MINUTES OF,MEETING HELD ON APBIL 13, 1971

Acting Mayor Walter Wollman called the meeting to order at 7~413 P.M.
PRESENT: Acting Mayor Wollman, Aldermen Robert Burgermeister, John
Dwyer, Charles Foldy, Frank Narlock, Harold DeBack and Lois Sap K' Also
present were City Clerk Bette Bowyer and City Attorney John But ley.
ABSENT: Mayor Jerome Gottfried.
MINUTES: Ald. Sapp moved to approve the minutes of the meeting held on
March 23, 1971, as mailed. Seconded by Ald. Dwyer, motion carried.
COMMITTEE REPORTS
Ald. Narlock presented the report of the Finance Committee meeting
held on April 7, 1971, and moved that the report be accepted and placed
on file. Seconded by Ald. Narlock, motion carried.
Ald. DeBack presented the report of the Public Works Committee meeting
held on April 8, 1971, and moved that the report be accepted and placed
on file. Seconded by Ald. Burgermeister, motion carried. l Ald. Foldy presented the report of the Public Safety Committee meeting
held on March 26, 1971, and moved that the report be placed on file.
Seconded by Ald. DeBack, motion carried.
Ald. Burgermeister presented the report of the Public Welfare Committee
meeting held on April 8, 1971, and moved that the report be accepted
and placed on file. Seconded by Ald. Dwyer, motion carried.
Ald. Dwyer presented the report of the Rules, Laws & Ordinance Committee
meeting held on March 26, 1971, and moved that the report be accepted
and placed on file. Seconded by Ald. Narlock, motion carried.
Ald. Burgermeister presented the reports of the Public Sewer Committee
meetings held on March 31, 1971, and April 7, 1971, and moved that the
reporm be accepted and placed on file. Seconded by Ald. Sapp, motion
carried.

Sewer Project MSS-4-71 (Michels Pipeline). Ald. Sapp moved for adoption,
seconded by Ald. Burgermeister. Upon a roll call vote, the motion to
adopt carried unanimously.
Resolution j/52-71 - The Clerk read same, entitled, Acceptance of Bid for
Sewer Project MSS-5-71. Ald. Burgermeister moved for adoption, seconded
by Ald. Sapp. Upon a roll call vote, the motion to adopt carried

Resolution #59-71 - The Clerk read same, entitled, Acceptance of Bid for
Sewer Project MSS-11-71 (Edw. R. Ryan Co.) Ald. Sapp moved for adoption,

Resolution #60-71 - The Clerk read same, entitled, Authorizing the
advertising of Bids for Sewerage Treatment Plant (Northeast District)

Agreement with Harold Diekfuss. Ald. Sapp moved for adoption, seconded

Resolution 1164-71 - The Clerk read same, entitled, Authorizing the Advertis-
ing of Bids for Repair of Water System at City Hall Annex. Ald. Sapp
moved for adoption, seconded by Ald. Narlock. Upon a roll call vote, the
motion carried unanimously.
Resolution j/65-71 - The Clerk read same, entitled, Accepting Low Quotation
for New Radio Tower. Ald. Narlock moved for adoption, seconded by Ald.
Saw. Ald. Narlock moved to amend the third paragraph to read as follows:
"WHEREAS, the low quotation was received from Tower Erectors in the amount
of $1,960.00 which quotation provides that Tower Erectors will retain
the old tower." Also, to change the amount in the fourth paragraph to

Resolution $166-71 - The Clerk read same, entitled, Resolution Authorizing
the Reconsideration of the Levying of Special Assessment Against Certain
Farm Property on an Installment Basis (Geo. Schaefer). Aid. Burgermeister
moved for adoption, seconded by Ald. Narlock. Upon a roll call vote, the
motion to adopt carried unanimously.
Resolution i/67-71 - The Clerk read same entitled Directing Notice of
Reconsideration of Special Assessments in the NorLhwest Assessment Dist.
Ald. Sapp moved for adoption, seconded by Aid. Burgermeister. Upon a
roll call vote, the motion to adopt carried unanimously.
Resolution 1~68-71 - The Clerk read same, entitled, Denial of Judith and
David Ludwig. Ald. Sapp moved for adoption, seconded by Ald. Narlock.
Upon a roll call vote, the motion carried unanimously.

Schulze-Zemanovic to Take Test Borings on Former Foth Property for Con-
struction of Municipal Garage. Ald. DeBack moved for adoption, seconded
by Ald. Burgenneister. Upon a roll call vote, the motion to adopt carried
unanimously.
Resolution #70-71 - The Clerk read same, entitled, Authorizing the Hiring
of Part-time Help for Engineering Department. Ald. Burgermeister moved
for adoption, seconded by Ald. DeBack. Upon a roll call vote, the motion
carried unanimously.
Resolution #71-71 - The Clerk read same, Authorizing the Advertising of
Bids for Sale of Outbuildings on Municipal Building Site. Ald. Burger-
meister moved for adoption, seconded by Ald. DeBack. Upon a roll call
vote, the motion to adopt carried unanimously.
Resolution #72-71 - Ald. Burgermeister moved to suspend the rules in order
that Resolution 872-71, entitled, Establishing Traffic Regulations (No
Parking in vicinity of bridge on Muskego Dam Drive) could be brought to
the floor. Seconded by Ald. Dwyer. Upon a roll call vote, the motion to
suspend the rules carried unanimously. The Clerk read same. Ald. DeBack
moved for adoption, seconded by Ald. Burgermeister. Ald. DeBack reviewed
the problems over the past several years landowners adjacent to this area
have encountered regarding persons littering the vicinity with beer cans,
soda bottles, etc. Upon a voice vote, the motion to adopt Resolution
#72-71 carried.
Ordinance #179-A - Ald. Narlock moved to suspend the rules that would
allow Ordinance #179-A to be considered. Seconded by Ald. Dwyer. Upon
a roll call vote, the motion to suspend the rules carried unanimously.
The Clerk read Ordinance #179-A, entitled, An Ordinance to Repeal and
Recreate Ordinance #179 (Re: Trespass on Land or Buildings) Ald. Dwyer
moved to suspend the rules to have the second reading of Ordinance #179-A.
Seconded by Ald. Narlock. Upon a rail call vote, the motion to suspend
the rules carried unanimously. The Clerk gave the second reading of
Ordinance #179-A. Ald. Narlock moved for adoption, seconded by Ald.
Dwyer. Upon a voice vote, the motion to adopt Ordinance #179-A carried.

VOUCHER APPROVAL - Ald. Sapp moved for the approval of payment of
sewer vouchers in the amount of $102,105.38, payable 4/13/71. Seconded
l by Ald. Narlock. Upon a roll call vote, the motion to pay the vouchers carried unanimously.
LICENSE APPROVAL - Ald. Sapp moved for the approval of Operators Licenses
for Delvin Molkentin, Dale Brown and William Giesfeldt, subject to receipt
of favorable Fingerprint and Medical Reports. Seconded by Ald. Narlock.
Upon a voice vote, motion carried. I
Ald. Narlock moved for the approval of an Operator License for Alan
I Schneider, Seconded by Ald. Sapp. Upon a voice vote, motion carried.
Ald. Sapp moved for the approval of a Trap Shoot License for Richard
Bennett. Seconded by Ald. Narlock. Upon a voice vote, motion carried.
Ald. Narlock moved for the approval of a "Gathering" License for St.
Leonard's Home and School for April 17, 1971. Seconded by Ald. Sapp.
Upon a voice vote, motion carried.
l Ald. Sapp moved for the approval of a "Gathering" License for the
Muskego Volunteer Fire Co. Ladies Auxiliary for April 24, 1971. Seconded
by Ald. Narlock. Upon a voice vote, motion carried.
CITY OFFICIAL'S REPORTS - The Clerk gave the Financial Report showing
total assets in the amount of $544,102.14 for the period ending March 31,
1971.
The Clerk gave the Building Report for the month of March, 1971.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS
The Clerk read a petition from Mr. Sam Jovanovich, 6270 S. Martin Rd.,
New Berlin, Wis., requesting rezoning of 1.2162 acres from R-2 to B-4
(Highway Business) on Janesville Rd. in Sec. 18. Ald. Burgermeister
moved to set the Public Hearing for the proposed rezoning to be
May 11, 1971, at 7:15 P.M. Seconded by Ald. Foldy. Motion carried.
Acting Mayor Wollman stated that as this was his last official meeting l as a member of the Common Council, he wished to publicly express his
appreciation to the Mayor. fellow Aldermen, the Highway Superintendent,
the office'help and all of the people he has worked with, for their
cooperation and spirit shown during the past five years.
ADJOURNMENT - Ald. Sapp moved to adjourn. Seconded by Ald. DeBack.
Motion carried. The meeting adjourned at 9:02 P.M.
