MINUTFS OF MEETING HELD AUGUST 10, 1971
Mayor Gottfried called the meeting to order at 7:40 P.M.
l PRESENT: Mayor Jerome Gottfried, Aldermen Burgermeister, DeBack, Dumke,
Foldy, Narlock, Sapp and Schaumberg. Also present were City Clerk
Bowyer and Attorney Buckley.
Ald. Burgermeister moved for the approval of the Common Council minutes
of meeting held 7127171, as mailed, and that they be placed on file.
Motion seconded by Ald. Schaumberg and carried.
Ald. Sapp presented the report of the Finance Committee meeting held
on August 4, 1971, and moved that the report be accepted and placed on
file. Seconded by Ald. Narlock. Motion carried.
Ald. Foldy presented the report of the informal meeting of the Public
Works Committee meeting held on August 5, 1971, and moved that the report
be accepted and placed on file. Seconded by Ald. Burgermeister. Motion
carried.
Ald. Schaumberg presented the report of the Public Safety Committee
0 meeting held on 7129171, and moved that the report be accepted and
placed on file. Seconded by Ald. Dumke. Motion carried.
Ald. Dumke presented the report of the Rules, Laws & Ordinance Committee
meeting held on 7129171, and moved that the report be accepted and
placed on file. Seconded by Ald. Narlock. Motion carried.
The minutes of the Plan Commission meeting held on August 3, 1971, were / received and placed on file.
Upon a motion of Ald. Burgermeister, seconded by Ald. Sapp, the meeting
was recessed at 8;:03 P.M. The meeting was reconvened at 8:15 P.M.
Ald. Burgermeister moved that Ordinance 201, An Ordinance to Rezone Certain
Property and to Amend the Zoning Map of the City of Muskego (Shy Property)
adopted by the Common Council on July 27, 1971, be brought back to the
floor for reconsideration. Seconded by Ald. DeBack. Upon roll call, Aldermen Burgenneister, DeBack, Dumke, Narlock and Sapp voted "aye".

carried. Upon a roll call vote to adopt Ordinance 201, Aldermen Burger-
meister, Dumke, Fold Sapp and Schaumberg voted "aye". Aldermen DeBack

UNFINISHED BUSINESS
Resolution #ill-71 - Ald. DeBack moved that Resolution i/111-71, Authorizing
\ Conveyance of Land to Frank DeAngelis, be deferred until g/24/71. Seconded
by Ald. Burgermeister and carried.
NEW BUSINESS
Resolution i/155-71 - The Clerk read same, entitled, Authorizing the
Installation of Intersection Street Lighting (Hi-Y Dr. & Racine Ave.)
Ald. Narlock moved for adoption of said resolution, motion seconded
by Ald. Dumke, motion carried.

Resolution f/156-71 - The Clerk read same, entitled, Directing City
Attorney to Initiate Action for Vacation of Pearl Drive. Ald. Burger-
meister moved to amend the first and third paragraph as follows: "Pearl
Drive from its intersection with Gold Drive to its intersection with
Crest Drive and Emerald Drive from Agate Drive to its intersection
with Gold Drive." Seconded by Ald. Foldy and upon a voice vote, the
motion to amend Resolution $1156-71 carried. Upon a voice vote, the
motion to adopt Resolution 11156-71, As Amended, carried.
Resolution i/157-71 - The Clerk read same, entitled, Approval of the Dam
Construction and Temporary Lowering of the Level of Little Muskego Lake.
Aid. Burgenaeister moved for the adoption of same, seconded by Ald.
Narlock. Upon a roll call vote the motion to adopt carried unanimously.
Resolution #158-71 - The Clerk read same, entitled, Appointment of Board
of Review Member for the City. Ald. Burgermeister moved for adoption,
seconded by Ald. Foldy. Upon a roll call vote, the motion to adopt
carried.

Resolution #159-71 - The Clerk read same, entitled, Appointment of
Members to Electrical Licensing Board. Ald. Sapp moved for the adoption
of same, seconded by Ald. Burgermeister. Upon roll call, the motion to
adopt carried.
Resolution #160-71 - The Clerk read same, entitled, Denial of Legal
Lot Status for Lots 7 & 8, Blk 14, Jewel Crest Subdivision. Ald. DeBa~ck
moved that said resolution be adopted. Seconded by Ald. Burgermeister.
Upon a voice vote, the motion to adopt carried.
Resolution i/161-71 - The Clerk read same, entitled, Establishing Traffic
Regulations. Ald. Narlock moved for the adoption of said resolution.
Seconded by Ald. Foldy. Upon a voice vote, motion to adopt carried.
Resolution i/162-71 - The Clerk read same, entitled, Approval of
Extractive Permit for Wauer Fur Foods, Inc. Ald. DeBack moved for
adoption. Seconded by Ald. Narlock. Upon roll call, the motion to
adopt carried.
Resolution #164-71 - Ald. Burgermeister moved, as seconded by Ald. Sapp,
to suspend the rules of procedure that interfere with the adoption of

said resolution, entitled, Accepting State Grant Offer Under Sec. 144.21,
Wisconsin Statutes. Upon a roll call vote, motion carried. The Clerk
read same. Ald. Burgermeister moved that Resolution #164-71 be adopted,
motion seconded by Ald. Narlock, motion carried upon a roll call vote.
Ordinance 1~202 - The Clerk gave the first reading of same, entitled,
An Ordinance Regulating the Storage and Sale of Junked and Abandoned
Automobiles on Public Property in the City of Muskego.
Ordinance 11203 - The Clerk gave the first reading of same, entitled,
An Ordinance Regulating the Storage and Sale of Junked and Abandoned
Automobiles on Private Property in the City of Muskego.
A recess was declared at 8:55 P.M. and the meeting was reconvened
at 9:13 P.M.
Resolution i/154-71 - Resolution Deferring Special Assessments Against
Farm Lands (Deferred from meeting of 7/27/71) Aid. Foldy moved, as

of deferred assessments, last entry to read, "Gregory Koeferl, G-877 N,

Ald. Foldy requested permission of the floor for Gerald Mattke and
Russell Renner to address the Council relative to installation of
sanitary sewers in the northeast district. General discussion followed
regarding same.
LICENSE APPROVAL - Ald. Sapp moved, as seconded by Ald. Narlock, that
an Operator's License be granted to Kent Kosobucki, motion carried.
Ald. Narlock moved, as seconded by Ald. Burgermeister, that Operators
Licenses be granted to John Draskovich and Daniel Wiley, subject to
receipt of favorable medical and fingerprint reports, motion carried.
VOUCHER APPROVAL - Ald. Burgermeister moved, as seconded by Ald. Narlock,
l that a general voucher be approved in the amount of $675.00 and upon
a roll call vote, motion carried.
CITY OFFICIAL'S REPORTS - The Financial report of July, 1971, was re-
ceived and placed on file. The Clerk read the Building Report for
July, 1971. Same placed on file.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS - The Clerk acknowledged
receipt rezoning petition in behalf of William Honeck. Ald. DeBack
moved that a hearing be set for September 14, 1971, at 7:OO P.M.
Motion seconded by Ald. Burgermeister, motion carried.
The Clerk also acknowledged a rezoning petition received from Alvin,
Veronica and George Schaefer, same to be referred to the Plan Commission.
Ald. Burgermeister presented an Offer to Purchase of 9% acres of city-
owned lands located along the east side of Pioneer Drive. Upon per-
mission of the Council, Mr. David Beierle briefly reviewed his plans
to develop the site for a "Senior Citizens Mobile Home Park". The l issue was referred to the Finance Committee.
ADJOURNMENT - Ald. Burgermeister moved, as seconded by Ald. Schaumberg,
that the Common Council meeting be adjourned until August 17, 1971,
8:00 P.M.
