MINUTES OF MEETING FIELD AUGUST 24, 1971
Mayor Gottfried called the meeting to order at 7:41 P.M.
•~ PRESENT: Mayor Jerome Gottfried, Aldermen Burgermeister, DeBack, Dumke,
Foldy, Narlock, Sapp and Schaumberg. Also present were City Clerk
Bowyer and City Attorney Buckley.
At this point in the meeting, the Daley Debutante Baton and Drum Corps
appeared with their Director, Miss Marcy Daley. Following words of
welcome by Mayor Gottfried and a demonstration by two of the young
people, the Clerk read a letter from the Mayor of the City of Waukesha,
Paul Vrakas, and a letter from Jerome J. Gottfried, Mayor of the City
of Muskego, congratulating the group upon winning the World Grand
Championship of Parade Corps in "The America's Youth on Parade Pageant!"'
at Notre Dame University in South Bend, Indiana, on August 7, 1971.
APPROVAL OF MINUTES - Ald. Burgermeister moved for the approval of the
Common Council minutes of meetings held on 8/10/71 and 8117171, as
mailed, and that they be placed on file. Seconded by Ald. Narlock,
motion carried.
l COMMITTEE REPORTS
Ald. Burgenneister presented the reports of the Finance Committee
meetings held on August 18th and 24th, 1971, and moved that the
reports be accepted and placed on file. Seconded by Ald. Narlock.
Motion carried.
Ald. DeBack presented the report of the Public Works Committee meeting
held on August 19, 1971, and moved that the report be accepted and
placed on file. Seconded by Ald. Burgermeister. Motion carried.
Ald. Schaumberg presented the report of the Public Safety Committee
meeting held on August 12, 1971, and moved that the report be accepted
and placed on file. Seconded by Ald. Sapp. Motion carried.
Ald. Dumke presented the report of the Rules, Laws & Ordinance Committee
meeting held on 7/H/71, and moved that the report be accepted and
placed on file. Seconded by Ald. Narlock. Motion carried.
0 Ald. Schaumberg presented the report of the Sewer/Welfare Committee
meeting held on 8/19/71, and moved that the report be accepted and
placed on file. Seconded by Ald. Foldy, motion carried.
The minutes of the Plan Commission meeting held 8117171 were received
and placed on file.
UNFINISHED BUSINESS
. Resolution #ill-71 - Ald. Burgermeister moved that Resolution #ill-71,
Authorizing Conveyance of Land to Frank DeAngelis, be deferred until
the meeting of 9114171. Seconded by Ald. DeBack, motion carried.
Ordinance 8202 - The Clerk gave the second reading of same, entitled,
An Ordinance Regulating the Storage and Sale of Junked and Abandoned
Automobiles on Public Property in Muskego. Ald. Narlock moved for
adoption, seconded by Ald. Foldy. Upon a roll call vote, the motion

carried unanimously.

Ordinance 8203 - The Clerk gave the second reading of same, entitled,
An Ordinance Regulating the Storage and Sale of Junked and Abandoned
Automobiles on Private Property in the City of Muskego. Aid. Narlock
l moved for adoption of same, seconded by Ald. Dumke. Upon a roll call
vote, the motion to adopt carried unanimously.
COMMUNICAT'iONS FROM THE MAYOR'S OFFICE
The Clerk read a Proclamation from the Mayor declaring the week of
September 12th to 19th, 1971, to be "AFS WEEK" in the City of Muskego.
At this time Mayor Gottfried expressed his personal feelings on the
forthcoming Resolutions #168-71 and #169-71 that are to be considered
at this evening's meeting and urged the Council to consider holding
a referendum as provided in Resolution 8168-71. He then requested
permission of the Aldermen to have Financial Consultant Seegar Swanson
speak. As there were no objections, Mr. Swanson suggested to the
Aldermen that action be deferred on Resolution j/169-71 until the meeting
of September 14, 1971, which would allow completion of the Bond sale.
NEW BUSINESS a Resolution #168-71 - The Clerk read same, entitled, Providing for an
Advisory Referendum for Additional Money for City Hall/Library. Ald.
Burgermeister moved for adoption, seconded by Ald. Narlock. Discussion
took place with several of the aldermen speaking in opposition of the
adoption of the resolution, Upon a roll call vote, the motion to
adopt Resolution #168-71 was unanimously defeated.
Mayor Gottfried declared a recess at 8:42 P.M. and the meeting reconvened
at 8:52 P.M.

Resolution #169-71 - The Clerk read same, entitled, Declaring the Intent
of the Council to Authorize the Construction of a City Hall/Library
at a cost of approximately $244,000.00. Ald. Foldy moved for adoption
of same, seconded by Ald. DeBack. Ald. Foldy moved to defer action on
Resolution 8169-71 until the next meeting of the Council (g/14/71) and
that an informational letter be sent to the citizens explaining the
reasons for the need of additional monies for the city hall/library.
Seconded by Ald. Sapp. Upon a roll call vote on the motion to defer
action on Resolution Y/169-71, the motion carried unanimously.
- Resolution #170-71 - The Clerk read same, entitled, Establishing Traffic
Regulations (Stop sign on Bay Lane Dr. at its intersection with Woods Rd.)
Ald. Narlock moved for adoption, seconded by Ald. Dumke. Upon a voice
vote, motion carried.
Resolution j/171-71 - The Deputy Clerk read same, entitled, Establishing
Road Specifications for the City of Muskego. Ald. Burgermeister moved
for adoption, seconded by Ald. DeBack. Upon a voice vote, motion carried.
VOUCHER APPROVAL - Ald. Sapp moved to pay the general vouchers in the
amount of $263,627.22, payable 9124171. Seconded by Ald. Burgermeister.
Ald. Burgermeister moved to amend the voucher list by adding $2,786.00
to be paid to the State of Wisconsin for the reconstruction of S.T.H. 24,
making a total voucher payment in the amount of $266,413.22, Seconded
by Ald. Sapp. Upon a voice vote the motion to amend carried. Upon a
roll call vote, the motion to pay the voucher list, as amended, carried
unanimously.
Ald. Sapp moved for the approval of payment of the sewer utility vouchers
in the amount of $4,669.14, payable 8124171. Seconded by Ald. Narlock.

LICENSE APPROVAL - Ald. Sapp moved for the approval of a Class "B"
Fermented Malt Beverage and Intoxicating'liquor License for Mildred E.
Schubert, subject to the required publication time. Seconded by Ald.
Narlock, motion carried.
Ald. Sapp moved for the approval of a Class "B" Malt Beverage and
Intoxicating Liquor License in the name of Ronald Wheeler (formerly
in the name of Muskego Lakes Country Club, Inc.) Seconded by Ald.
Narlock, motion carried.
Aid. Narlock moved for the approval of a Class "B" Fermented Malt
Beverage and Intoxicating Liquor License in the name of Gene Wagner's
Country Squire, Inc. (formerly in the name of Hydra, Inc.) Seconded
by Ald. Burgenneister, motion carried.
Ald. Sapp moved for the approval of Operators Licenses for Rueben
Ojeda and Margaret Gaal. Seconded by Ald. Burgermeister, motion
carried.
Ald. Burgenneister moved for the approval of Operators License for
Alvin Schramm subject to receipt of favorable Fingerprint and Medical
Report. Seconded by Ald. Narlock, motion carried.
Ald. Burgenneister moved for the approval of Operators Licenses for
Jane and Clarence Nelson, subject to receipt of favorable Medical
and Fingerprint Reports. Seconded by Ald. Sapp, motion carried.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS
The Clerk read a communication from Edward P. Rudolph of the Law Firm
of Rudolph and Moore, Milwaukee, Wisconsin, dated 8/17/71, directed
to the City Clerk, containing a petition for a zoning change from
present RS-2 or OIP (Calvary Church Building on Janesville Road) to
00s Office and Special Service District. Ald. Sapp moved to set the
public hearing date for September 28, 1971, at 7~15 P.M. Seconded by
Ald. Narlock, motion carried. Petition referred to Plan Commission.
ADJOURNMENT - ild. Burgermeister moved to adjourn, seconded by Ald.
Schaumberg, motion carried. The meeting adjourned at 9:07 P.M.
