MlNUTES OF MEETING HELD FEBRUARY 13, 1973
Mayor Gottfried called the meeting to order at 8:09 P.M.
PIESENT: Mayor Jerome Gottfried, Aldermen Lois Cole, Edwin Dumke, Harold
E!Back, Charles Foldy, Ron Ford, Richard Knudsen and Paul Schaumberg. Also
present were City Clerk Bette Bowyer and City Attorney John P. Buckley.
- APPROVAL OF MINUTES - Ald. Cole moved for the approval of minutes of the
previous meeting held on January 23, 1973, as mailed. Seconded by Ald.
Foldy, motion carried.
.- COMMITTEE REPORTS
A1.d. Cole presented the report of the Finance Committee meeting held on
February 7, 1973, and moved that it be accepted and placed on file. Seconded
by Ald. Dumke, motion carried. Ald. Cole also presented the report of the
meeting held 2/10/73 and moved that it be accepted and placed on file.
Seconded by Ald. Dumke, motion carried.
A1.d. Ford presented the report of the Public Works Committee meeting held
011 February 7, 1973, and moved that the report be accepted and placed on
file. Seconded by Ald. DeBack, motion carried.
A1.d. Ford presented the report of the Rules, Laws & Ordinance Committee
meeting held on 1/25/73 and moved that it be accepted and placed on file.

A1.d. Knudsen presented the report of the Sewer Committee meeting held on
2/5/73 and moved that it be accepted and placed on file.

The minutes of the Plan Commission meeting held on 2/6/73 were received

- UNFINISHED BUSINESS
Ordinance #246 - The Clerk gave the second reading of same, entitled, zi Ordinance to Create Ch. 24 of the Municipal Code Regulating the Use
arid Operation of Snowmobiles in the City of Muskego. Ald. Foldymoved for
adoption, seconded by Ald. Dumke. Ald. Ford moved to amend Resolution
this ordinance, "accompanied", as defined in Sec. 350.05 Wis. Statutes,
means being on the same snowmobile as the operator." The present Section 3
wciuld then become Section 4, etc. Motion seconded by Ald. Foldy.. Upon a
voice vote the motion to amend carried. Ald. DeBack moved to further amend
Ordinance 11246 by changing the hours of operation from 2:OO AM to 6:OO AM.
Seconded by Ald. Knudsen. Upon a roll call vote to further amend Ordinance
$246 Aldermen Cole, DeBack, Dumke, Foldy, Ford and Schaumberg voted "aye".
Ald. Knudsen voted "nay". The motion to further amend Ordinance #246
carried. Upon a roll call vote to adopt Ordinance j1246, As Amended, the
mction carried unanimously.

- Resolution #20-73 - The Clerk read same, entitled, Denying Claim of Arthur
also read a communication from the City Attorney recommending denial of
the Claim. Upon a roll call vote, the motion to adopt Resolution #20-73
1 Carter. Ald. Foldy moved for adoption, seconded by Ald. Knudsen. The Clerk

Resolution 1/21-73 - The Clerk read same, entitled, Authorizing Rental
of New Burroughs Bookkeeping Machine. Ald. Foldy moved for adoption.
Seconded by Ald. Knudsen. City Clerk Bowyer answered questions of the
Aldermen regarding the operations of the Burroughs L5000 Machine and
the leasing arrangements of same. Upon a roll call vote the motion to
adopt carried unanimously .
Resolution #22-73 - Renewal of Lease with Harold Diekfuss. The Clerk
read the resolution. Ald. Knudsen moved for adoption, seconded by Ald.
DeBack. Upon a roll call vote the motion carried unanimously.
Resolution 1/23-73 - The Clerk read same, entitled, Establishing Calendar
Quarters and Payment Dates With Respect to Sewer Service Charges (NE Dist.
& Hillendale and Hi-Y Ranches Subdivision area). Ald. Knudsen moved for
adoption, seconded by Ald. DeBack. Upon roll call the motion carried
unanimously.
Resolution 1/24-73 - The Clerk read same, entitled, Appointment of Poll
Workers. Ald. DeBack moved for adoption, seconded by Ald. Dumke. Ald.
Knudsen moved to add the following to the last paragraph "and that their
term will expire in 1975". Seconded' by Ald. Schaumberg. Upon a voice
vote the motion carried. Upon a roll call vote, the motion to adopt
Resolution #24-73, As Amended, carried unanimously.
Resolution 1/25-73 - The Clerk read same, entitled, Accepting the Low
Bid for Gasoline and Fuel Oil for City Purposes. Ald. DeBack moved for
adoption of same, seconded by Ald. Schaumberg. Upon roll call the motion
to adopt carried unanimously. (Bid awarded to E. 3. Salentine)
Resolution 1/26-73 - The Clerk read same, entitled, Directing the City Attor-
ney to Draft an Ordinance to Amend the Zoning District Map of the City of
Muskego (Sections 11, 12 & 13 & Mus-Kee-Guac). Ald. Schaumberg moved for
adoption, seconded by Ald. Foldy. Upon roll call the motion to adopt
carried unanimously with Ald. DeBack abstaining from the voting.
Resolution 1/27-73 - The Clerk read same, entitled, Resolution to Amend
the Agreement Between Lincoln National Life Insurance Co. and the City of
Muskego (Re: Retirement Plan). Ald. Cole moved for adoption, seconded
by Ald. Dumke. Upon roll call the motion to adopt carried unanimously.
Resolution 1/28-73 - The Clerk read same, entitled, Authorizing Transfer of
Funds (Re: Building Inspection Dept.) Ald. Cole moved for adoption,
seconded by Ald. Dumke. Upon roll call the motion carried unanimously.
Resolution 1/29-73 - The Clerk read same, entitled, Establishing Traffic
Regulations. Ald. Cole moved for adoption, seconded by Ald. DeBack.
Ald. Foldy moved to amend Resolution 1/29-73 by having Paragraph 2 under
Traffic Control Signs to read as follows: 2-way Stop sign - Intersection of
Somerset Drive and Hawthorne Lane - signs to be placed on the northeast
1 corner facing east and on the northwest corner facing north". Seconded
by Ald. Knudsen. Upon a voice vote the motion to amend carried. Upon a
roll call vote the motion to adopt Resolution 1/29-73, As Amended, carried
unanimously .
Resolution 1130-73 - The Clerk read same, entitled, Appointment of Members to
Capital Budgeting Cormnittee (W. Haglund and T. Steinweber) Ald. Foldy
moved for adoption, seconded by Ald. Knudsen. Upon roll call the motion

Resolution 1/31-73 - The Clerk read same, entitled, Authorizing the Re-monumen
tation of the City. Ald. Cole moved for adoption, seconded by Ald. Foldy.
Unon a roll call vote the motion to adopt carried unanimously.
Resolution 1/32-73 - The Clerk read same, entitled, Creating the Position
of Public Works Superintendent. Ald. DeBack moved for adoption, seconded
by Ald. Foldy. Upon roll call the motion carried unanimously.
Resolution 1/33-73 - The Clerk read same, entitled, Creating the Position
of Utility Maintenance Man. Ald. DeBack moved for adoption, seconded
by Ald. Foldy. Upon roll call the motion carried unanimously.
At 9:40 P.M. Mayor Gottfried declared a recess and the meeting reconvened
at 1O:Ol P.M.
Resolution #34-73 - Establishing Salaries for City of Muskego Employees.
The Clerk read the resolution. Ald. Cole moved for adoption, seconded
by Ald. Dumke. Ald. Foldy moved to amend the resolution by changing
the amounts under Assistant Inspector to read $680.00, $720.00 and 760.00
per Month.
read $5.00 per hour. Motion seconded by Ald. Cole. Upon a voice vote
the motion to amend carried. Ald. Ford moved to further amend the
resolution by changing the Park Superintendent's salary to read the
same as that of a Highway Crewman,(i.e. $4.22 Hiring Rate, $4.42 6 month
rate and $4.62 18 month rate) Motion seconded by Ald. Foldy. Upon a roll
call vote to further amend Resolution 1/34-73 Aldermen Cole, DeBack, Foldy
and Schaumberg voted "nay". Aldermen Dumke, Ford and Knudsen voted ''aye''.
The motion to further amend Resolution #34-73 did not carry. Upon a roll
call vote to adopt Resolution 1/34-73.; As Amended, the motion carried unan-
imously.
Resolution 1/35-73 - The Clerk read same, entitled, Special Recognition
to Henry Goldsmith. Ald. DeBack moved for adoption, seconded by Ald.
Knudsen. Upon roll call the motion carried unanimously.
Resolution 1/36-73 - The Clerk read same, entitled, Encouraging Citizen
Participation in the City-Sponsored Recycling Program. Ald. Ford moved
for adoption, seconded by Ald. Dumke. Upon a roll call vote the motion
to adopt carried unanimously.
Resolution #37-73 - The Clerk read same, entitled, Declaring the City's
Intent to Accept Bay Lane as a Public Road. Ald. DeBack moved for
adoption, seconded by Ald. Schaumberg. Upon a roll call vote Aldermen
DeBack, Dumke, Foldy, Ford, Knudsen and Schaumberg voted "aye". Ald.
Cole voted "nay".
Ordinance 11247 - The Clerk gave the first reading of same, entitled, An
Ordinance to Amend Ch. 30 of the Municipal Code of the City of Muskego
(Re: Amendments to Building Code)
Ordinance $1248 - The Clerk gave the first reading of same, entitled, An
Ordinance to Amend Section 9.22 of the Municipal Code (Re: Regulations
for open burning)
VOUCHER APPROVAL - Ald. Cole moved for the approval of payment of general
vouchers in the amount of $132,812.84, sewer utility vouchers in the amount
of $5,217.34 and sewer construction vouchers in the amount of $112,048.85.
Seconded by Ald. Foldy. Upon roll call the motion carried unanimously.

LICENSE APPROVAL - Ald. Cole moved for the approval of an Operators
License for Terrance L. Aveni. Seconded by Ald. Dumke. Motion
carried.
Ald. Cole moved for the approval of a "Gathering License" for the
Muskego Icetronauts for February 18, 1973. Seconded by Ald. Foldy.
Motion carried.
CITY OFFICIAL'S REPORTS - The Clerk read the Building Report for the
month of January, 1973, which indicated five new dwellings for that
month.
At 10:47 R ayor Gottfried declared a recess and the meeting reconvened
at 10:53 P.M.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS
Ald. Cole moved for Common Council approval for payment in full to Ed
Zidar Plumbing Co. for five forced hook-ups subject to the approval
of the Plumbing Inspector. Seconded by Ald. Dumke. Upon a roll call
vote the motion carried unanimously.
The Clerk read a communication from Gerald Faber, Chairman of the Muskego
Lions Civic hprovement Committee, dated 2/13/73, directed to the Mayor
and Council, which indicated their desire to completely refurbish the
northeast room in the basement of the new city hall-library complex.
Ald. Foldy moved to accept the offer of the Muskego Lions Club to
completely refurbish the northeast room of the new city hall-library
complex. Motion seconded by Ald. Schaumberg. Upon a voice vote the
motion carried. Communication placed on file.
Ald. DeBack invited the aldermen to insuect the new city hall-library
with the Building Committee, architect and contractor on 2/14/73 at
1:OO PM for final approval of the building.
ADJOURNMENT - Ald. Knudsen moved to adjourn, seconded by Ald. DeBack.
Motion carried. The meeting adjourned at 10:56 P.M
