CITY OF MUSKEGO
MINUTES OF MEETING HELD DECEMBER 11, 1973
The meeting was called to order at 7:50 P.M. by Mayor Gottfried.
PRESENT - Mayor Gottfried, Aldermen Czarnecki, Dumke, Foldy, Knudsen,
Ford and Wallner. City Clerk Bowyer and City Attorney Buckley.
ABSENT - Ald. Paul Schaumberg.
APPROVAL OF MINUTES - Ald. Foldy moved for the approval of minutes of
meeting held on November 27, 1973, and that they be placed on file.
Seconded by Ald. Knudsen, motion carried.
COMMITTEE REPORTS
Ald. Dumke presented the reports of the Finance Committee held on December
5th and llth, 1973, and moved that they be accepted and placed on file.
Seconded by Ald. Foldy, motion carried.
Ald. Ford presented the report of the Public Works Committee meeting held
on 12/b/73 and moved that it be accepted and placed on file. Seconded by
Seconded by Ald. Dumke, motion carried.
Ald. Knudsen presented the report of the Rules, Laws & Ordinance Committee
meeting held on 11/29/73 and moved that it be accepted and placed on file.
Seconded by Ald. Foldy, motion carried.
Ald. Czarnecki presented the report of the Public Safety Committee
meeting held on 11/29/73 and moved that it be accepted and placed on file.
Seconded by Ald. Foldy, motion carried.
Ald. Ford presented the report of the Public Welfare Committee meeting
held on 12/b/73 and moved that it be accepted and placed on file. Seconded
by Ald. Knudsen, motion carried.
Ald. Knudsen presented the report of the Public Sewer Committee meeting
held on 1213173 and moved that it be accepted and placed on file. Seconded
by Ald. Czarnecki, motion carried.
The minutes of the Plan Commission meeting held on 1214173 were received
and placed on file.
UNFINISHED BUSINESS
Resolution l/196-73 - Accepting the Low Bid for Installation of Sewer
Connection (Zidar Plumbing) As this resolution was on the floor, upon a
roll call vote the motion to adopt same carried unanimously.
Resolution #200-73 - Resolution to Retain the Master Plan, Zoning Maps
and Zoning Ordinance and the Rejection of Plan Commission Recommendation
Regarding Same. This resolution is on the floor and was deferred from
previous meeting and referred to Public Welfare Committee. Ald. Wallner
requested that the Clerk read an amended resolution with the same title.
The Clerk read same. Ald. Wallner moved to amend Resolution j/200-73 as
presented. Seconded by Ald. Knudsen. Upon a roll call vote to amend
Resolution #200-73, Aldermen Czarnecki, Dumke, Foldy and Ford voted "nay".
Aldermen Knudsen and Wallner voted "aye". The motion to amend the res-
olution did not carry. Upon a roll call vote to adopt Resolution #200-73,
Aldermen Czarnecki, Dumke, Foldy, Ford and Knudsen voted "nay". Ald.
Wallner voted "aye". Resolution l/200-73 was defeated.

COMMUNICATIONS FROM THE MAYOR'S OFFICE
Mayor Gottfried advised that the next scheduled Council meeting would
fall on Christmas Day. Ald. Foldy moved that the next meeting of the l Common Council be held on the first regularly scheduled date in January
(January 8, 1974. Seconded by Ald. Czarnecki. Upon a voice vote the
motion carried.

Resolution $1201-73 - The Clerk read same, entitled, Approval of 1974
Contract Between the Tess Corners Fire Dept. and the City of Muskego.
Ald. Wallner moved for adoption, seconded by Ald. Czarnecki. Upon a
roll call vote the motion carried unanimously.
Resolution l/202-73 - The Clerk read same, entitled, Approval of 1974
Contract Between the Muskego Volunteer Co. and the City of Muskego. Ald.
Wallner moved for adoption, seconded by Ald. Dumke. Upon a roll call
vote the motion carried unanimously.
Resolution 11203-73 - The Clerk read same, entitled, Authorizing Tax Re-
searchers, Inc. to Investigate Income Tax Allocations. Ald. Foldy moved
a for adoption, seconded by Ald.Wallner. Upon roll call the motion carried
unanimously.

Resolution #204-73 - The Clerk read same, entitled, Extending Deadline
Date for Partial Payment of 1973 Real Estate Taxes (To 2/28/74). Ald.
Foldy moved for adoption, seconded by Ald. Czarnecki. Upon roll call
the motion carried unanimously.
Resolution i/205-73 - The Clerk read same, entitled, Authorizing Execution
of a Contract Between E. M. Boerke, Inc. and the City of Muskego (Re:
Industrial Park). Ald. Foldy moved for adoption, seconded by Ald. Dumke.
Ald. Foldy moved to amend Resolution #205-73 by deleting the last paragraph.
Seconded by Ald. Dumke. Upon a voice vote the motion to amend carried.
Discusion took place and Aid. Foldy reviewed the results of the meeting
between the Council and the representative of the Boerke Company to the
aldermen who were not present. Upon a roll call vote the motion to adopt
Resolution #205, As Amended, carried unanimously.
Resolution #2Ob-73 - The Clerk read same, entitled, Authorizing Execution
of a Contract Between John Strand & Associates and the City of Muskego
(Re: Proposed dredging projects). Ald. Dumke moved for adoption, seconded
by Ald. Foldy. Ald. Foldy moved to amend the resolution by adding the
words "and the Common Council" to the last paragraph. Seconded by Ald.
Wallner. Upon a voice vote the motion to amend carried. Ald. Dumke urged
his fellow aldermen to vote in favor of this resolution. Ald. Wallner
expressed concern as to the source of financing to complete the proposed
projects. In answer to Ald. Foldy, Ald. Ford reviewed previous expenditures
related to the projects. Upon a roll call vote the motion to adopt Res-
olution i/206-73, As Amended, carried unanimously.
0 Resolution i/207-73 - The Clerk read same, entitled, Approval of Certified
Survey Map (Walter Groth) Ald. Foldy moved for adoption, seconded by Ald.
Czarnecki. Upon a roll call vote the motion carried unanimously.
Resolution j/208-73 - The Clerk read same, entitled, Approval of Preliminary
Plat of Shagbark Subdivision. Ald. Foldy moved for adoption, seconded by
Ald. Ford. Ald. Ford moved to defer auction on this resolution and refer
l same to the Public Works Committee. Seconded by Ald. Knudsen. Upon roll
call the motion carried unanimously.

Resolution i/210-73 - The Clerk read same, entitled, Establishing Traffic
Regulations (Re: A revision of "No Parking" restrictions in area of Highway
"24" and Tess Corners Dr. and Hwy 24 and Westwood Dr.) Ald. Foldy moved
for adoption, seconded by Ald. Czarnecki. Upon roll call the motion
carried unanimously.
Resolution j/211-73 - Ald. Foldy moved to suspend the rules in order that
this resolution, entitled, Establishing the Position of Police Cadet.
Seconded by Ald.'CzarneCki. Upoh:.a roll'call vote the motion carried
unanimously. The Deputy Clerk read the resolution. Ald. Foldy moved
for adoption. Seconded by Ald. Czarnecki. Upon a roll call vote the
motion carried unanimously.
At this time Ald. Wallner moved to suspend the rules that he could
introduce a resolution to retain the present zoning maps and zoning
ordinance of the city. Seconded by Ald. Knudsen. Upon a roll call
vote to suspend the rules, Aldermen Czarnecki, Dumke, Foldy and Ford
voted "nay". Aldermen Wallner and Knudsen voted "aye". The motion
to suspend the rules did not carry.
At 9:55 P.M. Mayor Gottfried declared a recess and the meeting reconvened
at lo:02 P.M.
Ald. Wallner moved to suspend the rules that would allow Resolution f/212-73
to be acted upon at this meeting. Seconded by Ald. Knudsen. Ald. Knudsen
urged his fellow aldermen to vote in favor of the suspension of rules.
The Clerk read Resolution i/212-73, entitled, Resolution Declaring the
Intent of the Muskego Common Council to Hold a New Official Public Hea~ring
on the Proposed Revisions to Official Zoning Map and Zoning Ordinance
Prior to Adoption or Denial of Same and When All the Facts are Determined
and Available. Upon a roll call vote to suspend the rules, Aldermen
Czarnecki and Foldy voted "nay". Aldermen Dumke, Ford, Knudsen and
Wallner voted "aye". The motion to suspend the rules carried. Ald.
Wallner moved for adoption. Seconded by Ald. Knudsen. Ald. Knudsen
moved to refer Resolution 11212-73 to the Public Welfare Committee.
Seconded by Ald. Foldy. Upon a roll call vote Aldermen Dumke, Czarnecki,
Foldy, Knudsen and Wallner voted "aye". Ald. Ford voted "nay". The
motion to refer Resolution i/212-73 to the Public Welfare Committee carried.
LICENSE APPROVAL - Ald. Foldy moved for approval of Operators License for
Randall Schroeder. Seconded by Ald. Dumke, motion carried.
Ald. Foldy moved for the approval of Operators Licenses for Kenneth Brach
subject to receipt of favorable Fingerprint Report. Seconded by Ald.
Dumke, motion carried.
VOUCHER APPROVAL - Ald. Dumke moved for the approval of payment of general
vbuchers in the amount of $140,008.25. Seconded by Ald. Foldy. Upon a
roll call vote the motion carried unanimously.
Ald. Dumke moved for the approval of payment of sewer utility vouchers
in the amount of $1,514.65, seconded by Ald. Foldy. Upon a roll call
vote the motion carried unanimously.
ADJOURNMENT
Ald. Knudsen moved to adjourn. Seconded by Ald. Ford. Motion carried.
