MINUTES OF MEETING HELD MAY 11, 1971
Mayor Gottfried called the meeting to order at 8:08 P.M.
* PRESENT: Mayor Jerome Gottfried, Aldermen Robert Burgenaeister,
Harold DeBack, Edwin Dumke, Charles Foldy, Frank Narlock, Lois
Sapp and Paul Schaumberg. Also present were City Clerk Bette
Bowyer and City Attorney John Buckley.
Ald. Narlock moved that the minutes of the Common Council meeting
held on April 27, 1971, be accepted and placed on file. Seconded by
Aid, Burgermeister, motion carried.
Ald. Sapp presented the report of the Finance Committee meeting held
on May 5, 1971, and moved that the report be accepted and placed on
file. Seconded by Ald. Narlock, motion carried.
Ald. DeBack presented the report of the Public Works Committee meeting
held on May 6, 1971, and moved that the report be accepted and placed
on file. Seconded by Ald. Foldy, motion carried.
l Ald. Dumke presented the report of the Rules, Laws & Ordinance
Committee meeting held on May 5, 1971, and moved that the report
be accepted and placed on file. Seconded by Ald. Narlock, motion
carried.
Ald. Schaumberg presented the report of the Public Sewer/Welfare
Committee meeting held on May 6, 1971, and moved that the report be
accepted and placed on file. Seconded by Ald. DeBack, motion.carried.
The minutes of the Plan Commission meeting held on May 4, 1971, were
received and placed on file,

COMMUNICATIONS FROM THE MAYOR'S OFFICE
The Clerk read a Proclamation designating the week of May 23 to May 31,
1971, as "AMERICAN LEGION POPPY WEEK".

Resolution #213-70 - The Clerk read same, entitled, Appointment of
School District Representative to Park & Recreation Board (Don Yahr).
Ald. Foldy moved for adoption, seconded by Ald. Burgermeister. Upon
roll call, motion carried unanimously.
Resolution #85-71 - The Clerk read same, entitled, Appointments to
Capital Budgeting Committee (Robt. Burgenneister, Bette Bowyer, Alvin
Basse, Betty Teisl, Louis Stanley, Lois"Sapp, Roy Henrichs, Rodger
Murray and Gerald Faber). Ald. DeBack moved for adoption, seconded
by Narlock. Upon roll call, motion carried unanimously.
Resolution #87-71 - The Clerk read same, entitled, Appointment of
Citizen Member to Board of Review (Diane Skowronski). Ald. Narlock
moved for adoption, seconded by Ald. Sapp. Upon roll call, motion
carried unanimously.

Resolution #88-71 - The Clerk read same,,entitled, Authorizing Agreement
Between City of Muskego and Wis. Dept. of Agriculture (Re: Sealer of
Weights & Measures). Ald. Sapp moved for adoption, seconded by Ald.
Narlock. Upon roll call, motion carried unanimously.
Resolution 889-71 - The Clerk read same, entitled, Accepting Community
Newspapers, Inc. as the Official Newspaper of the City of Muskego. Ald.
Narlock moved for adoption, seconded by Ald. Sapp. Upon roll call, the
motion carried unanimously.
Resolution #90-71 - The Clerk read same, entitled, Transfer of Funds
From the Contingency Fund to Account #551.026 (Repair & Maint., City Hall
Annex - Well) Ald. Sapp moved for adoption, seconded by Ald. Narlock.
Upon roll call, the motion carried unanimously.
Resolution #91-71 - The Clerk read same, entitled, Requiring Payment
of Delinquent Withholding Taxes 6 State Sales Tax Prior to Issuance
of Class “B" Fermented Malt Beverage and Intoxicating Liquor License.
Ald. Narlock moved for adoption, seconded by Ald. Sapp. Upon roll call,
the motion carried unanimously.
Resolution #92-71 - The Clerk read same, entitled, Appointment of Citizen
Member to Park & Recreation Board (Carl Schickowski) Ald. Burgenaeister
moved for adoption, seconded by Ald. DeBack. Upon roll call, the motion
carried unanimously.
Resolutfon #93-71 - The Clerk read same, entitled, Authorizing Preventive
Maintenance Agreement for Electric Graphotype Machine. Ald. Sapp moved
for adoption, seconded by Ald. Narlock. Upon roll call, motion carried
unanimously.
At 8~46 P.M. Mayor Gottfried declared a recess and the meeting reconvened
at 8:49 P.M.
Resolution #94-71 - The Clerk read same, entitled, Relating to Deferment
of Special Assessments Against Farm Lands in Northwest Assessment District.
Ald. Narlock moved for adoption, seconded by Ald. Sapp. Ald. DeBack
moved to amend the sixth paragraph by changing the words "Tri-Town Hub"
to'!Lakeland Hub". Seconded by Ald. Sapp. Upon roll call, the motion
to amend carried. Upon a roll call vote, the motion to adopt Resolution
#94-71, As Amended, carried unanimously (Re: Geo. Schaefer)
Resolution #95-71 - The Clerk read same, entitled, Authorizing the
Advertising of Bids for Needed Road Materials for the 1971 Road Improve-
ment Program. Ald. Burgenneister moved for adoption, seconded by Ald.
DeBack. Upon a voice vote, motion carried.
Resolution #96-71 - The Clerk read same, entitled, Transferring of Funds
from Acct. #111.03, Road Account, to Capital Budgeting Acct. #270. Ald.
Sapp moved to adopt, seconded by Ald. Burgermeister. Upon roll call,
motion carried.
Resolution #97-71 - Entitled, Waiving the Required
Permit Fees for Muskego Volunteer Fire Co. (Re: Installation of Heating
System) Ald. Burgermeister moved to suspend the rules that would interfere
with the adoption of Resolution #97-71, seconded by Ald. DeBack. Upon
roll call, the motion to suspend the rules carried unanimously. The
Clerk read the resolution. Ald. Sapp moved to adopt, seconded by Ald.
Dumke. Upon a roll call vote, the motion to adopt Resolution #97-71
carried unanimously.

Resolution 898-71 - Participating in the League of Municipalities Labor
Relations Communications Program. Ald. Burgenneister moved to suspend the
- rules that would interfere with the adoption of Resolution 898-71. Seer
onded by Ald. Narlock. Upon roll call, the motion to suspend the rules
carried unanimously. The Clerk read the resolution. Ald. Sapp moved
for adoption, seconded by Ald. Burgermeister. Upon roll call, the
motion to adopt Resolution #98-71 carried unanimously.
Grdinance #192 - An Ordinance to Amend Certain Sections of the Zoning
Ordinance of the City of Muskego (Re: Residential quarters in the same
building as the business). The Clerk gave the first reading. Ald.
Narlock moved to spspend the rules in order that the ordinance could
have its second reading. Seconded by Ald. DeBack. Upon roll call,
the motion to suspend the rules carried unanimously. The Clerk gave
the second reading of Ordinance #IsO. Ald. Narlock moved for adoption
of Ordinance #180, seconded by Ald. DeBack. Upon a roll call vote,
the motion to adopt Ordinance #180 carried unanimously.
VOUCHER APPROVAL - Ald. Sapp moved for the approval of payment of
vouchers (sewer) in the amount of $204,835.72, payable S/11/71. l Seconded by Ald. Burgermeister. Upon a roll call vote, the motion
to pay the vouchers carried unanimously.
Ald. Burgermeister moved for the approval of payment of voucher
(baseball insurance) in the amount of $336.00, payable S/11/71.
Seconded by Ald. Narlock. Upon roll call, motion carried unanimously.
LICENSE APPROVAL - Aid. Sapp moved for the approval of Operators
Licenses for Kenneth Ratsch, Jack 0. Marquardt and James Gauker,
subject to receipt of favorable Medical and Fingerprint Reports.
Seconded by Ald. Narlock. Motion carried.
CITY OFFICIAL'S REPORTS - The Clerk read the Financial Report showing
total assets for the month ending April 30, 1971, in the amount of
$563,271.01. Report placed on file.
The Clerk read the Building Report for the month of April, 1971. Same
placed on file.
e COMMUNICATIONS AND MISCELLANEOUS BUSINESS
The Clerk read a communication from the City Plan Commission directed
to the Mayor and Council, dated May 6, 1971, regarding the Frank De-
Andelis property on Woods Road. Communication referred to City Attorney.
The Clerk read a communication from the Muskego Library Board Secretary,
Betty L. Tefsl, directed to the Common Council, dated May 4, 1971,
with an attached resolution, regarding Library facilities in the pro-
posed municipal building. Communication referred to the Building
Committee.
ADJOURNMENT - Ald. Burgermeister moved to adjourn the meeting. Seconded
by Ald. Sapp. Motion carried. The meeting adjourned at 9:20 P.M.
