MINUTES OF MEETING HELD JULY 13, 1971
Mayor Gottfried called the meeting to order at 7~45 P.M.
PRESENT: Mayor Jerome Gottfried, Aldermen Robert Burgermeister, Harold
DeBack, Edwin Dumke, Charles Foldy, Frank Narlock, Lois Sapp and Paul
Schaumberg. Also present were City Clerk Bette Bowyer and Attorney John
P. Buckley.
Ald. Foldy moved for the approval of the Common Council minutes of meeting
held on June 22, 1971, as mailed, and that they be placed on file. Sec-
onded by Ald. Narlock. Ald. Sapp moved to amend the minutes to include
the approval of a Class "B" Fermented Malt Beverage and Intoxicating
Liquor License for Richard Mead. Seconded by Ald. Burgermeister. Upon
a voice vote, the motion to amend the minutes carried. Upon a voice
vote, the motion to approve the minutes of the meeting held on June 22, 1971,

Ald. DeBack moved to defer action on same for two weeks. Seconded by
Ald. Burgermeister, motion carried.
Ordinance #194 - The Clerk gave the second reading of same, entitled,
An Ordinance Requiring the Licensing of and Regulating Landfill Disposal
Sites. Ald. Narlock moved for adoption, seconded by Ald. Foldy. Upon
a roll call vote, the motion to adopt Ordinance #194 carried unanimously.
Ordinance #195 - The Clerk gave the second reading of same, entitled,
An Ordinance Requiring the Licensing of Vehicles Used in the Transporting
and Dumping of Garbage & Refuse. Ald. Narlosk moved for adoption, sec-
onded by Ald. Foldy. Ald. Foldy moved to defer action on Ordinance #195
0 for two weeks. Seconded by Ald. Narlock. Upon a voice vote, motion carried.
COMMUNICATIONS FROM THE MAYOR'S OFFICE
Mayor Gottfried reviewed to the Aldermen the steps that had been taken
by the City in their application for Federal Aid for the construction
of the sewerage treatment plant in the Northeast District.
NEW BUSINESS
Resolution #113-71 - The Clerk read same, entitled, Appointment of Alternate
Member to Board of.Appeals (Cameron Coe) Ald. Burgermeister moved for
adoption, seconded by Narlock. Upon a roll call vote, the motion to adopt
carried unanimously.
Resolution #126-71 - The Clerk read same, entitled, Establishing Calendar
Quarters and Payment Dates With Respect to Sewer Service Charges (D-4, E-5
and F-6). Ald. Sapp moved for adoption, seconded by Ald. Burgermeister.

moved for adoption, seconded by Ald. Schaumberg. Upon a roll call

Resolution #129-71 - The Clerk read same, entitled, Authorizing Exchange
of Lands as per Deeds for Highway Purposes (Straw - Oak Grove Sub.)
Ald. Burgermeister moved for adoption, seconded by Ald. DeBack. Upon
a voice vote, motion carried.
Resolution i&30-71 - The Clerk read same, entitled, Establishing Traffic
Regulations (25 mph.on Lions Park Dr. & "Yield" sign on Oak Grove Dr.)

Resolution #136-71 - The Clerk read same, entitled, Granting a 15-Day
Extension to Plan Commission for Recommendation of Rezoning of Shy
Property. Ald. DeBack moved for adoption, seconded by Ald. Burgermeister.
Upon voice vote, motion to adopt carried.
Resolution #137-71 - The Clerk read same, entitled, Directing Consulting
Engineers to Advertise for Bids for Northeast Treatment Plant. Ald.
Foldy moved for adoption, seconded by Ald. Schaumberg. Ald. Foldy
moved to defer action on Resolution #137-71 for two weeks pending a
possible reply from the Environmental Protection Agency regarding the
City's application for funds. Seconded by Ald. Narlock. Upon a voice
vote, the motion to defer carried.
Resolution i/138-71 - The Clerk read same, entitled, Authorizing the
Re-bidding of Kurth Park Building. Ald. Burgermeister moved for
adoption, seconded by Ald. Narlock. Upon roll call, the motion to
adopt carried unanimously.
Resolution #134-71 - The Clerk read same, entitled, Authorizing
-Approval of Walter Besbach Agreement. Ald. DeBack moved for adoption,
seconded by Ald. Burgermeister. The Clerk read the agreement. Ald.

Ald. DeBack moved to amend condition #6 to read as follows: "The
l well presently on the south side of Woods Road shall at no time be
distrubed and shall remain for the use and sole purpose of grantors,
heirs, successors and assigns." Seconded by Ald. Burgermeister. Upon a voice vote, the motion to amend the agreement carried. Upon a roll call vote, the motion to adopt Resolution i/134-71 carried unanimously.
Resolution #139-71 I - The Clerk read same, entitled, Authorizing the City to Construct East Drive. Ald. Burgermeister moved for adoption,
seconded by Ald. DeBack. Ald. Narlock requested permission of his
fellow aldermen to have Attorney Dennis Wagner speak. As there were
no objections, Attorney Wagner, representing Mr. and Mrs. Raymond
Wallner, urged the aldermen to vote in favor of the adoption of
Resolution #139-71. Mayor Gottfried turned the Chair over to Council
President Burgermeister to speak in opposition to the adoption of
Resolution #139-71. Following considerable more discussion, upon a
roll call vote to adopt the resolution, Aldermen Burgermeister, DeBack,
Dumke, Narlock Sapp and Schaumberg voted "aye". Alderman Foldy voted
"nay". The motion to adopt Resolution #139-71 carried.
0 Resolution #140-70 - The Clerk read same, entitled, Appointment of
, Members to Library Board (Olga Mimier and Ruth Leichtfuss). Ald.
Narlock moved for adoption, seconded by Ald. Dumke. Upon roll call,
the motion to adopt carried unanimously.
Resolution j/142-71 - The Clerk read same, entitled, Resolution Authoriz-
ing the Financexmmittee to Investigate the Possibility of Selling
City-Owned Land on Durham Drive. Ald. Schaumberg moved for adoption,
seconded by Ald. Burgenneister. Upon roll call, motion to adopt
carried unanimously.
Resolution #143-71 - The Clerk read same, entitled, Acceptance of Bid
for Aeration System for Northwest District. Ald. Schaumberg moved for
adoption, seconded by Ald. DeBack. Upon roll call, motion carried
unanimously.
Resolution #144-71 - The Clerk read same, entitled, Authorizing the
City of Muskego to Borrow Money Temporarily ($530,000.00)for sewer
construction) Ald. Burgermeister moved to suspend the rules that
would interfere with the adoption of Resolution #144-71, seconded
by Ald. Narlock. Upon a roll call vote, the motion to suspend the
rules carried unanimously. Ald. Burgermeister moved for adoption,
seconded by Ald. Narlock. Upon a roll call vote, the motion to adopt
the resolution carried unanimously.
Ordinance #197 - The Clerk gave the first reading of the ordinance
entitled, An Ordinance to Amend Certain Sections-of.Chapter-30 of
the Mun. Code (Bldg. Code Amendments)
Ordinance #198 - An Ord. to Amend Sec. 12.01(2) and Sec. 12.07(3) of
the Mun. Code of the City (Re: Increase of License Fees) The Clerk
gave the first reading.
Ordinance #199 - An Ord. Repealing Sections 11.03 and 11.04 of the
Mun. Code. The Clerk gave the first reading.
Ordinance #200 - The Clerk gave the first reading of the ordinance,
entitled, An Ord. to Rezone Certain Property and Amending the Zoning
Map of the City (Re: Fried, Zach & Burbach property. )

LICENSE APPROVAL - Ald. Sapp moved for the approval of an Operators

License for Herman Klepp and Dennis Lamar. Seconded by Narlock,
motion carried.
Ald. Sapp moved for Operators License approval for Richard Buck,
subject to receipt of favorable Medical and Fingerprint Report.
Seconded by Narlock, motion carried.
Ald. Narlock moved for Operators License approval for Donald McCullough
subject to receipt of favorable Fingerprint Report and Medical Report.
Sectoned by Ald. Sapp, motion carried.
Ald. Sapp moved for approval of Operators License for William Sklenar,
Jr., subject to receipt of favorable Fingerprint Report. Seconded by
Narlock, motion carried.
Ald. Narlock moved for approval of Operators Licenses for Richard
and Barbara Mather, subject to receipt of favorable Fingerprint and
Medical Report. Seconded by Ald. Sapp, motion carried.
0 Ald. Sapp moved for the approval of a "Gathering" License for St.
Paul's Lutheran Church for B/1/71. Seconded by Ald. Narlock, motion
carried.
VOUCHER APPROVAL - Ald. Sapp moved for the approval of Sewer Voucher
payments in the amount of $532,491.65. Seconded by Ald. Burgermeister.
Motion carried (Payable 7113171) Upon a roll call vote, the motion
to pay the vouchers carried unanimously.
CITY OFFICIAL'S REPORTS - The Clerk presented the Financeal Report
showing total assets as of 6/30/71 in the amount of $348,001.70.
Report placed on file.
The Clerk presented-the Building Report for the month of June, 1971.
