ccm19700512COMMON COUNCIL MINUTES OF MEETING HELD MAY 12, 1970 Mayor Gottfried called the meeting to order at 7:45 P.M. PRESENT: Mayor Jerome J. Gottfried, Aldermen Robert Burgermeister, Harold DeBack, Frank Narlock, Charles Foldy, Lois Sapp and Walter Wollman. Also present were City Clerk Bette Bowyer and City Attorney John P. Buckley. l Ald. Wollman moved to approve the on April 28, 1970, and the motion carried. ELECTION OF ALDERMAN 'IU WARD VII minutes of the regular meeting held was seconded by Ald. Narlock and was as follows: ~. Edwin P. Dumke, 3 - On the nominating ballot the vote John Dwyer, 2 - Orlo J. Zlensky, 1 - Theodore Blattner, John Glockner and Dennis Chmiel, 0 votes. On the election ballot the vote was as follows: John Dwyer, 4 - Edwin P. Dumke, 2 - Orlo Zlensky, Theodore Blattner, John Glockner and Dennis Chmiel, 0 votes. Mr. John Dwyer was duly elected Alderman of Ward VII, term to expire April, 1971. COMMITTEE REPORTS 0 Ald. Sapp presented the report of the Finance Committee meeting held on May 6, 1970, and moved that the report be accepted and placed on file. Seconded by Ald. Narlock, motion carried. Ald. DeBack presented the report of the Public Works Committee meeting held on May 7, 1970, and moved that the report be accepted and placed on file. Seconded by Ald. Wollman, motion carried. Ald. Foldy presented the report of the Safety Committee meeting held on May 7, 1970, and moved that the report be accepted and placed on file. Seconded by Ald. Sapp, motion carried. Ald. Burgermeister presented the report of the Public Welfare Committee meeting held on May 7, 1970, and moved that the report be accepted and placed on file. Seconded by Ald. Wollman, motion carried. Ald. Foldy presented the report of the Rules, Laws & Ordinance Committee a meeting held on April 30, 1970, and moved that the report be accepted and placed on file. Seconded by Ald. Narlock, motion carried. The minutes of the Plan Commission meeting held on May 5, 1970, were - received and will be placed on file. COMMUNICATIONS FROM THE MAYOR'S OFFICE Mayor Gottfried announced that Ald. Dwyer would be serving on the Public Welfare Committee and the Rules, Laws & Ordinance Committee. Mayor Gottfried stated that an informal hearing regarding the proposed a rezoning in Sec. 25 for the purpose of constructing a Tess Comers Fire Dept. Substation would be held on May 26, 1970, at 7:00 P.M. in city hall. Mayor Gottfried stated that due to many problems regarding the depth of the sewers to be installed in the Northwest District, the earliest date the Public Hearing could be held would be June 24, 1970. 0 Mayor Gottfried advised that he has been in contact the Wisconsin Telephone Co. and has requested that they expedite the relocation of the cable in the park. Barry Co., Birch-Grisa-Phillips and Ruekert & Mielke to determine estimated cost of total development of the park. UNFINISHED BUSINESS l Resolution #61-70 - Authorizing Continuance of Consulting Services of Casey Kendziorski, Jr. Ald. Wollman moved to lay Resolution #61-7-O on the table until the second meeting in November, 1970. Seconded by Ald. Burgermeister. Upon a roll call vote, the motion carried unanimously. Resolution #66-70 - Resolution Relating to Final Determination of Special Assessment. Ald. Sapp moved to defer Resolution #66-70 until the next regular meeting. Seconded by Ald. Narlock. Upon a voice vote, motion carried. Resolution #75-70 - The Clerk read Resolution #75-70, entitled, Establishing Traffic Regulations (No Parking on East Side of Garnet Drive). As Resolution 875-70 was already on the floor, upon a roll call vote, the motion to adopt carried unanimously. 0 NEW BUSINESS Resolution &O-70 - The Clerk read Resolution #90-70, entitled, Appointment of Citizen Membe,r to Park and Recreation Board (Richard Maurice).Al&Rngameisinr moved for the adoption of same. Seconded by Ald. Narlock. Upon a roll call vote, the motion carried unanimously. Resolution #91-70 - The Clerk read Resolution #91-70, entitled, Per- mitting,the Establishment of Iwo Substandard Lots under Sec. 12 of the Subdivision Control Ordinance (Hilmer Bolt) Ald. Wollman moved for the adoption of Resolution Y/91-70, seconded by Ald. Foldy. The Clerk read a recommendation from the Plan Commission recommending same. Upon a roll call vote, the motion to adopt Resolution #91-70 carried unanimously. Resolution #92-70 - The Clerk read Resolution #92-70, entitled, Appointing Building Inspector and Assistant Building Inspector as Agents for the County to Issue Permits for Installation of Septic Tanks. l Aid. Burgermeister moved for the adoption of Resolution #92-70, seconded by Ald. Wollman. Upon a roll call vote, the motion to adopt carried unanimously. .Resolution 893-70 - The Clerk read Resolution #93-70, entitled, Accepting Low Quotation to Provide the Necessary Bonds for City Employees (M. Rosinski). Ald. Narlock moved for the adoption of Resolution j/93-70, seconded by Ald. Sapp. Upon a roll call vote, the motion to adopt Resolution #93-70 carried unanimously. Resolution #94-70 - The Clerk read Resolution #94-70, entitled, Approving the Recommendation of the County Relating to Speed Limits l on Racine Ave. Ald. Sapp moved for the adoption of Resolution #94-70, seconded by Ald. Foldy. Upon a roll call vote, the motion to adopt carried unanimously. Resolution #96-70 - The Clerk read Resolution #96-70, entitled, Establishing Traffic Regulations. Ald. Narlock moved for the adoption of same, seconded by Ald. Narlock moved for the approval of an Operator's License for Geoffrey Gottheardt. Seconded by Ald. Wollman. Upon a voice vote, the motion carried. CITY OFFICIAL'S REPORTS The Clerk gave the Financial Report showing total assets in the amount of $441,738.51 as of April 30, 1970. Report placed on file. The Clerk gave the Building Report for April, 1970, same to be placed on file. COMMUNICATIONS AND MISCELLANEOUS BUSINESS The Clerk read a proclamation from Mayor Gottfried urging citizens to support the sale of Buddy Poppies. The Clerk a communication from Attorney Clayton Cramer directed to Mayor Gottfried, dated May 8, 1970, regarding a tax claim from James Kohne. Communication referred to Attorney Buckley. The Clerk read a communication from Bruce Pollock Realty Co., Inc., directed to the Council, dated May 11, 1970,, requesting determination of status of Lots 24 and 25, Plat of Kingstons. Communication referred to the Plan Commission. The Clerk read a communication from Attorney Jack Radtke, directed to the City Clerk, dated May 6, 1970, applying for an Extractive Permit for Gravel, Inc. Communication referred to the Plan Commission. The Clerk read a petition submitted to the Council on May 6th requesting the rezoning of the basic underlying district of the George Schaefer property (146 acres) in the S% of Sec. 8, as well as for a Planned Development Overlay. Ald. Narlock moved to set the Public Hearing date for June 23, 1970, at 7:OO P.M. in the City Hall. Seconded by Ald. DeBack. Upon a roll call vote to set the Public Hearing, Aldermen Burgermeiater, DeBack, Dwyer, Narlock and Wollman voted "aye". Aldermen Foldy and Sapp voted "no". The motion to set the Public Rearing carried. Ald. Burgenueister moved to set the public lmaring date for the installation of sewers in the Northwest District for June 24, 1970, at 7~30 P.M. in the All-Purpose Room of Muskego High School. Seconded by Ald. Wollman, motion carried. Mayor Gottfried advised that the Audit Report for the City will soon be available for the Aldermen to review. Aid; Wollman advised that the Mayor and Aldermen are invited to participate in the Memorial Day Parade on May 30, 1970. Ald. Dwyer moved to adjourn the meeting. Seconded by Ald.
