MINUTES OF MEETING HELD JANUARY 25, 1972
Mayor Gottfried called the meeting to order at 7~55 P.M.
l PRESENT: Mayor Gottfried, Aldermen Burgermeister, DeBack, Dumke, Foldy,
Narlock, Sapp and Schaumberg. Also present were City Attorney John
Buckley and City Clerk Bette J. Bowyer.

APPROVAL OF MINUTES - Ald. Sapp moved for the approval of minutes held
January 11, 1972, as mailed and that they be placed on file. Seconded
by Ald. Burgermeister. Motion carried.
COMMITTEE REPORTS
Ald. Burgermeister presented the report of the Finance Committee meeting
held on January 19, 1972, and moved that they be accepted and placed on
file. Seconded by Ald. Narlock, motion ca~rried.
Ald. DeBack presented the report of the Public Works Committee meeting
held on January 20, 1972, and moved that it be accepted and placed on
file. Seconded by Ald. Burgenneister, motion carried.
a Ald. Schaumberg presented the report of the Public Safety Committeeofl/l3/72
and moved that it be accepted and placed on file. Seconded by Ald. Sapp,
motion carried.
Ald. Dumke presented the report of the Rules, Laws & Ordinance Committee
of meeting held January 13, 1972, and moved that the report be accepted
and placed on file. Seconded by Ald. Narlock, motion carried.
Ald. Schaumberg presented the report of the Public Sewer/Welfare Committee
meeting held on January 20, 1972, and moved that the report be accepted and
placed on file. Seconded by Ald. Foldy, motion carried.
The minutes of the Plan Commission meeting held on January 18, 1972, were
received and placed on file.
UNFINISHED BUSINESS
Resolution #6-72 - Establishing Salaries for Elected Officials in the
City of Muskego (This resolution was on the floor from meeting of l/11/72)
Ald. Narlock moved to amend Resolution #6-72 to change the salary of an
Alderman to $),800.00 and to change the salary of the Council President
to $2,200.00. Seconded by Ald. Burgermeister. Upon a~ voice vote the
motion to amend carried. Ald. Burgermeister moved to further amend
Resolution $16-72 to have the salary change of the Clerk-Comptroller,
Assessor, Treasurer and Municipal Justice take effect May 1, 1972.
Seconded by Ald. Narlock, motion carried. Ald. Sapp requested that it
go on public record that she is not in favor of Resolution #6-72 at
this time. Upon a roll call vote to adopt Resolution $16-72, As Amended,
Aldermen Burgermeister, DeBack, Dumke, Foldy, Narlock and Schaumberg
voted "aye". Ald. Sapp voted "nay. The motion to adopt Resolution 86-72,
As Amended, carried.
COMMUNICATIONS FROM THE MAYOR'S OFFICE
The Clerk read the Mayor's veto message of Resolution #4-72, entitled,
Rejecting All Bids for Squad Cars. There being no motion to override
the veto therefore it was sustained.

Mayor Gottfried referred to Resolution $113-72, entitled, Acceptance of
Offer of James Bla~ke for Industrial Land. He indicated that due to the
a fact that more interest will no doubt be stimula~ted by the sale of the
parcel of land to Blake Electronics, it was his suggestion that the
Finance Committee recommend specific prices on all of the lots.

NEW BUSINESS
Resolution B-72 - The Clerk read same, entitled, Appointment of Member
to Muskego Library Board (Chairmain Buhrandt) Ald. Narlock moved for
adoption, seconded by Ald. Foldy. Upon a roll call vote, the motion
carried unanimously.
Resolution 89-72 - The Clerk read same, entitled, Authorizing the Advert-
ising of Bids for Highway Tractor and Mower. Ald. Burgermeister moved
for adoption, seconded by Ald. DeBack. Upon a voice vote, motion carried.
Resolution #IQ-72 - The Clerk read same, entitled, Rejecting All Bids
for Squad Cars. Ald. Sapp moved for adoption, seconded by Ald. Narlock.
Upon a roll call vote, the motion carried unanimously.
l Resolution #ll-72 - The Clerk read same, entitled, Authorizing City
Attorney to Draft an Ordinance to Amend the Zoning Ordinance and Map
of the City of Muskego (Kirkwood Manor and Kirkwood Add. #l from RS3 OED
to Rs2). Ald. DeBack moved for adoption, seconded by Ald. Narlock.
Ald. Burgermeister requested to abstain from voting. Upon a voice vote,
the motion to adopt carried.
Resolution i/12-72 - The Clerk read same, entitled, Authorizing thee
Advertising of Bids for Improvement of Jensen Park. Aid. Burgermeister
moved for adoption, seconded by Ald. Foldy. Upon a roll call vote, the
motion carried unanimously.

Resolution l/13-72 - The Clerk read same, entitled, Acceptance of Offer
to Purchase of James Biake for Industrial Land.- Ald. Burgermeister moved
for adoption, seconded by Ald. Narlock. Following discussion, Ald. Sapp
moved to amend Resolution #13-72 by adding the following paragraph "BE IT
FURTHER RESOLVED that this acceptance is subject to changing of the para-
graph relating to financing to read three months instead of six months."
Seconded by Ald. Narlock. Upon a voice vote, the motion to amend carried

Resolution $114-72 - The Clerk read same, entitled, Transfer of Funds.
Ald. Burgermeister moved for adoption, seconded by Ald. Narlock. Upon

Resolution #15-72 - The Clerk read same, entitled, Approval of Naming of
Island in Little Muskego Lake "JAYCEE ISLAND". Ald. Foldy moved for
adoption, seconded by Ald. Schaumberg. Upon a roll call vote, the motion
carried unanimously.
-0 VOUCHER APPROVAL - Ald. Sapp moved for the approval of payment of
vouchers in the amount of $386,985.95, payable l/25/72. Seconded by
Ald. Narlock. Upon a roll call vote, the motion carried unanimously.

LICENSE APPROVAL - Ald. Narlock move for the approval of an Operators
License for Charles Krause. Seconded by Ald. Burgenneister, motion

CITY OFFICIAL'S REFORTS - The Clerk gave the Annual Building Report
for 1971. Same placed on file.
* COMMUNICATIONS AND MISCELLANEOUS BUSINESS
Ald. Foldy advised the Council that in spite of their action authorizing
correction of sewer assessment rolls of-Districts E & F, the one in-
volving the Clair &th property has been held up because the amount
involved would be $700.00 rather than $100.00. He further advised that
his committee was reviewing that particular request and have referred
the matter to the City Attorney.
The Clerk read a communication from Donald W. Kilps, dated l/21/72,
directed to the Common Council with a petition requesting that the
RS2 zoning be changed to RSM-OPD. Referred to Plan Commission.

Ald. Foldy suggested that the Building ConmG.ttee meet in the very near
future with the Architects of the New City Hall.
ADJOURNMENT - Ald. Burgermeister moved to adjourn, seconded by Ald.
DeBack. The meeting adjourned at 9:00 P.M.

TO THE HONORABLE ALDERMEN
l Gentlemen:

On Tuesday, January 11, 1972, your honorable body, upon
the recommendation of the Finance Committee adopted Resolution
$14-72 relating to the purchase of five American Motors Javelin
squad cars. Following your action, I had the opportunity to re-
view the specifications established by the Police Department used
in the bidding procedure and there is no question in my mind that
we have accepted an automobile which in several areas did not meet
the minimum requirements ads established by the specifications.
Although I have no objections to the city using the
American Motors Javelin as a squad car, I feel that anyone that
manufactures an automobile of this nature should be given the
opportunity to bid.
In reviewing the bids I found that only one bidder met
the qualifications required. The rest were in one way or another
deficient which gave me reason to conclude that new specifications
for bidding should be drafted.
I have discussed this with Chief Kraus who has, in fact,
redrafted the specifications to make them clearer and more concise.
It is my feeling that the new specifications will permit a greater
number of dealers to bid on the squad cars which in turn could
have some financial benefit to the city.
It is for this reason that I have vetoed the resolution
before you and respectfully ask that you sustain this veto.
