsen voted "aye". Aldermen Czarnecki and Wallner voted "nay".
