ccm19710323COMMON COUNCIL CITY OF MUSREGO MINUTES OF MEETING HELD ON MARCH 23, 1971 Mayor Gottfried called the meeting to order at 7~38 P.M. 0 PRESENT: Mayor Jerome Gottfried, Aldermen Robert Burgermeister, John Dwyer, Charles Foldy, Frank Narlock, Harold DeBack and Walter Wollman. ABSENT: Ald. Lois Sapp. MINUTES: Ald. Dwyer moved to approve the minutes of the meeting held on March 9, 1971, as mail. Seconded by Ald. Wollman, motion carried. COMMITTEE REPORTS Ald. Narlock presented the report of the Finance Committee meeting held on March 17, 1971, and moved that the report be accepted and placed on file. Seconded by Ald. Wollman, motion carried. Ald. DeBack presented the report of the Public Works Committee meeting held on March 18, 1971, and moved that the report be accepted and placed on file. Seconded by Ald. Wollman, motion carded. 0 Ald. Foldy presented the report of the Public Safety Committee meeting held on March 11, 1971, and moved that the report be placed on file. Seconded by Ald. DeBack, motion carried. Ald. Dwyer presented the report of the Public Welfare Committee meeting held on March 18, 1971, and moved that the report be accepted and placed on file. Seconded by Ald. Burgermeister, motion carried. Ald. Dwyer presented the report of the Rules, Laws & Ordinance Committee meeting held on March 11, 1971, and moved that the report be accepted and placed on file. Seconded by Ald. Narlock, motion carried. Ald. Burgermeister presented the report of the Public Sewer Committee meeting held on March 10, 1971, and moved that the report be accepted and placed on file. Seconded by Ald. Wollman, motion carried. The minutes of the Plan Commission meeting held on March 16, 1971, were received and placed on file. 0 COMMUNICATIONS FROM THE MAYOR'S OFFICE Mayor Gottfried introduced the Aldermen to the Girl Scouts who were present in the audience. UNFINISHED BUSINESS Ordinance #191, As Amended - An Ordinance Creating Sec. 7.19 of the Municipal Code Requiring the Use of Flashing Red Warning Lights by School Bus Operators in Residential or Business Districts. Aid. Wollman moved ' to reconsider Ordinance #191, As Amended. Seconded by Ald. Foldy. Upon a voice vote, motion carried. Ald. Narlock moved to amend Ordinance i/191, As Amended, by changing the Section $17.19 contained therein to Section #7.20. Seconded by Ald. Dwyer. Upon a voice vote, the motion to further amend Ordinance #191, As Amended, ca~rried. Upon a voice vote to adopt Ordinance #191, As Amended, the motion carried. Common Council City of Muskego - 3123171 Page 2. NEW BUSINESS Resolution #43-71 - The Clerk read same, entitled, Resolution Authorizing l Compromise of Claim of Jt. School Dist. No. 1 Town of Vernon Against City of Muskego. Ald. Narlock moved for adoption, seconded by Ald. Wollman. Upon a roll call vote, the motion carried unanimously. Resolution #44-71 - The Clerk read same, entitled, Establishing Position of Juvenile Officer. Ald. Wollman moved for adoption, seconded by Ald. Foldy. Ald. Foldy requested permission of his fellow Aldermen to have Police Chief speak. As there were no objections, Chief Kraus briefly reviewed for the Council candidacy and qualification requirements set for said position in relationship to State and Local Units. Upon a roll call vote, the motion to adopt Resolution #44-71 carried unanimously. Resolution #45-71 - The Clerk read same, entitled, Acceptance of Bid for Pickup truck (International Harvester). Ald. Wollman moved for adoption, seconded by Ald. Burgermeister. Upon a roll call vote, the motion carried unanimously. Resolution 1146-71 - The Clerk read same, entitled, Acceptance of Bid for a Four-Wheel Drive Truck (International Harvester) Ald. Wollman moved for adoption, seconded by Ald. DeBack. Upon a roll call vote, the motion to adopt carried unanimously. Resolution #47-71 - The Clerk read same, entitled, Denial of Legal Lot Status (Valerie Black). Ald. Foldy moved for adoption, seconded by Ald. Burgermeister. Upon a voice vote, the motion carried. Resolution #48-71 - The Clerk read same, entitled, Requesting County Aid for the Construction of Gold Drive Bridge. Ald. Wollman moved for adoption, seconded by Burgenneister. Upon a roll call vote, the motion to adopt carried unanimously. Resolution #49-71 - The Clerk read, entitled, Authorizing the Advertising of Bids for Aeration System. Ald. Burgemneister moved for adoption, seconded by Ald. Wollman. Upon a voice vote, the motion to adopt carried. , Resolution i/50-71 - Ald. Wollman moved to suspend the rules that would interfere with the adoption of Resolution l/50-71. Seconded by Ald. Dwyer. Upon a roll call vote, the motion to suspend the rules carried unanimously. The Clerk read same, entitled, Confirming the Existance of a Separate Construction Account for Project WPC-WIS 540. Ald. Wollman moved for adoption, seconded by Ald. Burgermeister. Mayor Gottfried ex- plained that the adoption of this resolution was necessary to receive additional State funds. Upon a roll ca~ll vote, the motion to adopt Resolution i/50-71 carried unanimously. VOUCHER APPROVAL - Ald. Wollman moved for the approval of payment of vouchers in the amount of $158,557.20, payable March 24, 1971. Seconded by Ald. Narlock. Ald. Wollman moved to amend the voucher list by adding the amount of $35.00 to cover the entrance fee for State Police Basketball Tournament Registration Fee. Seconded by Ald. Narlock. Ald. DeBack spoke as being opposed to the amendment, Upon a roll call vote to amend the voucher list, Aldermen Burgermeister, Dwyer, Narlock and Wollman voted "a~ye". Aldermen DeBack and Foldy voted "no". The motion to amend the voucher list carried. Upon a roll call vo&e, the motion to pay the voucher list, as amended, ($158,592.20) carried unanimously. Common Council City of Muskego - 3123171 Page 3. Voucher Approval - Cont'd. Ald. Narlock moved for the approval of payment of sewer vouchers in the amount of $8,134.76, payable March 23, 1971. Seconded by Ald. Wollman. Upon a roll call vote, the motion carried unanimously. LICENSE APPROVAL Ald. Narlock moved for the approval of Operators Licenses for Harold Crosby and Linda Schneider. Seconded by Ald. Wollman. Upon a voice vote, motion carried. Ald. Wollman moved for approval for an Operators License for Jean Scheerer, subject to approval of a favorable Medical Report. Seconded by Ald. Narlock. Upon a voice vote, motion carried. COMMUNICATIONS AND MISCELLANEOUS BUSINESS The Clerk read a communication from David and Judith Ludwig, dated March 17, 1971, directed to the Common Council, regarding &ir 1969 and 1970 real estate assessment. Same referred to City Attorney and Finance Committee. In answer to a question from Ald. Dwyer, Mayor Gottfried advised that the bids for the 9% acres of city-owned land will be opened on March 31, 1971, and that there has been no new specific action on Industrial Park lands. The Clerk read a communication from the City Plat Commission, dated March 18, 1971, directed to Mayor Gottfried and the Common Council requesting additional time to further study a proposal for duplexes in the city prior to their decision regarding the duplexes on Gold Drive. Ald. Wollman moved to grant a 30-day extension to the Plan Commission to further study proposals for duplexes in the city. Seconded by Ald. Narlock. Upon a voice vote, motion carried.
