MINUTES OF MEETING HELD FEBRUARY 23, 1971
Mayor Gottfried called the meeting to order at 7:50 P.M.
PRESENT: Mayor Jerome Gottfried, Aldermen Robert Burgerme'kster, John
Dwyer, Charles Foldy, Frank Narlock, Harold DeBack, Lois Sapp and Walter
Wollman. Also present were City Clerk Bette Bowyer and City Attorney
John P. Buckley.
MINUTES: Ald. Dwyer moved to approve the minutes of the meeting held
on February 9, 1971, as mailed. Seconded by Ald. DeBack, motion carried.
COMMITTEE REPORTS
Ald. Narlock presented the report of the Finance Committee meeting held
on February 17, 1971, and moved that the report be accepted and placed
on file. Seconded by Ald. Wollman, motion carried.
Ald. Burgemneister presented the report of the Public Works Committee
meeting held on February 18, 1971, and moved that the report be accepted
and placed on file. Seconded by Ald. Wollman, motion carried.
Ald. Foldy presented the report of the Public Safety Committee meeting
held on February 11, 1971, and moved that the report be accepted and
placed on file. Seconded by Ald. Sapp, motion carried.
Ald. Dwyer presented the report of the Public Welfare Committee meeting
held on February 18, 1971, and moved that the report be accepted and
placed on file. Seconded by Ald. Burgermeister, motion carried.
Ald. Dwyer presented the report of the Rules, Laws & Ordinance Committee
meeting held on February 11, 1971, and moved that the report be accepted
and placed on file. Seconded by Ald. Narlock, motion carried.
Ald. Burgermeister presented the report of the Public Sewer Committee
meeting held on February 10, 1971, and moved that the report be accepted
and placed on file. Seconded by Ald. Sapp, motion carried.
The Minutes of the Plan Commission meeting he
were received and placed on file.
COMMUNICATIONS FROM THE MAYOR'S OFFICE
,ld on February 16, 1971,
Mayor Gottfried invited the Aldermen to attend a Labor Relations Workshop
to be held in Madison, Wisconsin, on March 12, 1971, with him.
Mayor Gottfried reported that he and the Aldermen would be appearing
before meetings of the various civic organizations and PTAs to answer
questions and give information regarding the advisory referendum to
be held on April 6, 1971, for a new City Hall and Library.
UNFINISHED BUSINESS
Ordinance #177 - The Clerk gave the second' rea,ding of Ordinance 1~177,
entitled, An Ordinance to Create Sec. 12.15 of the Municipal Code (Re:
Regulations of Use of Explosives) Ald. Narlock moved for adoption,
seconded by Aid. Foldy. Ald. Dwyer moved to amend Ordinance 8177 by
deleting the word "use" from the first paragraph and in the same paragraph
the following sentence be added after the word "device" "nor shall such
material be used for any purpose within the City". Seconded by Ald.
Narlock. Upon a voice vote, the motion to amend carried. Upon a roll
call vote, the motion to adopt Ordinance #177, As Amended, carried
unanimously.

Resolution j/25-71 - Determination of Legal Lot Status (Helmer V. Cook)
Aid. Foldy moved for the reconsideration of Resolution 825-71. Seconded
by Ald. Burgermeister. Upon a voice vote, the motion to reconsider
carried. Ald. Foldy moved to amend Resolution 1125-71 by changing the
Lot No. 51 to Lot No. 53 in the first and third paragraphs. Seconded
by Ald. Burgermeister. Upon a voice vote, the motion to amend carried.
Upon a voice vote, the motion to adopt Resolution 825-71, As Amended,
carried.
NFW BUSINESS
Resolution #31-71 - The Clerk read same, entitled, Authorizing Payment to
the City Treasurer to Cover Corrections in the Assessment Roll. Ald.
Wollman moved for adoption, seconded by Ald. Narlock. Ald. Narlock moved
to amend #31-71 by adding the following to the list of corrections:
2196.008 - $734.75 and by changing the total from $1,249.90 to $1,984.65
in the second and fourth paragraphs. Seconded by Ald. Wollman. Upon
a voice vote, the motion to amend carried. Upon a roll call vote, the
motion to adopt Resolution 831-71, As Amended, carried unanimously.

Resolution l/32-71 - The Clerk read same, entitled, Authorizing Payment
to the City Treasurer to Cover Corrections in the 1970 Tax Roll. Ald.
Narlock moved for the adoption of Resolution i/32-71, seconded by Ald.
Saw. Upon a roll call vote, the motion to adopt carried unanimously.
Resolution #33-71 - The Clerk read same, entitled, Determination of
Legal Lot Status (Brueckner). Ald. Foldy moved for adoption, seconded by
Ald. Burgermeister. Upon a voice vote, the motion to adopt carried.
Resolution $134-71 - The Clerk read same, entitled, Amendment to Salary
Resolution (Police Dept. Custodian) Ald. Wollman moved for adoption,
seconded by Ald. Narlock. Upon a voice vote, motion carried.
Resolution $135-71 - The Clerk read same, entitled, Approving Contract
with Ruekert & Mielke to Provide Engineering Service for Sanitary Sewer
Construction and Waste Water Treatment Plants. Ald. Sapp moved for
adoption, seconded by Ald. Wollman. Mayor Gottfried explained that State
and Federal Agencies require an up-to-date contract with the consulting
engineers in order to qualify for further State and Federal Funds. Upon
0 a roll call vote, the motion to adopt Resolution #35-71 carried una~nimously.
Ordinance #191 - The Clerk gave the first reading of Ordinance 8191,
entitled, Requiring the Use of Flashing Red Warning Lights by School
Bus Operators.
VOUCHER APPROVAL - Ald. Narlock moved for the approval of payment of
vouchers in the amount of $175,985.11, payable February 23, 1971.
Seconded by Ald. Sa~pp. Upon a roll call vote to pay the vouchers, the
motion carried unanimously.
LICENSE APPROVAL - Ald. Narlock moved for the approval of an Operator's
License for Jerome Brzeski, subject to the receipt of favorable Medical
and Fingerprint Reports. Seconded by Ald. Wollman, motion carried.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS

The Clerk read a petition from Larry Fischer, W200 S7100 Hi-Y Drive, re-
questing that the text of the B-l Neighborhood Convenience District in
Sec. 8.11 (7) B.d. of the Zoning Ordinance be amended. Ald. DeBack moved
to set the Public Hearing date for March 23, 1971, 7~15 P.M. Seconded by
Ald. Sapp, motion carried.
ADJOURNMENT - Ald. Sapp moved to adjourn, seconded by Ald. Dwyer. Motion
carried. The meeting adjourned at 8:35 P.M.
