MINUTES OF MEETING HELD OCTOBER 26, 1971
Mayor Gottfried called the meeting to order at 7:35 P.M.
l PRESENT: Mayor Gottfried, Aldermen Burgermeister, DeBack, Dumke, Foldy,
Narlock, Sapp and Schaumberg. Also present were City Clerk Bette Bowyer
and City Attorney John P. Buckley.
APPROVAL OF MINUTES - Ald. Narlock moved for the approval of the Common
Council minutes of meeting held on October 12, 1971, as mailed, and that
they be placed on file. Seconded by Ald. Schaumberg. Motion carried.
COMMITTEE REPORTS
Ald. Burgermeister presented the report of the Finance Committee meeting
held on October 20, 1971, and moved that the report be accepted and placed
on file. Seconded by Ald. Narlock, motion carried.
Ald. DeBack presented the reports of the Public Works Committee meetings
held on October 21 and October 26, 1971, and moved that the report be
accepted and placed on file. Seconded by Ald. Foldy, motion carried.
l Ald. Dumke presented the report of the Rules, Laws & Ordinance Committee
meeting held on October 14, 1971, and moved that the report be accepted
and placed on file. Seconded by Ald. Narlock, motion carried.
The minutes of the Plan Commission meeting held on October 19, 1971, were
received and placed on file.
UNFINISHED BUSINESS
Ordinance 1~204 - The Clerk gave the second reading of Ordinance 8204,
entitled, An Ordinance to Amend the Zoning Ordinance of the City of
Muskego (Rezoning in Section 34 - Honeck). Ald. DeBack moved for adoption,
seconded by Ald. Burgermeister. Upon a voice vote, the motion to adopt
carried.
COMMUNICATIONS FROM TRE MAYOR'S OFFICE
Discussion took place as to when "trick or treat" festivities are to be

held this year. In order to be compatible with neighboring communities,
it was the decision of the Council to hold this event from 2:00 P.M. to
7:00 P.M. on Saturday, October 30, 1971.
Mayor Gottfried advised that budget hearing,and requests have been received &
reviewed by the Finance Committee in preparation for the public hearing
to be held on November 30, 1971.
At this point in the meeting Ald. Burgermeister requested permission of
his fellow aldermen to have Mr. Donald Axtmann speak. As there were no
objections, Mr. Axtmann, representing the Muskego Jaycees, reviewed the
various projects of the organization. It was his request that, if possible,
the Jaycees would like to trim, mow and keep up one of the city-owned
islands in return for the city officially naming that particular island
"Jaycee Island". Mayor Gottfried advised Mr. Axtmann that this request
would be taken into consideration.
NEW BUSINESS
esolution #199-71 - The Clerk read same, entitled, Authorizing Compromise
f Litigation in the Case of James 6 Joan Kohne vs. the City of Muskego. Ald.
Narlock moved for adoption, seconded by Ald. Sapp. Ald. Narlock moved to
defer action on Resolution #199-71, seconded by Ald. Sapp. Upon a voice
vote, the motion to defer action until the next meeting of the Council
carried.

Resolution i/205-71 - The Clerk read same, entitled, Authorizing Execution
of Maintenance Agreement of Addressograph Machine (Slater Equipment Co.)
l Ald. Sapp moved for adoption, seconded by Ald. Narlock. Upon a roll call
vote, the motion to adopt Resolution 8205-71 carried unanimously.
Resolution 11206-71 - The Clerk read same, entitled, Denying Petition of
National Exchangers to Rezone Parcel of Land in Section 4 (RS-2 to RSM)
Ald. DeBack moved for adoption, seconded by Ald. Burgermeister. Upon a
roll call vote to adopt Resolution #206-71, Aldermen Burgermeister,
DeBack, Dumke, Narlock, Sapp and Schaumberg voted "aye". Ald. Foldy
voted "nay". The motion to adopt Resolution #206-71 carried.
Resolution i/207-71 - The Clerk read same, entitled, Acceptance of Bids for
Gold Drive Bridge (Michels Pipeline). Ald. Burgermeister moved for
adoption, seconded by Ala. DeBack. Upon a roll call vote, the motion
to adopt carried unanimously.
Ordinance 11206 - The Clerk gave the first reading of same, entitled,
An Ordinance to Rezone Certain Property and to Amend the Zoning Map
of the City of Muskego (Sec. 17 - Former church property on Janesville
Rd. from RS-2 to RS-2 with an 00s Overlay.) Ald. DeBack moved to suspend
the rules in order that Ordinance #206 could be acted upon at thi-s
evening's meeting. Seconded by Ald. Foldy. Upon a roll call vote, the
motion to suspend the rules, the motion carried unanimously. The Clerk
gave the second reading of Ordinance #206. Ald. DeBack moved for
adoption, seconded by Ald. Foldy. Upon a roll call vote, the motion
to adopt carried unanimously.
LICENSE APPROVAL - Ald. Narlock moved for the approval of Operators
License for William West pending receipt of favorable Medical and
Fingerprint Reports. Seconded by Ald. Burgermeister, motion carried.
Ald. Burgenneister moved for the approval of Operators License for
Donald Rackstein, seconded by Ald. Narlock, motion carried.
VOUCHER APPROVAL - Ald. Sapp moved for the approval of payment of
general vouchers in the amount of $474,635.99 payable 10/26/71. Sec-
onded by Ald. Narlock. Upon roll call vote the motion to pay the
vouchers carried unanimously.
i) Ald. Sapp moved for the approval of payment of sewer utility vouchers
in the amount of $14,190.79 payable 10/26/71. Seconded by Ald. Narlock.
Upon roll call the motion carried unanimously.
COMMUNICATIONS & MISCELLANEOUS BUSINESS m
At this time Ald. Foldy requested that an informal discussion by the
Council be held in an effort to set guidelines to permit a rate of
growth of development in the city which could be absorbed by the temporary
sewerage treatment facilities. Following discussion by several of the
aldermen, Ald. Burgermeister moved to adjourn the meeting, seconded by
Ald. Narlock. Motion carried. The meeting adjourned at 8:33 P.M.
