Mayor Gottfried called the meeting to order at 7:32 P.M.
P/RESENT: Mayor Gottfried, Aldermen Burgenneister, DeBack, Dumke, Foldy,
N;arlock, Sapp and Schaumberg. Also present were City Attorney John
B,uckley and Deputy City Clerk June Elger.

UNFINISHED BUSINESS
Ordinance #208 - The Deputy Clerk gave the second reading of Ordinance
#FOS, entitled, An Ordinance to Rezone Certain Property and to Amend the
Zoning Map of the City of Muskego (Frame-Horovitz Property - Sec. 1) Ald.
Byrgermeister moved for adoption. Seconded by Ald. DeBack. Ald. Foldy
spoke in opposition to the adoption of Ordinance i/208. Upon a roll call
vbte to adopt Ordinance #208, Aldermen Burgermeister, DeBack, Dumke,
Narlock, Sapp and Schaumberg voted "aye". Ald. Foldy voted "nay". The
motion to adopt Ordinance #208 carried.
I Ordinance #211 - Ald. Burgermeister moved to suspend the rules to permit
the second reading of Ordinance #211 by title only. Aid. Foldy seconded
the motion and upon a roll call vote the motion to suspend the rules
carried unanimously. The Deputy Clerk gave the second reading of Ordinance
#211 by title only, An Ordinance to Repeal and Recreate Sec. 3.10, Ch. 3
of the Municipal Code (Relating to Sewer Service Charges) Ald. Foldy
moved to adopt Ordinance 11211. Seconded by Ald. Burgermeister. In accord-
ance with recommendation from Attorney Buckley, Ald. Burgermeister moved
to amend Section (3) Connection to the System in paragraph (a) with the
ahdition of " or if immediate health hazard exists upon prior notice of
n&t less than 30 days by plumbing inspector."

mived to further amend Ordinance #211 on page 3 in Section (5) (a) in the
l?th line to read $6.00 per month". Seconded by Ald. Foldy. Mayor Gottfried
spoke in opposition to the proposedlamendment reviewing existing and
fyture amounts which would be collected from the sewer charges. Ald.
Byrgenneister also spoke in opposition to the proposed amendment. Alder-
men Narlock, Foldy, Sapp and DeBack spoke in favor of the amendment indic-
ating that it would be firemature to reduce the rate until there is evidence
of a gain in the account. Upon a roll call vote to further amend Ordinance
#211, Aldermen DeBack, Dumke, Foldy Narlock and Sapp voted "aye"'! Aldermen
Burgermeister and Schaumberg voted "nay". The motion to maintain the $6.00
sewer service charge per unit carried.

In accordance with a recommendation from the Rules, Laws & Ordinance
Committee, Ald. Narlock moved to further amend Ordinance #211 on Page 4 -
the word "unattended " following Telephone Exchange, be deleted and that
on Page 5 in Sec. (5) (d) add the words "used for industrial purposes"
following the word "premises". Ald. Dumke seconded the motion and the
motion carried. Upon a roll call vote to adopt Ordinance #211, As Amended,
Aldermen DeBack Dumke, Foldy, Narlock, Sapp and Schaumberg voted "aye".
Alderman Burgermeister voted "nay". The motion to adopt Ordinance #211,
As Amended, carried.
Ordina.nce 8205 - The Deputy Clerk gave the second reading of same, entitled,
An Ordinance to Amend Certain Provisions of Ch. 17 of the Municipal Code
(Re: Duplexes)Ald. Narlock moved for adoption, seconded by Ald.DeBack. Upon a voice vote, the motion to adopt carried.
Resolution i/232-71 - The Deputy Clerk read same, entitled, Acceptance ~of
Bid of New Dam and Channel Reconstruction (Wisconsin Road Crossing, Inc.)
Ald. Burgermeister moved for adoption. Seconded by Ald. DeBack. Upon
a roll call vote, the motion carried unanimously.
Resolution #233-71 - The Deputy Clerk read same, entitled, Acceptance of
Offer of Wm. Kilps Sons for Purchase of City-Owned Land ($60,100.00). Con- ~
l siderable discussion took place regarding the proposal and upon a roll
call vote to adopt Resolution i/233-71, Aldermen DeBack, Burgermeister,
Foldy, Narlock, Sapp and Schaumberg voted "aye". Ald. Dumke voted "nay".
The motion to adopt Resolution #233-71 carried.
Resolution l/235-71 - Ald. Sapp moved to suspend the rules which would
interfere with. the adoption of Resolution f/235-71. Seconded by Ald.
Schaumberg. Upon a roll call vote to suspend the rules, the motion
carried unanimously. The Deputy Clerk read Resolution #235-71, entitled,
Providing for the Necessary Requirements of Section 601.34 (c) Federal
Regulations in the Treatment of Industrial Waste Water. Ald. Foldy
moved to adopt Resolution i/235-71, seconded by Aid. Schaumberg. Upon
a voice vote; the motion to adopt Resolution i/235-71 carried.
Ordinance i/209 - The Clerk gave the first reading of Ordinance i/209,
entitled, An Ordinance to Repeal and Recreate Certain Sections of Ch.
17 of the Municipal Code (Re: Floor Area)
Ordinance #210 - An Ordinance to Rezone Certain Property and to Amend l Zoning Map of the City of Muskego (RS2 to RS2 with an 00s Overlay) Sets.
16 and 17. The Deputy Clerk gave the first reading of same.
VOUCHER APPROVAL - Ald. Sapp moved for the approval of payment of general
vouchers in the amount of $337,086.98. Seconded by Ald. Narlock. Upon a
roll call vote, the motion carried unanimously.
Ald. Sapp moved for the approval of payment of sewer utility vouchers in
the amount of $4,573.86. Seconded by Ald. Narlock. Upon a roll call vote
the motion carried unanimously.
Ald. Narlock moved for the approval of payment of sewer construction
vouchers in the amount of $3,313.97. Seconded by Ald. Burgermeister.
Upon a roll call vote, the motion carried unanimously.
LICENSE APPROVAL - Ald. Narlock moved for the approval of transfer of
Agent of V.F.W. to Mitchell Rosinski. Seconded by Ald. Burgermeister.
Motion carried.
8- Ald. Sapp moved for the approval of Operators License for Donald White
subject to receipt of favorable Fingerprint and Medical Reports. Seconded
by Ald. Narlock, motion carried.

The Deputy Clerk read a communication from the City Plan Commission
Directed to the Mayor and Council, dated December 23, 1971, recommending
that a public hearing be held to consider the rezoning of the Wm. Schmidt
property in Sec. 1 with an overlay for planned development. Letter placed
on file.
The Deputy Clerk read a communication from the City Plan Commission
directed to the Mayor and Council, dated December 23,, 1971, recommending
that a public hearing be held to consider the rezoning of the Walter
Wollman property with an overlay for planned development. Letter placed
on file.
The Deputy Clerk read a letter from the City Plan Commission directed
to the Mayor and Council, dated 12123171, regarding,a proposed amendment
to the Zoning Ordinance (Re: submittal of $200.00 fee when petitioning
for planned development). Letter referred to Rules, Laws & Ordinance
Committee.

Ald. DeBack moved to schedule the public hearing for rezoning of Wollman
property for 7:00 P.M. January 25, 1972, and for the rezoning of the
Schmidt property for 7:15, also on January 25, 1972. Motion seconded
by Ald. Burgelineister and carried.
Ald. Burgermeister moved to schedule public hearing to consider changes
inflcora~requirements (zoning ordinance amendment) for February 8, 1972,
at 7:00 P.M. Seconded by Ald. DeBack and carried.
ADJOURNMENT - Ald. Burgermeister moved to adjourn the meeting. Seconded
l by Ald. Schaumberg. Motion carried. The meeting adjourned at 9:05 P.M.
