CITY OF MUSKEGO
MINUTES OF MEETING HELD JANUARY 11, 1972
Mayor Gottfried called the meeting to order at 7:31 P.M.
l PRESENT: Mayor Gottfried, Aldermen Burgermeister, DeBack, Dumke, Foldy,
Narlock, Sapp and Schaumberg. Also present were City Attorney John Buckley
and City Clerk Bette J. Bowyer.
APPROVAL OF MINUTES l - Ald. Burgermeister moved for the approval of minutes
of meeting held December 28, 1971, as mailed, and that they be placed on
file. Seconded by Ald. Sapp. Motion carried.
COMMITTEE REPORTS
Ald. Burgermeister presented the report of the Finance Committee meetings
held on January 5th and January llth, 1972, and moved that they be accepted
and placed on file. Seconded by Ald. Sapp, motion carried.
Ald. DeBack presented the report of the Public Works Committee meeting held
on January 6, 1972, and moved that it be accepted and placed on file. Sec-
onded by Ald. Burgermeister, motion carried.
a Aid. Schaumberg presented the report of the Sewer/Welfare Committee meeting
held on January 6, 1972, and moved that the report be accepted and placed
on file. Seconded by Ald. Foldy, motion carried.
The minutes of the Plan Commission meeting held on Janua~ry 4, 1972, were
received and placed on file. 0
At 7:43 P.M. Mayor Gottfried declared-a recess in order that Mr. Louis
Ludwig could officially announce his resignation ads Chief of the Muskego
Volunteer Fire Company and introduce the newly elected Chief, Richard
Martin, to the Common Council.
At 7~48 P.M. the meeting reconvened.
UNFINISHED BUSINESS
Ordinance 8209 - The Clerk gave the second reading of same, entitled, An
Ordinance to Amend Ch. 17 of the Municipal Code (Re: Required Floor Area)

Ald. Narlock moved for adoption, seconded by Ald. Foldy. Ald. Narlock
moved to defer action on Ordinance #209 until after the public hearing
which is to be held on February 8, 1972, at 7:CG P.M. Seconded by Ald.
Foldy. Upon a voice vote the motion carried.
Ordinance #210 - The Clerk gave the second reading of same, entitled, An
Ordinance to Rezone Certain Property and to Amend the Zoning Map of the City
of Muskego (RS2 to RS2 with an 00s overlay in Sets. 16 and 17). Ald. DeBack
moved for adoption, seconded by Ald. Narlock. Upon a voice vote, the motion
to adopt Ordinance #210 carried.
COMMUNICATIONS FROM THE MAYOR'S OFFICE
l Mayor Gottfried advised that upon the legal advice of City Attorney Buckley,
the reconsideration of Ordinance $1208 (Re: the rezoning of the Frame-Horovitz
Property - Sec. 1) would serve no purpose at this time since site and oper-
ational plans would need Plan Commission approval.
Mayor Gottfried advised that the salaries of elected officials must be re-

solved prior to Election Day. It was his feeling that anyone interested
in the elected positions should have the knowledge of what the salary would
be and that the question must be resolved as soon as possible.

NEW BUSINESS
Resolution #l-72 - The Clerk read same, entitled, Approval of Contract
with Muskego Volunteer Company. Ald. Sapp moved for adoption, seconded
by Ald. Schaumberg. Upon a roll call vote, the motion carried unanimously.
Resolution 112-72 - The Clerk read same, entitled, Approval of Contract
with Tess Corners Fire Department. Ald. Sapp moved for adoption, seconded
by Ald. Narlock. Upon a roll call vote, the motion carried unanimously.
Resolution #3-72 - The Clerk read same, entitled, Recognition of Twenty
Years of Service of Willard Bertram (Highway Superintendent). Ald.
Burgermeister moved for adoption, seconded by Ald. DeBack. Upon a roll
call vote, the motion carried unanimously.
Resolution #4-72 - The Clerk read same, entitled, Acceptance of Bid for
Five New Squad Cars (McCarthy American) Ald. Sapp moved for adoption,
seconded by Ald. Narlock. Upon a roll call vote, the motion carried
unanimously.
Resolution $15-72 - Acceptance of Bid for Gasoline and Fuel Oil for City
Use. The Clerk read same. Ald. Burgermeister moved for adoption, second-
ed by Ald. Foldy. (Standard Oil Co. and Spaight Oil Co.) Upon a roll call
vote, the motion carried unanimously.
Resolution #7-72 - The Clerk introduced same, entitled, Proceedings by
the Common Council of the City of Muskego to Discontinue and Vacate A
Portion of the 124th Street right-of-way in the City of tiuskego, Wisconsin.
She also read the Order for Hearing which will be on March 28, 1972, at
7:00 P.M.
Ordinance #212 - The Clerk gave the first reading of Ordinance'#212,
entitled, An Ordinance to Amend Certain Provisions of Ch. 17 of the
Municipal Code (Re: Gasoline Service Stations)
Resolution #6-72 - Establishing Salaries for Elected Officials in the
City of Muskego. Ald. Narlock moved to suspend the rules in order that
this resolution could be discussed this evening. Seconded by Ald. Schaum-
berg. Upon a roll call vote to suspend the rules, the motion carried
unanimously. Ald. Schaumberg moved for adoption, seconded by Ald. Dumke.
The Clerk read the resolution. Ald. Sapp spoke in opposition to the
resolution. Ald. Narlock moved that Resolution #b-i!2 be referred to
the Finance Connnittee for recommendation. Seconded by Ald. Burgermeister.
Upon a voice vote, the motion carried.
VOUCHER APPROVAL - Ald. Burgermeister moved for the payment of sewer
vouchers in the amount of $86,247.20, payable 1111772. Seconded by Ald.
Narlock. Upon a roll call vote, the motion carried una~nimously.
LICENSE APPROVAL - Ald. Sapp moved for the approval of Operators Licenses
for John Winter and Lois Nelson pending receipt of favorable Fingerprint
and Medical Reports. Seconded by Ald. Narlock, motion carried.
Ald. Narlock moved for the approval of a Class "B" Fermented Malt Beverage
and Intoxicating Liquor License for Eugene Reigel (Muskego Lakes Country
Club). Seconded by Ald. Burgermeister, motion cerried.

CITY OFFICIAL'S REPORTS
The Clerk presented the Financial Report for the month of December,
1971, showing total assets in the a~mount of $1,030,652.17. Report placed
on file.
The Clerk presented the Building Report for the month of December,
1971. Report placed on file.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS
Ald. Foldy moved to set a public hearing date regarding Ordina,nce 11212,
amending the Zoning Ordinance amendment (Re: Gasoline Service Stations)
February 8, 1972, at 7:15 P.M. Seconded by Ald. DeBack, motion carried.
ADJOURNMENT - Ald. Narlock moved to adjourn the meeting, seconded by
Ald. Schaumberg. Motion carried. The meeting adjourned at 8~24 P.M.
