MINUTES OF MEETING HELD JANUARY 8, 1974
The meeting was called to order at 7:40 P.M. by Mayor Gottfried.
0: PRESENT - Mayor Jerome Gottfried, Aldermen Czarnecki, Dumke, Foldy,
Knudsen, Ford, Schaumberg and Wallner, City Clerk Bowyer and City Attorney
Buckley.
9 APPROVAL OF MINUTES - Ald. Foldy moved for the approval of minutes of
meeting held on December 11, 1973, and that they be placed on file.
Seconded by Ald. Czarnecki, motion carried.
COMMITTEE REPORTS
Ald. Foldy presented the reports of the Finance Committee held on
January 2, 1974, and moved that it be accepted and placed on file.
Seconded by Ald. Schaumberg, motion carried.
Ald. Dumke presented the report of the Public Works Committee meeting
held on January 3, 1974, and moved that it be accepted and placed on
file. Seconded by Ald. Schaumberg, motion carried.
0 Ald. Czarnecki presented the report of the Public Safety Committee
meeting held on 12113173 and moved that it be accepted and placed
on file. Seconded by Ald. Wallner, motion carried.
Ald. Ford presented the report of the Public Welfare Committee meeting
held on l/3/74 and moved that it be accepted and placed on file. Seconded
by Ald. Knudsen, motion carried.
Ald. Knudsen presented the report of the Public Sewer Committee meeting
held on l/7/74, and moved that it be accepted and placed on file. Sec-
onded by Ald. Czarnecki, motion carried.
The minutes of the Plan Commission meeting held 12/18/73 were received
and placed on file.
UNFINISHED BUSINESS
Resolution 1~208-73 - Approval of Preliminary Plat - Shagbark. Ald.

Knudsen spoke as being opposed to the preliminary plat of Shagbark
Subdivision as submitted. As this resolution was on the floor the
motion to adopt carried with Ald. Knudsen casting a dissenting vote.
Resolution l/212-73 - Resolution Declaring the Intent of the Muskego
Common Council to Hold a New Official Public Hearing on the Proposed
Revisions to Official Zoning Map and Zoning Ordinance Prior to Adoption
or Denial of Same and When All the Facts are Determined and Available.
This resolution was on the floor and had been referred to the Public
Welfare Committee who in turn referred it back to the Council floor
without recommendation. At this time the Clerk read a communication
directed to the Mayor and Council, dated l/8/74, from George T. Weber,
Attorney for Muskego Property Owners Association, in behalf of the
proposed resolution. Following discussion and comments by several of
the aldermen and Mayor, upon a roll call vote to adopt Resolution #212-73,
Aldermen Dumke, Foldy, Knudsen, Ford and Schaumberg voted "nay". Alder-
men Czamecki and Wallner voted "aye". The motion to adopt Resolution
#212-73 did not carry.

Mayor Gottfried advised that the application for a grant from the Dept.
of Local Affairs and Development, StatEof Wisconsin, for the purpose of
l providing for a pilot study in land use, had been denied.
NEW BUSINESS
8 Resolution #l-74 - The Clerk read same, entitled, Establishing Temporary
Parttime Position of Advisor to the Library. Ald. Schaumberg moved for
adoption, seconded by Ald. Dumke. Upon roll call the motion to adopt
carried unanimously.
Resolution #2-74 - The Clerk read same, entitled, Establishing Salary for
Municipal Justice. ($1200.00 per Yr.) Ald. Foldy moved for adoption,
seconded by Ald. Wallner. Upon roll call the motion carried unanimously.
Resolution #3-74 - The Clerk read same, entitled, Establishing Salary
for City Librarian. Ald. Schaumberg moved for adoption, seconded by
Ald. Dumke. Upon roll call the motion carried utjanimously.
Resolution 114-74 - The Clerk read same, entitled, Accepting Low Quotation

of Scopp Electric Co. for Installation of Parking Lot Lighting for City
Hall. Ald. Dumke moved for adoption, seconded by Ald. Cxarnecki. Upon
a roll call vote the motion to adopt carried unanimously.
Resolution 85-74 - The Clerk read same, entitled, Authorizing Public
Works Dept. to Advertise for Bids for New Highway Truck and Front End
Loader. Ald. Schaumberg moved for adoption, seconded by Ald. Ford. Upon
roll call the motion carried unanimously.
Resolution #6-74 - The Clerk read same, entitled, Accepting Low Quote for
Electrical Work in Basement of New City Hall (Felton Electric Co.) Ald.
Foldy moved for adoption, seconded by Ald. Schaumberg. Ald. Foldy moved
to amend the resolution by adding the following "BE IT FURTHER RESOLVED
that the contract will be binding providing said work is completed 60 days
from date of awarding of said contract." Seconded by Ald. Schaumberg.
Upon a voice vote the motion to amend carried. Upon a roll call vote
the motion to adopt Resolution 1~6-74, As Amended, carried unanimously. i
Resolution #g-74 - The Clerk read same, entitled, Authorizing Expenditure of

$206.00 for Carpentry Work in the Conference Room. Ald. Foldy moved for
adoption, seconded by Ald. Schaumberg: Upon roll call the motion carried
unanimously.
Resolution &O-74 - The Clerk read same, entitled, Appointment to Park
and Recreation Board (Roland Linck). Ald. Foldy moved for adoption,
seconded by Ald. Czarnecki. Ald. Knudsen moved to defer action on same
for two weeks. Seconded by Ald. Foldy. Upon roll call the motion to
defer carried unanimously.
LICENSE APPROVAL
e Ald. Foldy moved for the approval of an Operators License for Marilyn
POPP. Seconded by Ald. Dumke. Upon voice vote the motion carried.
VOUCHER APPROVAL
Ald. Schaumberg moved for the approval of payment of voucher in the
l amount of $13,985.70 (payment for aquad cars). Seconded by Ald. Foldy.
Upon roll call the motion carried unanimously.

CITY OFFICIAL'S REPORT
The Clerk gave the Building Report for the month of December, 1973,
a showing 14 dwelling units for that month.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS
e The Clerk read a communication from Harold DeBack, Chairman of the
Muskego Property Owner's Association, dated 12122173, directed to
Mayor and Council requesting that all copies of matters pertaining
to the revised zoning map coming before Plan Commission and Council
be submitted to his organization. Communication placed on file.
The Clerk read a petition from Attorney Jack Radtke, Agent for Elmer
Tinti and Richard Daeda, dated 12/13/73, requesting rezoning of Lots 1,
2, and 3, Block 1, Meadowdale Subdivision, from O.L.R. on RS2 to RSM.
Ald. Knudsen moved to set the public hearing date for the proposed
rezoning for February 26, 1974, at 7:00 P.M. Seconded by Ald. Czamecki,
motion carried.
ADJOUWENT - Ald. Knudsen moved to adjourn, seconded by Ald. Ford,
motion carried. The meeting adjourned at 8:45 P.M.
