CITY OF MUSKEGO
MINUTES OF MEETING HELD JANUARY ~12, 1971
Mayor Gottfried called the meeting to order at 7~35 P.M.
PRESENT: Mayor Jerome Gottfried, Aldermen Robert Burgenneister, John
Dwyer, Charles Foldy, Frank Narlock, Harold DeBack, Lois Sapp and Walter
Wollman. Also present were City Clerk Bette Bowyer and Assistant City
Attorney Joseph Wimmer.
MINUTES: Ald. Narlock moved to approve the minutes of the meeting held
on December 22, 1970, as mailed. Seconded by Ald. Wollman. Motion
carried.

COMMITTEE REPORTS
Ald. Sapp presented the report of the Finance Committee meeting held
on January 6, 1971, and moved that the report be accepted and placed
on file. Seconded by Ald. Narlock, motion carried.
Ald. DeBack presented the report of the Public Works Committee meeting
held January 7, 1971, and moved that the report be accepted and placed
on file. Seconded by Ald. Wollman. Motion carried.
Ald. Dwyer presented the report of the Public Welfare Committee meeting
held on January 7, 1971, and moved that the report be accepted and
placed on file. Seconded by Ald. Burgenneister, motion carried.
The minutes of the Plan Commission meeting held on January 5, 1971, were
received and placed on file.
COMMUNICATIONS FROM THE MAYOR'S OFFICE
Mayor Gottfried advised that the Committee selected to aid him in the
selection of a City Engineer for the City of Muskego have interviewed
four candidates and it was his hope to possibly make a recommendation
at the next Council meeting or the first meeting in March.
The Clerk read a Proclamation, signed by the Mayor, designating the
weekof January 17th thru the 23rd, 1971, as "JAYCEE WEEK" in the City
of Muskego.
UNFINISHED BUSINESS
Resolution #273-70, entitled, Approval to Raymond Otto for Future Sewer
Installation. Discussion took place relative to the location of the
easement through which the lateral to serve Mr. Otto must pass and the
decision of the Council that the Dept. of Natural Resources would make
the final determination as to whether or not a home would be permitted
on the island. Upon a roll call vote, the motion made on 12/22/70 to
adopt Resolution $1273-70 carried unanimously.
NEW BUSINESS
Resolution #l-71 - The Clerk read same, entitled, Authorizing Acceptance
of Dedication of Land from Lottie Zrembski. Aid. Wollman moved for the
adoption of Resolution #l-71, seconded by Ald. Burgermeister. Upon a
roll call vote, the motion to adopt carried unanimously.

Resolution 112-71 - The Clerk read same, entitled, Authorizing Transfer of
Funds.

Ald. Sapp moved for the adoption of Resolution i/2-71, seconded by
Narlock. Upon a roll call vote, the motion to adopt carried unanimously.
Resolution #j-71 - The Clerk read same, entitled, Refund for Assessment
Error (Sobieski) Ald. Narlock moved for the adoption of Resolution i/3-71.
Seconded by Ald. Sapp. Upon a roll call vote, the motion to adopt carried
unanimously.
Resolution 114-71 - The Clerk read same, entitled, Denial of Claim for
Paula T. Ross. Ald. Wollman moved to adopt, seconded by Ald. Narlock.
Upon a roll call vote, the motion to adopt carried unanimously.
Resolution #5-71 - The Clerk read same, entitled, Retaining the Services
of Ehlers & Associates, Inc. As Fiscal Consultants for the City of Muskego.
Ald. Narlock moved for adoption, seconded by Ald. Sapp. Upon a roll call
vote, the motion to adopt carried unanimously.
Resolution #6-71 - The Clerk read the resolution, entitled, Accepting
Quit Claim Deed for the Extension of East Drive from Raymond Wallner.
Ald. Burgenneister moved for the adoption of Resolution #6-71. Seconded
by Ald. Wollman. Aid. DeBack requested permission of his fellow Aldermen
to have Mr. Raymond Wallner speak. Mr. Wallner stated his reasons as to
why he felt the resolution should be adopted. Mayor Gottfried then spoke
as being opposed to the acceptance of the Quit Claim Deed. Attorney
Wimmer reviewed Ch. 80.01(5)%elating to this matter. Ald. Wollman
moved to defer action on Resolution #6-71 for two weeks and to refer
it to the Plan Commission. Seconded by Ald. Burgermeister. Upon a
voice vote, the motion carried.
Resolution #7-71 - The Clerk read same, entitled, A Resolution Clarifying
the Provisions of Resolution #241-70, As Amended (Re: Salaries of Highway
Dept.) Ald. Wollman moved for the adoption of Resolution #7-71. Seconded
by Ald. Dwyer. Ald. Foldy moved to amend the last paragraph of the res-
olution by changing the second last word from "holiday" to "regular".
Seconded by Ald. Sapp. Upon a voice vote, the motion to amend carried.
Upon a roll call vote, the motion to adopt Resolution $17-71, As Amended,
carried unanimously.
a Resolution #8-71 - The Clerk read same, entitled, Approval of Contract
With Associated Hospital Services (Blue Cross - Blue Shield) Ald. Sapp
moved for the adoption of the resolution, seconded by Ald. Narlock. Upon
a roll call vote, the motion carried unanimously.
Ordinance #189 - The Clerk gave the first reading of same, entitled, An
Ordinance Providing for Payment of Compensation to the Assistant City
Attorney.
Resolution #9-71 - Desigantion of Legal Lot (Robt. Baas-Gaulke Drive) Ald.
Wollman moved to suspend the rules that would interfere with the adoption
of Resolution #g-71. Seconded by Ald. DeBack. Upon a roll call vote to
suspend the rules, the motion carried unanimously. The Clerk read the
resolution. Ald. Wollman moved for adoption. Seconded by Ald. Foldy.
Upon a roll call vote, the motion to adopt Resolution #9-71 carried
unanimously.
Resolution #lo-71 - Waiving of Building Permit Fees for the Construction

of Swimming Pool. Ald. Narlock moved to suspend the rules that would
interfere with the adoption of the resolution. Seconded by Ald. Dwyer.
The Clerk read Resolution /IlO-71. Ald. Narlock moved to adopt, seconded
by Ald. Dwyer. Upon a roll call vote, the motion to adopt carried
unanimously.

VOUCHER APPROVAL - Ald. Sapp moved for the approval of payment of Sewer
l Vouchers in the amount of $179,916.29, payable l/12/71. Seconded by
Ald. Narlock. Upon a roll call vote, the motion carried unanimously.
CITY OFFICIAL'S REPORTS - The Clerk gave the Fina~ncial Report, showing
total assets of December 31, 1970, in the amount of $514,895.67. Report
placed on file.
The Clerk gave the Building Report for the month of December, 1970,
same placed on file.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS
The Clerk read a communication directed to the Common Council f$y-,
W. A. Bechthold, dated January 7, 1971, requesting extension"Z0 operate
an asphalt plant on Crowbar Road. Communication referred to Plan
Commission.
ADJOURNMENT - Ald. Wollman moved to adjourn. Seconded by Ald. Sapp.
Motion carried. The meeting adjourned at 8:50 P.M.
