CITY OF MUSKEGO
MINUTES OF MEETING HELD FEBRUARY 27, 1973
Mayor Gottfried called the meeting to order at 8:50 P.M.
PRESENT: Mayor Jerome Gottfried, Aldermen Lois Cole, Edwin Dumke, Harold
DeBack, Charles Foldy, Ron Ford, Richard Knudsen and Paul Schaumberg. Also
0
present were City Clerk Bette Bowyer and City Attorney John Buckley.
APPROVAL OF MINUTES - Ald. Cole moved for the approval of minutes of the
orevious meeting held on February 13, 1973, as mailed. Seconded by Ald.
Dumke. Motion carried.
COMMITTEE REPORTS
Ald. Cole presented the report of the Finance Committee meeting held on
February 21, 1973, and moved that it be accepted and placed on file. Second-
ed by Ald. Foldy, motion carried.
Ald. Ford presented the report of the Public Works meeting held on 2122173
and moved that it be accepted and placed on file. Seconded by Ald. DeBack,
motion carried.
l Ald. DeBack presented the report of the Safety Committee meeting held on
2/15/73, and moved that it be accepted and placed on file. Seconded by
Ald. Cole, motion carried.
Ald. Knudsen presented the reuort of the Rules, Laws & Ordinance Committee
held on 2/15/73 and moved that it be accepted and placed on file. Seconded
by Ald. Foldy, motion carried.
L Ald. Cole presented the report of the Public Welfare Committee meeting
held on 2122173 a~nd moved that it be acceoted and placed on file. Seconded
by Ald. Dumke, motion carried.
Ald. Knudsen presented the report of the ,Sewer Committee meeting held on
2126173 and moved that it be accented and placed on file. Seconded by
Ald. Schaumberg, motion carried.
The minutes of the Plan Commission meeting held on 2120173 were received
and placed on file,
a UNFINISHED BUSINESS
Ordinance #247 - The Clerk gave the second reading of same, entitled,
An Ordinance to Amend Ch. 30 of the Municipal Code of the City of Muskego
(Re: Amendments to the Building Code). Ald. Foldy moved for adoption,
seconded by Ald. Knudsen. Upon a roll call vote, the motion to adopt
carried unanimously.
COMMUNICATIONS FROM THE MAYOR'S OFFICE

Mayor Gottfried reviewed the four proposals the city has received in regard
to the leasing of the new bookkeeping machine.
Mayor Gottfried advised the aldermen of the short-term lease arrangement
between the Countryside Theater .snd the City of Muskego for the use of
the basement of old city hall.
NEW BUSINESS
l Resolution i/38-73 - The Clerk read same, entitled, Acceptance of Low Bid for N
New Highway Truck With Material Spreader and Snow Plow (IHC) Ald. DeBack
moved for adoption, seconded by Ald. Ford. Upon roll call the motion carried
unanimously.

Resolution i/39-73 - The Clerk read same, entitled, Acceptance of Bid for
l Highway Mowers (O-6 Equipment Co.) Ald. DeBack moved for adoption, seconded
by Ald. Schaumberg. Upon roll call the motion carried unanimously.
l Resolution 840-73 - The Clerk read same, entitled, Establishing Automobile
Allowance for Certain Elected Officials. Ald. Foldy moved for adoption,
seconded by Ald. Cole. Upon roll call the motion carried unanimously.
Resolution i/41-73 - The Clerk read same, entitled, Authoriz$ng Service
Agreement for Police Department Offset Marhine for One Year. Ald. Cole
moved for adoption, seconded by Ald. Dumke. Upon roll call the motion
carried unanimously.
Resolution R42-73 - The Clerk read same, _-- entitled, EstablishingsSa1arie.s
for Park Custodians !and Sewer Inspectors. Ald.~Cole moved for a~doption.
Seconded- by Ajd.lEoldy. Upon a!rall call vote the motion carried unanim-
ously.

Resolution #43-73 - The Clerk read same, entitled, Directing the City
Attorney to Draft an Ordinance to Amend the Zoning District Map of the
City of Muskego. Ald. Schaumberg moved-for adoption, seconded by Ald.
Foldy. Al<. Knudsen moved to defer action on Resolution #43-73 for
two weeks. Seconded by Ald. Cole. Upon a roll call vote,Aldermen.Cole,
and Knudsen voted "aye.'. Aldermen DeBack, Dumke, Foldy, Ford and Schaum-
berg voted "nay". The motion to defer did not carry. Upon a roll call
vote to adopt Resolution j/43-73, Aldermen Cole and Knudsen voted "nay".
Aldermen DeBack, Dumke, Foldy, Ford and Schaumberg voted "aye". The
motion to adopt Resolution 1143-73 carried.
Resolution $144-73 - The Clerk read same, entitled, Resolution to Vaive
Rescue Fees Not Collectible (Year 1972). Ald. Cole moved for adoption,
seconded by Ald. Foldy. Uoon roll call the motion to adopt carried
unanimously.
Resolution 845-73 - The Clerk read same, entitled, Approving Execution
of Easement with the Wisconsin Electric Power Co. (Re: Industrial Park)
Aid. Foldy moved for adoption, seconded by Ald. Knudsen. Upon roll call
the motion to adopt carried unanimously.
* Resolution #46-73 - The Clerk read same, entitled, Declaring a Moratorium
on New Subdivisions in the Northwest Sewer District of the City of Muskego.
Ald. Schaumberg moved to suspend the rules in order that this resolution
could be acted upon. Seconded by Ald. Knudsen. Upon roll call the motion
carried unanimously. Ald. Schaumberg moved for adoption, seconded by
Ald. Knudsen. Following discussion, upon a roll call vote the motion to
adopt Resolution #46-73 carried unanimously.
CITY OFFICIAL'S REPORT - City Attorney Buckley reported that he will be
redrafting the Electrical Code of the City and various pending lawsuits.
l ADJOURNMENT - Ald. Knudsen moved to adjourn, seconded by Ald. DeBack.
Motion carried. The meeting adjourned at 9:56 P.M.
