MINUTES OF MEETING HELD DECEMBER 8, 1970
Mayor Gottfried called the meeting to order at 8:09 P.M.
PRESENT: Mayor Jerome Gottfried, Aldermen Robert Burgenneister, John
Dwyer, Charles Foldy, Frank Narlock, Harold DeBack, Lois Sapp and Walter
Wollman. Also uresent were City Clerk Bette Bowver and Citv Attorney

MINUTES: Ald. Dwyer moved to approve the minutes of the meeting held
on November 24, 1970, as maFled. Seconded by Aid. Foldy, motion carried.
COMMITTEE REPORTS
held Ald. Sapp presented the reports of the Finance Committee meeting
December 2, 1970 and December 8, 1970, and moved that the reports be
accepted and placed on file. Seconded by Ald. Narlock, motion carried.
Ald.DeBack presented the report of the Public Works Committee meeting
held on December 3, 1970, and moved that the report be accepted and
placed on file. Seconded by Ald. Wollman, motion carried.

The minutes of the Plan Commission meeting held on December 1, 1970,
were received and placed on file.
COMMUNICATIONS FROM THE MAYOR'SOFFICE
Mayor Gottfried extended a welcome to the students from Bay Lane School
who were attending this meeting to aid them in their studies of City
Government.
Mayor Gottfried announced that the Committee responsible for the
screening of applications for the position of City Engineer have
narrowed the field to three and on Tuesday, December 15, 1970, inter-
views with the selected three applicants will take place. He invited
all of the aldermen to attend.
6 Mayor Gottfried advised that the Finance Committee is recommending that
the high bid in the amount of $15,000.00 be accepted for the former
Bluhm home with one acre of land.
Mayor Gottfried recommended that the original bid that had been received
from Reilly & Associates for the nine and one-half acres of land owned
by the City on the east side of Pioneer Drive be rejected and the land be
readvertised for sale.
UNFINISHED BUSINESS
l Resolution #224-70 - Accepting Low Bid for Installation of Sewer
Connections (Andrews Plumbing). This resolution had been deferred
from the previous meeting and was on the floor. Discussion followed
and it was determined that no definite commitment had been received
from either the owners of the land or the owners of the building as
to when the building would be removed and upon a roll call vote to adopt

and Wollman voted "aye". Ald. DeBack voted "no". The motion to adopt
Resolution #224-70 carried.

Resolution 11241-70 - Establishing Salaries for Elected Officials and
Other Employees of the City of Muskego for 1971. This resolution had
been deferred from the previous meeting. Ald. Wollman moved to amend
Resolution i/241-70 to include the word "Clerk-Stenographer - $2.96 per
Hour" Seconded by Ald. Narlock. Upon a voice vote, the motion to
amend carried. Ald. Wollman moved to further amend Resolution #241-70
under the paragraph entitled, Holidays, by changing the paragraph to
read "All full time employees working on Sundays or holidays shall
receive double time." Seconded by Ald. Sapp. On the motion to further
amend Resolution l/241-70, Aldermen Burgenaeister, DeBack, Foldy and
Narlock voted "no". Aldermen Dwyer, Sapp and Wollman voted "aye".
The motion to further amend Resolution #241-70 did not carry. Ald.
Foldy moved to further amend Resolution #241-70, by changing the
paragraph to read "An employee who works on a Sunday, which is not
part of his normal work schedule shall receive double time. An employee
who works on a holiday, which is not a part of his regular work schedule
shall receive, in addition to his holiday pay, one and one-half times
of his regular pay". Seconded by Ald. Burgermeister. Upon a roll
call vote to further amend Resolution.#241-70, Aldermen DeBack, Dwyer,
Foldy, Narlock, Sapp and Wollman voted "aye". Ald. Burgermeister
voted "no". The motion to further amend Resolution #241-70 carried.
Upon a roll call vote to adopt Resolution #241-70, As Amended, the
motion carried unanimously.
Ordinance 8177 - An Ordinance to Create Sec. 12.15 of the Municipal
Code (Re: Storage and Use of Explosives) Ald. Narlock moved to defer
action on Ordinance 1~177 until an informal Public Hearing could be
held with the Rules, Laws & Ordinance Committee. Seconded by Dwyer.
Upon a voice vote, the motion carried.
Ordinance #186 - An Ordinance to Rezone Certain Property and to Amend
the Zoning Map of the City of Muskego (Schaefer) Ald. Wollman moved
to defer action on Ordinance 1~186 until the next meeting of the Council.
Seconded by Ald. DeBack. Upon a voice vote, the motion to defer carried.
Ordinance 11188 - The Clerk gave the second reading of Ordinance #188,
entitled, Appropriating the necessary Funds for the Operation of the
Government and Administration of the City for 1971. Ald. Narlock
moved for the adoption of Ordinance 8188. Seconded by Ald. Sapp. Upon

Resolution #204-70 - The Clerk read Resolution #204-70, entitled,
Accepting the Bid for the Purchase of 9.5 Acres of Land. This
resolution had been deferred from a previous meeting and was on the
floor. Upon a roll call vote, the Aldermen unanimously voted "no".
The motion to adopt Resolution #204-70 did not carry.
Resolution 8255-70 - The Clerk read the resolution, entitled, Accepting
the Recommendation of the Plan Commission to Deny a Petition to Amend
the Zoning Ordinance and to Rezone Property in Sec. 29. Ald. Foldy
moved for the adoption of Resolution #255-70, seconded by Ald. Burger-
meister. Ald. DeBack requested permission to abstain from voting on
this resolution. Said request was granted. Following discussion,
Ald. Wollman moved to defer action on Resolution #255-70 for two weeks.
Seconded by Ald. Ikrlyer. Upon a roll call vote to defer, Aldermen
Burgermeister, Narlock, Sapp and Wollman voted "aye". Aldermen Dwyer
and Foldy voted "no". The motion to defer action for two weeks carried.

At 9:05 P.M. Mayor Gottfried declared a recess and the meeting reconvened
at 9:16 P.M.
Resolution #247-70 - The Clerk read same, entitled, Appointment of Member
to Park & Recreation Board (Wm. Molenda). Ald. Foldy moved for the
adoption, seconded by Ald. Rurgermeister. Upon a roil call vote, the

motion to adopt Resolution i/247-70 carried unanimously.
Resolution #250-70 - The Clerk read same, entitled, Denial of Claim of
Mrs. Vera Hoefs. Ald. Wollman moved for adoption, seconded by Ald.
Narlock. Upon a roll call vote, the motion carried unanimously.
Resolution i/251-70 - The Clerk read same, entitled, Denial of Claim of
Mike Lang. Ald. Narlock moved for the adoption of same, seconded by
Ald. Wollman. Upon a roll call vote, the motion to adopt carried
unanimously.
Resolution f/252-70 - The Clerk read same, entitled, Denial of Claim
of James Ross. Ald. Wollman moved for the adoption of Resolution #252-70,
seconded by Ald. Narlock. Upon a roll call vote, the motion carried
unanimously.
Resolution #253-70 - The Clerk read same, entitled Appointment of Member
to Capital Budgeting Committee (Roy Henrichs) Ald. Dwyer moved for the
adoption, seconded by Ald. DeBack. Upon a roll call vote, the motion
carried unanimously.
Resolution #254-70 - Acceptance of Low Bid of Industrial Appriasal Co.
for City's Insurance Needs. The Clerk read same. Ald. Sapp moved for
the adoption of Resolution #254-70, seconded by Ald. Narlock. Upon a
roll call vote, the motion to adopt carried unanimously.
Resolution j/256-70 - The Clerk read same, entitled, Approving the Final
Plat oft Parkland No. 1. Ald. Burgermeister moved for the adoption of
Resolution j/256-70, seconded by Ald. Sapp. In answer to a question
from Ald. Narlock, Attorney Buckley reviewed the terms of the Agreement
between Parkland Shopping Center, Inc. and the City of Muskego. Upon
a roll call vote, the motion to adopt Resolution f/256-70 carried unan-
imously.
6 Resolution #257-70 - The Clerk read the resolution, entitled, Authorizing
the Bidding of Sanitary Sewer Project MSS-G-70 (Northeast District)
Ald. Burgenaeister moved for the adoption of Resolution #257-70, seconded
by Ald. Wollman. Upon a voice vote, motion carried.
Resolution 1~258-70 - The Clerk read the resolution, entitled, Authorizing
the Advertising of Bids for Sewage Treatment Plant. Ald. Wollman moved
for the adoption of same, seconded by Ald. Burgermeister. Upon a voice
vote, the motion to adopt carried.

Resolution #259-70 - The Clerk read the resolution, entitled, Acceptance
of Highest Bid for Former Bluhm House. Ald. Narlock moved for adoption,
seconded by Ald. Wollman. Ald. Narlock requested permission to have Mr.
Clarence Beierle speak. As there were no objections, Mr. Beierle spoke
relative to the procedure used in the bidding of the house. Attorney
Buckley assured the Council that the bidding was in order. Upon a roll
call vote, the motion to adopt Resolution #259-70 carried unanimously.

Resolution 1~260-70 - The Clerk read same, entitled, Establishing Traffic Regulations (Oak Grove Drive a One-Way Street) Ald. Wollman
moved for the adoptioa of same, seconded by Ald. DeBack. Ald. Wollman moved to defer action on this resolution for two weeks. Seconded by Ald. Sapp. Upon a voice vote, motion to defer carried.
VOUCHER APPROVAL - Ald. Wollman moved to authorize the City Clerk to
make payment in the amount of $lO,OOO.OO to Brookfield Culvert Co.
for Tess Corners Project. Seconded by Ald. Burgermeister. Upon a
roll call vote, the motion carried.
LICENSE APPROVAL - Ald. Narlock moved for approval of Operator's
License for Raymond Petroviak, subject to receipt of favorable Finger-
print Report. Seconded by Ald. Sapp. Upon a voice vote, motion
carried.
CITY OFFICIAL'S REPORTS - The Clerk gave the Financial Report for
the month of November, 1970, showing total assets in the amount of
$487,270.84. Report placed on file.
The Clerk gave the Building Report for the month of November, 1970,
and same to be placed on file.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS
Mayor Gottfried advised that several communications have been received
regarding sewer installation and same will be referred to the Public
Sewer Committee.
The Clerk read a communication directed to the Mayor and Council
from Mrs. Lottie Zrembski offering to the City of Muskego a small
parcel of land owned by her in the Lochcrest Plat. Communication
referred to the Sewer Committee.
Mayor Gottfried advised that he is appointing Aldermen Foldy, Dwyer
and Narlock to serve on a special committee to arrange a meeting
with Mr. Sam Lawent to investigate and discuss a proposal that has
been submitted by Mr. Lawent regarding a civic center. Ald. Foldy
to serve as Chairman of the Committee.
Mayor Gottfried declared a recess at 9:55 P.M. and the meeting re-
convened at LO:07 P.M.
ResolutFon #261-70 - Ald. Wollman moved to suspend the rules that
would allow Resolution #261-70, entitled, Authorizing Agreement Between
James Cape Construction Co. and the City of Muskego for the Completion
of Gold Drive, to be acted upon this evening. Seconded by Ald. DeBack.
Upon a roll call vote to suspend the rules, the motion carried unanimously.
The Deputy Clerk read Resolution 1~261-70. Ald. Wollman moved for the
adoption of Resolution #261-70. Seconded by Ald. DeBack. Upon a roll
call vote, the motion to adopt Resolution #261-70 carried unanimously.
ADJOURNMENT - Ald. Dwyer moved for adjournment. Seconded by Ald.
Narlock. Motion carried. The meeting adjourned at LO:14 P.M.
