CITY OF MUSKEGO
MINUTES OF MEETING HELD JANUARY 9, 1973
Mayor Gottfried called the meeting to order at 7:45 P.M.
PRESENT: Mayor Jerome Gottfried, Aldermen Lois Cole, Edwin Dumke, Harold
DeBack, Charles Foldy, Ron Ford, Richard Knudsen and Paul Schaumberg. Also
present were City Clerk Bette Bowyer and City Attorney John P. Buckley.
APPROVAL OF MINUTES - Ald. Cole moved for the approval
previous meeting held on December 26, 1972, as mailed.

COMMITTEE REPORTS
Ald. Cole presented the report of the Finance Committee meeting held on
January 3, 1973, and moved that the report be accepted and placed on file.
Seconded by Ald. Foldy, motion carried;
Ald. Ford presented the report of the Public Works meeting held
moved that the report be accepted and placed on file. Seconded
Schaumberg, motion carried.

Ald. Cole presented the reports of the Public Welfare Committee meeting held
12/20/72 and l/4/73 and moved that they be accepted and placed on file.
Seconded by Ald. Dumke, motion carried.
Ald. Knudsen presented the minutes of the Public Sewer Committee meeting
held l/8/73, and moved that they be accepted and placed on file. Seconded
by Ald. Schaumberg, motion carried.
The minutes of the Plan Commission meeting held on l/2/73 were received
and placed on file.
UNFINISHED BUSINESS
Resolution j/217-72 - Denial of Legal Lot Status for Lot #35, Mill Valley
Heights (Preston) Ald. Knudsen moved to again defer action on same in order
to give Attorney Buckley an opportunity 'to review legal transactions re-
garding the lots in question. Seconded by Ald. Schaumberg, motion carried.
COMMUNICATIONS FROM THE MAYOR'S OFFICE
The Clerk read a proclamation signed by Mayor Gottfried proclaiming the
week of January 21 through January 27 as "JAYCEE WEEK".
Mayor Gottfried advised that Waste Management, Inc. has advised that they
will accept the terms that were established by the Council and it is
anticipated that the contract between the City and that firm will be signed
in the very near future.
Resolution 11240-72 - Ald. Foldy moved for the reconsideration of same,
entitled, Approval of Maple Hills Estates Subdivision (Town of Vernon)
Seconded by Ald. Dumke. Upon roll call the motion to reconsider carried
unanimously. Ald. Foldy advised that his motion to reconsider Resolution
#240-72 was a result of legal opinion of City Attorney Buckley. Upon a
roll call vote the motion to adopt same carried unanimously.
NEW BUSINESS
Resolution #l-73 - The Clerk read same, entitled, Acceptance of Low Quotation
for the Installation of a well in the Industrial Park. Ald. Foldy moved
for adoption, seconded by Ald. Dumke. Upon roll call the motion to adopt

Resolution 112-73 - The Clerk read same, entitled, Denial of Legal Status
for Lot 6, Blk A, Hi-Y Ranches Subdivision (Thomka) Ald. Schaumberg moved
for adoption, seconded by Ald. Knudsen. Upon roll call the motion to adop't carried unanimously. e a Resolution #3-73 - The Clerk read same, entitled, Granting a Solid Landfill
Permit to Norman Thomas (Corner of Hillendale and Tans Drives). Ald. Schaum-
berg moved for adoption, seconded by Ald. Knudsen. Ald. Dumke moved to defer action on Resolution 113-73 for two weeks as the resolution had not
been reviewed by the Public Welfare Committee. Seconded by Ald. Cole. Ald. Knudsen spoke in favor of immediate adoption of the resolution.
Upon a roll call vote to defer action on Resolution #3-73, Aldermen Cole,
DeBack, Dumke, Foldy, Ford and Schaumberg voted "aye". Alderman Knudsen
voted "nay". The motion to defer carried.
Resolution $14-73 - The Clerk read same, entitled, Setting Public Hearing Date for Rezoning in Sections 11, 12 and 13 and Mus-Kee-Guac Planned Development. Ald. Schaumberg moved for adoption, seconded by Ald. Foldy.
Mayor Gottfried reviewed the area to be rezoned to those persons present
at the meeting. Upon a roll call vote to adopt Resolution #4-73, Aldermen
Cole, Dumke, Foldy, Ford, Knudsen and Schaumberg voted "aye". Ald. DeBack abstained from voting. The motion to adopt Resolution $14-73 carried.
(The public hearing for the proposed rezoining to be February 13, 1973,
at ?:OO P.M.)
Resolution #5-73 - The Clerk read same, entitled, Approval of Heather Ridge
Estates Subdivision (Town of Vernon) Ald. Schaumberg moved for adoption,
seconded by Ald. DeBack. Upon roll call the motion to adopt carried unan-
imously.
Resolution #6-73 - The Clerk read same, entitled, Providing Sewer Treatment
Facilities to the Mus-Kee-Guac Planned Development. Ald. Schaumberg moved
for adoption, seconded by Ald. Dumke. Considerable discussion was held
regarding the feasibility of installing holding tanks and the increased
capacity of the sewer system dependent upon treatment of effluent during
off-peak hours. Several questions were raised concerning the affect that
Resolution #220-71 (re: controlled development) would have on this proposal.
Upon a roll call vote to adopt Resolution #6-73, Aldermen Cole, Dumke, Foldy,
Knudsen and Schaumberg voted "aye". Ald. Ford voted "nay". Ald. DeBack
abstained from voting. The motion to adopt Resolution #6-73 carried.
l Resolution #?-73 - The Clerk read same, entitled, Granting Municipal Sewer
Service to a Portion of the Former Loomis Property (Owned by Muskego Indust-
rial Park, Inc. Ray Wallner, Agent). Ald. Schaumberg moved for adoption,
seconded by Ald. Knudsen. Ald. Schaumberg moved to defer action on Res-
olution #?-73until the Sewer Committee could further study the matter.
Seconded by Ald. Knudsen. Upon a roll call vote the motion to defer
carried unanimously.
Resolution #B-73 - The Clerk read same, entitled, Resolution Determining
Necessity of Acquiring Interest in Lands of Ralph Lassa. Ald. Foldy moved

for adoption, seconded by Ald. Knudsen. Upon a roll call vote to adopt
the resolution Aldermen Dumke, Foldy, Cole, Knudsen, Ford and Schaumberg
voted "aye". Ald. DeBack voted "nay". The motion to adopt Resolution@-73
carried.
Resolution #9-73 - The Clerk read same, entitled, Accepting the 1973 Contract
with the Wisconsin Council of County and Municipal Employees, Local 112412
(Dispatchers). Ald. Cole moved for adoption. seconded by Ald. Dumke. Upon

a roll call vote Aldermen Cole, Ford, Foldy, DeBack, Diimke and Schaumberg
voted "aye". Ald. Knudsen voted "nay". The motion to adopt Resolution
#9-73 carried.

VOUCHER APPROVAL - Ald. Cole moved for the approval of payment of general
voucher in the amount of $8,000.00 (Brookfield Culvert). Seconded by
Ald. Dumke. Upon roll call the motion carried unanimously.
a Ald. Cole moved for the approval of payment of sewer voucher in the
amount of $60,000.00 (Ryan Const. Co.). Seconded by Ald. Foldy. Upon
a roll call vote to pay the sewer voucher, Aldermen Cole, DeBack, Dumke,
Foldy, Ford and Schaumberg voted "aye". Ald. Knudsen voted "nay". The
motion carried.
CITY OFFICIAL'S REPORTS - The Clerk read the Building Report showing
six new dwellings in December, 1972. Report placed on file.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS
Ald. Knudsen again suggested that a committee be appointed to promote
the Industrial Park.
ADJOURNMENT - Ald. Knudsen moved to adjourn, seconded by Ald. DeBack.
Motion carried. The meeting adjourned at 9:16 P.M.
