ccm19721024COMMON COUNCIL CITY OF MUSKEGO MINUTES OF MEETING HELD OCTOBER 24, 1972 Mayor Gottfried called the meeting to order at 7~40 P.M. a PRESENT: Mayor Jerome Gottfried, Aldermen Lois Cole, Harold DeBack, Edwin Dumke, Charles Foldy, Ronald Ford, Richard Knudsen and Paul Schaumberg. Also present were City Attorney John Buckley and City Clerk Bette Bowyer. APPROVAL OF MINUTES - Ald. Cole moved for the approval of minutes of the * previous meeting held on October 10, 1972, as mailed. Seconded by Ald. Foldy. Motion carried. COMMITTEE REPORTS Ald. Cole presented the report of the Finance Committee meeting held 10/18/72 and moved that it be accepted and placed on file. Seconded by Ald. Dumke, motion carried. Ald. Ford presented the report of the Public Works meeting held on 10/19/72 and moved that they be accepted and placed on file. Seconded by Ald. DeBack. Motion carried. l Ald. Ford presented the report of the Rules, Laws & Ordinance Committee meeting held on 10/13/72 and moved that it be accepted and placed on file. Seconded by Ald. Foldy, motion carried. Ald. Cole presented the report of the Public Welfare Committee meeting held on 10/23/72 and moved that it be accepted and placed on file. Seconded by Ald. Dumke, motion carried. Ald. Knudsen presented the reports of the Sewer Connnittee meetings held on 10/12/72 and 10/17/72 and moved that they be accepted and placed on file. Seconded by Ald. Schaumberg, motion carried. The minutes of the Plan Commission meeting held on 10/17/72 were received and placed on file. UNFINISHED BUSINESS - None NEW BUSINESS 0 Resolution #204-72 - The Clerk read same, entitled, Returning a Portion of Woods Road Back to Its Original Right-of-Way (Frank DeAngelis) Ald. DeBack moved for adoption of same, seconded by Ald. Knudsen. Considerable dis- cussion followed between several of the Aldermen and Mayor and Ald. DeBack requested permission of his fellow Aldermen to have Mr. Frank DeAngelis speak. As there were no objections, Mr. DeAngelis again appealed to the Common Council in an effort to have them adopt Resolution 8204-72. Follow- ing further discussion, Ald. Cole moved to defer action on Resolution j/204-72 in order to give Ald. DeBa~ck an opportunity to contact Mrs. Dorothy Boldt to invite her to attend the next meeting of the Public Works Committee for the purpose of discussing the road right-of-way on Woods Road. Seconded by Ald. Dumke. Upon a roll call vote to defer action, Aldermen Cole, + DeBack, Dumke, Ford, and Foldy voted "aye". Ald. Schaumberg and Ald. Knudsen voted "no". The motion to defer Resolution #204-72 for two weeks carried. Resolution j/205-72 - The Clerk read same, entitled, Designating Trick or Treat Halloween Hours (Mond., Oct. 30., 5:00 P.M. to 7:30 P.M.) Ald. Cole a moved for adoption, seconded by Ald. Schaumberg. Upon a voice vote the motion carried. New Business - Cont'd. Common Council Meeting 10/24/72 Page 2. Resolution #206-72 - The Clerk read same, entitled, Creating the Position of Clerical Aid. Ald. Foldy moved for adoption, seconded by Ald. Cole. l Upon roll call the motion to adopt carried unanimously. Resolution 11207-72 - The Clerk read same, entitled, Authorizing Ruekert & Mielke to Prepare Specifications for Forced Hook-ups (NW Dist."F!' & "C".) * Ald. Schaumberg moved for adoption, seconded by Ald. Ford. Upon roll call the motion carried unanimously. l Resolution i/208-72 - Authorizing Ruekert & Mielke to Prepare Specifications and Advertising for Bids for the Well in the Industrial Park. Ald. DeBack moved to suspend the rules in order that this resolution could be acted upon at this meeting. Seconded by Ald. Schaumberg. Upon a roll call vote, the motion to suspend the rules carried unanimously. The Clerk read the resolution. Ald. DeBack moved for adoption, seconded by Aid. Schaumberg. Upon roll call the motion to adopt carried unanimously. Transfer of Funds Resolution i/209-72/- Ald. Cole moved to suspend the rules that would interfere with the adoption of same at this meeting. Seconded by Ald. Dumke. Upon roll call the motion to suspend the rules carried unanimously. The Clerk read the resolution. Ald. Cole moved for adoption, seconded by Ald. Dumke. Upon roll call the motion to adoptcarried unanimously. Ordinance 8240 - The Clerk gave the first reading of same, entitled, An Ordinance Creating Sec. 12.17 of the Municipal Code Regulating Parades a~nd Other Similar Uses of Public Places. VOUCHER APPROVAL - Ald. Cole moved for the approval of payment of general vouchers in the amount of $226,165.00 payable 10124172. Seconded by Ald. Dumke. Upon roll call the motion carried unanimously. A recess was declared at 8:50 PM and the meeting reconvened at 9:04 PM COMMUNICATIONS AND MISCELLANEOUS BUSINESS - The Clerk read a petition signed by six residents on Kurtze Lane request- ing same to be a public street. Petition referred to City Attorney, Plan Commission and Public Works Committee. The Clerk read petitions from Allan H. Butenhoff of Mutual Builders, l Milwaukee, Wisconsin requesting legal lot status for Lot 1, Blk 5, Lot 2 Blk 5 and Lot 7 Blk 6 and Lot 8 Blk 6, Bay Shore Estates Sub- division. Petitions referred to Plan Commission. Mayor Gottfried at this time read a Building Inspector's Report on structural condition of old city hall building. The Council then held a discussion as to its fate with no decision or recommendation made at this time. ADJOURNMENT - Ald. DeBack moved to adjourn, seconded by Ald. Ford. Motion carried.
