MINUTES OF MEETING HELD APRIL 11, 1972
n Mayor Gottfried called the meeting to order at 7:41 P.M.
' 0. PRESENT: Mayor Gottfried, Aldermen Burgemneister, DeBack, Dumke, Foldy,
Sapp, Narlock and Schaumberg. Also present were City Attorney John Buckley
and City Clerk Bette J. Bowyer.

APPROVAL OF MINUTES - Ald. Sapp moved for the approval of minutes of meeting
held on March 28, 1972, as mailed and that they be placed on file. Seconded
by Ald. Burgermeister, motion carried.
COMMITTEE REPORTS
Ald. Burgermeister presented the report of the Finance Committee meeting
held on April 5, 1972, and moved that the report be accepted as read.
Seconded by Ald. Sapp, motion carried.
Ald. DeBack presented the report of the Public Works Committee meeting held
on April 6, 1972, and moved that the report be accepted and placed on file.
Seconded by Ald. Burgermeister, motion carried.
a Ald. Schaumberg presented the report of the Public Safety Committee meeting
held on March 30, 1972, and moved that it be accepted and placed on file.
Seconded by Ald. Dumke, motion carried.
Ald. Dumke presented the report of the Rules, Laws & Ordinance Committee
meeting held on March 30, 1972, and moved that it be accepted and placed
on file. Seconded by Ald.Nsrlcck, motion carried.
Ald. Schaumberg presented the report of the Public Sewer/Welfare Committee
meeting held on April 6, 1972, and moved that it be accepted and placed
on file. Seconded by Ald. Foldy, motion carried.
The minutes of the Plan Commission meeting held on March 21, 1972, were
received and placed on file.
UNFINISHED BUSINESS
Resolution 1135-72 - Establishing Vacation Policy for City Employees. The
l Clerk read same as amended. Ald. Burgermeister moved to amend Resolution
#35-72, as read. Seconded by Ald. Narlock. Upon a voice vote, the motion
to amend carried. Upon a roll call vote, the motion to adopt Resolution
j/35-72, As Amended, carried unanimously.
Ordinance #216 - The Clerk gave the second reading of Ordinance $1216, entitled,
An Ordinance to Amend Certain Provisions of Ch. 17 of the Municipal Code (Re:
Permanent Swimming Pools). Ald. Foldy moved for adoption, seconded by Ald.
Burgermeister. Ald. Foldy moved to defer action on Ordinance #216 until
the Rules, Laws & Ordinance Committee can further review same. Seconded by
Ald. DeBack. Upon a voice vote, the motion to defer carried. Ordinance
8216 referred back to Rules, Laws & Ordinance Committee.
a Ordinance #218 - The Clerk gave the second reading of Ordinance #218, entitled,
An Ordinance to Amend Certain Provisions of Ch. 17 of the Municipal Code (Re:
Planned Development Requirements). Ald. Narlock moved for adoption, seconded
by Ald. Foldy. Upon a roll call vote, the motion to adopt carried unanimously.

Ordinance #219 - The Clerk gave the second reading of same, entitled, An
0 Ordinance to Amend Certain Provisions of Ch. 17 of the Municipal Code (Re:
Preservation of Topography) Upon a roll call vote, the motion to adopt
Ordinance #219 carried unanimously.
Resolution f/32-72 - Establishing Salaries for City Employees. Ald. Burger-
a meister moved for reconsideration. Seconded by Ald. Sapp. Upon a roll call
vote, the motion carried unanimously. Ald. Burgenneister moved to amend
Resolution $132-72 by changing the following salaries to be as follows:
Highway Foreman - Hiring Rate, $4.30 per hr., 6 months - $4.50 per hr.
18 months - $4.70 per hr. and to change Highway Crewman - Hiring Rate $4.00
per hr. - 6 months, $4.20 and 18 months - $4.40 per hr.. Motion seconded
by Ald. Foldy. Upon a voice vote, the motion to amend ca~rried. Upon a roll
call vote, the motion to adopt Resolution i/32-72, As Amended, carried
unanimously.
COMMUNICATIONS FROM THE MAYOR'S OFFICE
Mayor Gottfried advised that April 29th has been designated as "Clean-up
@as
Day" by the Muskego Chamber of Commerce and that the Aldermen are appointed
"honorary chairman" of each ward. The campaign will be conducted in the
same manner as it was in 1971.
At this time Mayor Gottfried expressed his appreciation to Ald. Frank Narlock
who is retiring after serving as Alderman of the Fifth Ward for five years
and to Ald. Robert Burgermeister who has served as Alderman of the Third
Ward for four years, for the many hours of work spent in that ca~pacity.
Aldermen Narlock and Burgermeister then expressed their graditude to the
Mayor, Aldermen and all other city employees for their help and cooperation
extended to them during their terms of office.
NEW BUSINESS
Resolution l/52-72 - The Clerk read same, entitled, Accepting Report of
Board of Canvassers of April 4, 1972, Election. Ald. Burgenneister moved
for adoption, seconded by Ald. Narlock. Upon roll call the motion carried
unanimously.
l Resolution #53-72 - The Clerk read same, entitled, Clarifying the City's
Intent Regarding Legal Lot Status for Joseph Schoedel. Ald. Scha~umberg
moved for adoption, seconded by Ald. DeBack. Upon a voice vote, motion
carried.
Resolution 1154-72 - The Clerk read same, entitled, Adopting the Amended
Wisconsin Emergency Operations Plan. Ald. Sapp moved for adoption, seconded
by Ald. Schaumberg. Upon a roll call vote, the motion carried unanimously.
Resolution i/55-72 - The Clerk read same, entitled, Establishing Traffic
Regulations (Stop Sign on the NE corner of Somerset Dr. at its intersection
with Hawthorne Rd.) Ald. Schaumberg moved for adoption, seconded by Ald. l Dumke. Upon a roll call vote, the motion carried unanimously.
Resolution f/56-72 - The Clerk read same, entitled, Authorizing Installation
of Street Light (Parkland Dr. and S.T.H. 24) Ald. Sapp moved for adoption,
seconded by Ald. Schaumberg. Upon a roll call vote, Aldermen DeBack, Foldy,
Narlock, Sapp, Dumke and Schaumberg voted "aye". Ald. Burgenneister voted

"nay". The motion to adopt carried.

Resolution f/.57-72 - The Clerk read same, entitled, Determining Personal
Property Taxes Uncollectible. Ald. Narlock moved for adoption, seconded
by Ald. Burgermeister. Upon roll call, the motion to adopt carried
unanimously.
Resolution 858-72 - The Clerk read same, entitled, Establishing Automobile
Allowance for Certain City Employees and Elected Officials. Ald. Narlock
moved for adoption, secondeded by Ald. Burgermeister. Upon roll call,
the motion carried unanimously.
Resolution 859-72 - The Clerk read same, entitled, Directing City Attorney
to Prepare an Amendment to the Zoning Map of the City of Muskego (Wollman
Property). Ald. DeBack moved for adoption, seconded by Ald. Narlock..
The Clerk read a petition at this time that had been presented,by Arthur
Sobczak containing 255 signatures expressing opposition to the proposed
DeBack-Wallner development in Sec. 12. In answer to Ald. Schaumberg, Mayor
Gottfried advised that the Plan Commission has requested drainage, sewer,
etc. , plans of the developer. Upon a roll call vote on the motion to
adopt Resolution j/59-72, Aldermen Burgermeister, DeBack, Foldy, Narlock,
Sapp and Schaumberg voted "aye". Ald. Dumke voted "nay". The motion to
adopt carried.

l Resolution #60-72 - The.Clerk read same, entitled, Directing City Attorney
to Prepare an Amendment to the Zoning Map of the City of Muskego (Schmidt
Property). Ald. Foldy moved for adoption, seconded by Ald. DeBack.
Upon a roll call vote, Aldermen Burgermeister, DeBack, Foldy, Narlock,
Sapp and Schaumberg voted "aye". Ald. Dumke voted "nay". The motion to
adopt Resolution $160-72 carried.
Resolution i/61-72 - The Clerk read same, entitled, Directing City Attorney
to Prepare an Amendment to the Zoning Map of the City of Muskego (DeBack-
Wallner Property). Ald. Narlock moved for adoption, seconded by Ald.
Foldy. The Clerk read a petition from ahutting property owners to the
development indicating they are in favor of the development. Mayor
Gottfried reminded the Council of the controversy regarding the rezoning
of this property, suggested an RS2 zoning and pointed out that if the
resolution is not adopted the development would automatically be referredf
back to the Plan Commission. Upon a roll call vote to adopt Resolution
li61-72, Aldermen Buirgermei'ster; Dinnke, Sapp and Schaumberg voted "tiy";and
Aldermen-Foldy and Narlock,+voted "aye". Ald. DeBack abstained from voting.
e Resolution #62-72 - The Clerk read same, entitled, Authorizing Conveyance
of Land to Frank DeAngelis. Ald. Burgermeister moved for adoption, sec-
onded by Ald. Foldy. The Clerk read a communication from the Bredery
Workers Credit Union directed to the Mayor, Plan Commissing and Public
Works Committee regarding the dedication of land for road purposes at
the time the land division was approved. Upon a roll call vote, the motion
to adopt Resolution f/62-72 carried unanimously.
Resolution #67-72 - The Clerk read same, entitled, Accepting the 1972 and
1973 Contract with Teamsters Union Local #695 (Police Patrolmen and
Sargeants). Ald. Narlock moved for adoption, seconded by Ald. Sapp. Upon
a roll call vote, the motion to adopt carried unanimously.
Resolution 868-72 - The Clerk read same, entitled, Holding Tank Bond
Agreement with James D. Wilde (Lot 5 Blk. E, Hillendale Heights Sub-
division). Ald. Burgermeister moved for adoption, seconded by Ald. De-
Back. Upon a voice vote, motion carried. e Ordinance #217 - The Clerk gave the first reading of same, entitled, An

Resolution #69-72 - The Clerk read same, entitled, Acceptance of Low
Quotation for Installation of Well Pump at Northeast Sewerage Treatment
a Plan (Andrew Egofske). Ald. Burgermeister moved for adoption, seconded by
Ald. DeBack. Upon a roll call vote, the motion carried unanimously.
VOUCHER APPROVAL - Al Sapp moved for the approval of payment of vouchers
in the amount of $624,745.68 payable April 11, 1972. Seconded by Ald.
,e Narlock. Upon roll call, motion carried unanimously.
Ald. Narlock moved for the approval of payment of sewer construction
vouchers in the amount of $152,637.26. Seconded by Ald. Sapp. Upon roll
call, motion carried unanimously.
LICENSE APPROVAL - Ald. Burgermeister moved for the approval of Operators
License for Terry Lee Sossaman. Seconded by Ald. Narlock, motion carried.
Ald. Sapp moved for the approval of Operators Licenses for Michael
Kaufman and Jeffry Rosinski pending receipt of favorable Fingerprint and
Medical Report. Upon a voice vote, motion carried.

CITY OFFICIAL'S REPORT - The Clerk presented the Building Report for the
month of March showing 19 dwelling permits. Report placed on file.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS
Ald. Narlock moved to set the Public Hearing date for May 9, 1972, 7:15
P.M. for the zoning amendment (Ord. #217). Seconded by Ald. Burgermeister.
Motion carried.
Mayor Gottfried reminded the aldermen of the organizational meeting to
be held on Tuesday, April 18, 1972. He invited the outgoing aldermen,
Burgermeister and Narlock to be present.
ADJOURNMENT - Ald. Narlock moved to adjourn, seconded by Ald. Burger-
meister. Motion carried. The meeting adjourned at 9:20 P.M.
