ccm19710309COMMON COUNCIL CITY OF MUSKEGO MINUTES OF MEETING HELD ON MARCH 9, 1971 Mayor Gottfried called the meeting to order at 7:Ol P.M. * PRESENT: Mayor Jerome Gottfried, Aldermen Robert Nurgenneister, John Dwyer, Charles Foldy, Frank Narlock, Harold DeBack, Lois Sapp and Walter Wollman. Also present were City Clerk Bette Bowyer and City Attorney John P. Buckley. MINUTES: Ald. Dwyer moved to approve the minutes of the meeting held on February 23, 1971, as mailed. Seconded by Ald. DeBack, motion carried. COMMITTEE REPORTS Ald. Narlock presented the report of the Finance Committee meeting held on March 3, 1971, and moved that the report be accepted and placed on file. Seconded by Ald. Wollman, motion carried. Ald. Burgermeister presented the report of the Public Works Coannittee meeting held on March 4, 1971, and moved that the report be accepted a and placed on file. Seconded by Ald. Wollman, motion carried. Ald. Dwyer presented the report of the Public Welfare Committee meeting held on March 4, 1971, and moved that the report be accepted and placed on file. Seconded by Ald. Burgermeister, motion carried. Ald. Dwyer presented the report of the Rules, Laws & Ordinance Committee meeting held on March 2, 1971, and moved that the report be accepted and placed on file. Seconded by Aid. Narlock, motion carried. COMMUNICATIONS FROM THE MAYOR'S OFFICE Mayor Gottfried advised that he, along with Ald. John Dwyer and City Attorney Buckley, would be attending the Labor Relations Workshop in Madison, Wisconsin, on March 12, 1971. He again invited any interested Aldermen to accompany them. UNFINISHED BUSINESS Ordinance 1~191 - An Ordinance Creating Sec. 7.19 of the Municipal Code Requiring the Use of Flashing Red Warning Lights by School Bus Operators in Residential or Business Districts. The Clerk gave the second reading. Ald. Wollman moved for adoption, seconded by Ald. Narlock. Ald. Dwyer moved to amend Ordinance #191, by changing the last word of the second paragraph from "loaded" to "unloaded". Seconded by Ald. Foldy. Upon a voice vote, the motion to amend Ordinance #191 carried. Upon a roll call vote, the motion to adopt Ordinance #191, As Amended, carried unanimously. Resolution 1132-71 - Ald. Narlock moved to reconsider Resolution i/32-71, entitled, Authorizing Payments to the City Treasurer to Cover Corrections in the 1970 Tax Roll. Seconded by Ald. Wollman. Upon a voice vote, the motion to reconsider Resolution j/32-71 carried. Ald. Narlock moved to amend Resolution #32-71 by changing the amount $856.48 to $149.08 and the amount $323.20 to $41.05 and by changing the amount in Paragraphs three and four from $1,179.68 to $190.53. (The amended amounts to rep- resent only the sewer assessment of the city-owned land) Seconded by Ald. Wollman. NEW BUSINESS a Resolution #36-71 - The Clerk read same, entitled, Acceptance of Bid for Set Sewer Project MSS-l-71 - Northeast District (Rock Contractors) Ald. Wollman moved for adoption, seconded by Ald. Sapp. Upon a roll call vote, the motion to adopt Resolution #36-71 carried unanimously. Resolution i/37-71 - The Clerk read same, entitled, Acceptance of Bid for Sewer Project MSS-2-71 - Northeast District (L & R Construction) Ald. Sapp moved for adoption, seconded by Ald. Burgermeister. Upon a roll call vote, the motion to adopt Resolution j/37-71 carried unanimously. Resolution #38-71 - The Clerk read same, entitled, Acceptance of Bid for Sewer Project MSS-1-71 - Northeast District (Rock Contractors). Ald. Burgermeister moved for adoption, seconded by Ald. Wollman. Upon a roll call vote, the motion to adopt Resolution #38-71 carried unanimously. Resolution #39-71 - The Clerk read same, entitled, Appointment to Water- shed Cormnission (Walter M. Spann) Ald. Wollman moved for adoption, seconded by Ald. Sapp. Upon a roll call vote, the motion to adopt l Resolution #39-71 carried unanimously. Resolution i/40-71 - The Clerk read same, entitled, Accepting a Grant from the Environmental Protection Agency ($32,250.00) Ald. Sapp moved for adoption, seconded by Ald. Narlock. In answer to a question from Ald. Dwyer, Mayor Gottfried explained that these monies are a grant from the Federal Government and that the City will be receiving addit- ional ORAP funds through the State of Wisconsin. Upon a roll call vote, the motion to adopt Resolution #40-71 carried unanimously. Resolution #41-71 - The Clerk read same, entitled, Requesting the Programming and Construction of an Urban Highway Improvement Project. Ald. Wollman moved for adoption, seconded by Burgenneister. Mayor Gottfried explained that the only cost to the City for the widening of S.T.H. 24 would be approximately $3,800.00 through the urban section of the City. Upon a roll call vote, the motion to adopt Resolution 1141-71 carried unanimously. Resolution Y/42-71 - The Clerk read same, entitled, Authorizing a State Bureau of Personnel Management Survey. Ald. Narlock moved for adoption, a seconded by Ald. Sapp. Discussion took place with Aldermen Burgermeister and DeBack speaking as being opposed tam the adoption of the resolution. Upon a roll call vote to adopt Resolution #42-71, Aldermen Dwyer, Narlock, / Foldy, Sapp and Wollman voted "aye". Aldermen DeBack and Burgermeister voted "nay". The motion to adopt Resolution i/42-71 carried. VOUCHER APPROVAL - Ald. Sapp moved for the approval of payment of sewer vouchers in the amount of $97.,486.91, payable 3115171. Seconded by Ald. Narlock. Upon roll call, motion carried unanimously. CITY OFFICIAL'S REPORTS - The Clerk read the Financial Report showing total assets for the month ending February 28, 1971, in the amount of $452,094.01. Report placed on file. The Clerk read the Building Report for the Month of February, 1971. Report placed on file. COMMUNICATIONS AND MISCELLANEOUS BUSINESS - The Clerk read a communication )i dated March 8, 1971, directed to the Public Sewer Committee, from Alvin, George and Veronica Schaefer regarding a petition for a deferred Sewer assessment. Communication referred to Sewer Committee and Attorney Buckley. ADJOURNMENT - Ald. DeBack moved to adjourn the meeting. Seconded by Ald. Dwyer. Motion carried. The meeting adjourned at 8:00 P.M.
