CITY OF MUSKEGO
MINUTES OF MEETING HELD OCTOBER 10, 1972
Mayor Gottfried called the meeting to order at 7~47 P.M.
PRESENT: Mayor Jerome Gottfried, Aldermen Lois Cole, Harold DeBack, Edwin
Dumke, Charles Foldy, Richard Knudsen and Paul Schaumberg. Also present
were City Attorney John Buckley and City Clerk Bette J. Bowyer.
ABSENT: Ald. Ron Ford.
APPROVAL OF MINUTES - Ald. Cole moved for the approval of minutes of
the previous meeting held on September 26, 1972, as mailed. Seconded
by Ald. Knudsen. Motion carried.
COMMITTEE REPORTS
Ald. Cole presented the report of the Finance Committee meeting held 1014172
and moved that it be accepted and placed on file. Seconded by Ald. Dumke,
motion carried.
Ald. Schaumberg presented the reports of the Public Works meetings held on
g/21/72 and 10/5/72 and moved that they be accepted and placed on file.
Seconded by Ald. DeBack, motion carried.
Ald. DeBack presented the report of the Public Safety Committee meeting
held on g/28/72 and moved that it be accepted and placed on file. Seconded
by Ald. Cole, motion carried.
Ald. Foldy presented the report of the Rules, Laws & Ordinance Committee
meeting held on g/28/72 and moved that it be accepted and placed on file.
Seconded by Ald. Knudsen, motion carried.
Ald. Cole presented the report of the Public Welfare Committee meeting
held on 10/2/72 and moved that it be accepted and placed on file. Seconded
by Ald. Dumke, motion carried.
Ald. Schaumberg presented the report of the Public Sewer Committee meeting
held on 10/2/72 and moved that it be accepted and placed on file. Seconded b)
Ald. Knudsen, motion carried.
The minutes of the Plan Commission meeting held on 10/3/72 were received
and placed on file.
UNFINISHED BUSINESS
Resolution #194-72 - Approva~l of Lease for Harold Diekfuss (Re: ?tJenty seven
acres of city-owned land located on the former Adelia Bluhm property on
McShane Rd.) As this resolution was on the floor, upon a roll call vote
the motion to adopt carried unanimously.
Ordinance #236 - The Clerk gave the second reading of same, entitled, An
Ordinance Regulating the Storage and Sale of Junked and Abandoned Automo-
biles in the City of Muskego. Ald. Foldy moved for adoption, seconded by
Ald. Knudsen. Ald. Foldy moved to amend Resolution #236 by adding the
following: "SECTION 13: Section 7.16 of the Municipal Code is hereby re-
pealed and recreated by this ordinance". Seconded by Ald. Cole. Upon a
voice vote the motion to amend carried. Upon a roll call vote-the motion
to adopt Ordinance j/236, As Amended, carried unanimously.
Ordinance #237 - The Clerk gave the second reading of same, entitled, An
Ordinance to Amend Ch. 1.05 of the Municipal Code of the City of Muskego
(Re: Removing Engineer as voting member of Plan Commission). Aid. Foldy
moved for adoption, seconded by Ald. Schaumberg. Upon roll call the motion
carried unanimously.

COMMUNICATIONS FROM THE MAYOR'S OFFICE
The Clerk read a proclamation from Mayor Gottfried proclaiming October 24,
1972, as "UNITED NATIONS DAY".
NEW BUSINESS
Resolution #200-72 - The Clerk read same, entitled, Denial of Application
from Norman Thomas for Sanitary Landfill (Corner of Tans and Hillendale
Drives) Ald. Schaumberg moved for adoption, seconded by Ald. Knudsen.
Ald. Cole requested permission of her fellow Aldermen to have Attorney
Michael McMorrow speak. As there were no objections, Mr. McMorrow spoke
in behalf of Norman Thomas regarding his request for a sanitary landfill
site at the corner of Tans and Hillendale Drives. He presented for the
records 132 signed statements by residents of the city approving the plans
for a sanitary landfill at the above location. Ald. Knudsen stated that
persons he had contacted living in the immediate area would be in favor of
a solid non-combustible landfill on the site and he urged that the Council
adopt Resolution $1200-72. Upon a roll call vote the motion to adopt Res-
olution j/200-72 carried unanimously.
Resolution l/201-72 - The Clerk read same, entitled, Acceptance of Low Bid
for Reconstruction of Part of Tess Corners Drive (From Woods Rd. to the
County Line - DeBack Grading). Ald. DeBack moved for adoption, sec-
onded by Ald. Schaumberg. Upon roll call the motion carried unanimously.
Resolution $1202-72 - The Clerk read same, entitled, Vacating Sewer Assess-
ment on Harold Straw Property. Ald. Schaumberg moved for adoption, seconded
by Ald. Knudsen. Upon roll call the motion carried unanimously.
Resolution 11203-72 - The Clerk read same, entitled, Authorizing the Up-
grading of the Lannon Lift Station. Ald. Schaumberg moved for adoption,
seconded by Ald. Knudsen. Upon roll call the motion to adopt carried
unanimously.
Ordinance #239 - The Clerk gave the first reading of same, entitled, An
Ordinance to Amend Section 8.19(7)(C) of the Zoning Ordinance of the City
of Muskego (Re: Storage of Recreational Vehicles). Ald. DeBack moved to
suspend the rules in order that Ordinance #239 could have the second
reading. Seconded by Ald. Foldy. Upon a roll call vote the motion to
suspend the rules carried unanimously. The Clerk gave the second reading
of Ordinance R239. Ald. Foldy moved for adoption, seconded by Ald. DeBack.
Upon roll call the motion to adopt carried unanimously.
At 8:45 Mayor Gottfried declared a recess and the meeting reconvened at
8:59 P.M.
VOUCHER APPROVAL - Ald. Cole moved for the approval of payment of sewer
construction vouchers in the amount of $89,693.02 payable 10/10/72. Seconded
by Ald. Dumke. Upon roll call the motion carried unanimously.
Ald. Cole moved for the oavment of general vouchers in the amount S20,602.00
(City Hall construction)'payable 10710/72. Seconded by Ald. Foldy:
roll call motion ca~rried unanimously.

CITY OFFICIAL'S REPORTS - The Clerk gave the Building Report showing
dwellings in September, 1972. Report placed on file.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS - Ald. Cole invited all of
Aldermen to attend budget hearings if they wished.

City Clerk Bowyer advised that city hall would be open for voter registration
from 8:30 A.M. to 8:30 P.M. on October 16th and 17th, 1972. Voter regis-
tration closes for the November Election on October 25, 1972.
ADJOURNMENT - Ald. Knudsen moved to adjourn, seconded by Ald. DeBack. Motion
carried. The meeting adjourned at 9:05 P.M.
