CITY OF MUSKEGO
MINUTES OF ORGANIZATIONAL MEETING HELD APRIL 20, 1971
Mayor Gottfried called the meeting to order at 7~07 P.M.
Present were Mayor Jerome Gottfried, Aldermen Robert Burgermeister,
John Dwyer, Charles Foldy, Frank Narlock, Harold DeBack, Lois Sapp
and Walter Wollman. Also present were City Clerk Bette J. Bowyer
and City Attorney John P. Buckley.
At this time Judge William Callow administered the Oath of Office
to the newly elected aldermen as follows: Paul Schaumberg, Ward II,
Incumbent Lois Sapp, Ward IV, Incumbent Harold DeBack, Ward VI and
Edwin P. Dumke, Ward VII.
Prior to leaving the table, Ald. Dwyer thanked everyone for having
had the opportunity to serve as alderman. He started that the past
year had been a very enjoyable one and he wished the new Council
wisdom and luck in the problems that face Muskego in the future.
Ald. Wollman again expressed appreciation to the people he has worked
with and that in his opinion, the Council had accomplished more during
the past year than ever before. He further stated that it was his
feeling that the salary of an alderman should be increased to $150.00
and that the President of the Council should receive $200.00 per month. He further felt that the Mayor's salary should be increased by $100.00 per
The newly elected aldermen from Wards II and VII were then seated. mo.
Mayor Gottfried gave favorable comments to former Aldermen Dwyer
and Wollman and he presented Mr. Wollman with a placque in recognition
of his five years of service as an alderman.
City Clerk Bette Bowyer, in behalf of the girls in the office and
herself, commented that it had been a pleasure to work for both
Mr. Dwyer and Mr. Wollman.
The next order of business was the election of Council President.
Mayor Gottfried appointed Mrs. Vi Joy and former Alderman Walter
Wollman to act ads ballot clerks.
On the nominating ballot the vote was as follows:
Ald. Burgermeister 4 votes
Ald. Narlock 2 votes
Ald. Dumke 1 vote
On the election ballot the vote was as follows:
Ald. Burgermeister 5 votes
Ald. Narlock 2 votes
Ald. Burgermeister was elected to serve as President of the Common
Council for the next year. He therefore accepted to assume the re-
sponsibilities of the position.
The next order of business was the election of Council Representative
to the Plan Commission.
The result of the nominating ballot was as follows:
Ald. DeBack 3 votes
Ald. Foldy 4 votes

On the election ballot the result of the vote was as follows:
Ald. DeBack 5 votes
Ald. Foldy 2 votes
Ald. DeBack was elected to serve as Council Representative to the
Plan Commission and he accepted the position.
Mayor Gottfried advised that he would be making his appointment to
the standing committees of the Council at the next regular meeting
to be held on April 27, 1971.
Following welcoming remarks to the newly seated aldermen Paul
Schaumberg and Edwin Dumke, Ald. DeBack moved to adjourn the meeting.
Seconded by Ald. Narlock. Motion carried. The meeting adjourned
at 7:35 P.M.
