CITY OF MUSKEGO
MINUTES OF ORGANIZATIONAL MEETING HELD APRIL 21, 1970, 7:00 P.M.
Prior to the beginning of the meeting, County Judge Harold Wollenzien
administered the Oath of Office to newly elected Mayor of the City of
Muskego, Jerome J. Gottfried. Following the ceremony, Mrs. Gottfried
presented her husband with a gold pin with the inscription "We like it

here, City of Muskego". Judge Wollenzien then administered the Oath
of Office to the three newly elected Aldermen, Cha~rles Foldy, Ward I,
Robert Burgermeister, Ward III and Frank A. Narlock, Ward V. Following
this, Judge Wollenzien administered the Oath of Office to newly elected
City Clerk-Comptroller, Bette J. Bowyer, City Treasurer Jean A. Sanders
and Assessor, Paul A. DeAngelis, Deputy Treasurer Barbara Sands and
Deputy City Clerk June Elger.
At 7:30 P.M. Mayor Gottfried called the Organizational meeting to
order. Present were Aldermen Edmund Budish, Robert Burgermeister,
Harold DeBack, Charles Foldy, Frank Narlock, Lois Sapp, and Walter
Wollman. Also present were City Clerk Bette Bowyer and City Attorney
John P. Buckley.
The first order of business was to elect the President of the Common
Council. On the nominating ballot, Ald. Wollman received four votes l and Ald. Narlock received three votes. On the election ballot, Ald.
Wollman received four votes and Ald. Narlock received three votes.
Ald. Walter Wollman was elected President of the Common Council. He
thanked his fellow aldermen for their vote of confidence.
The next order of business was to elect the Council representative
to the Plan Commission. On the nominating ballot, Ald. Foldy received
four votes and Ald. Narlock received three votes. On the election
ballot Ald. Foldy received four votes and Ald. Narlock received three
votes. As a two-thirds vote is needed on the election of the Council
representative to the Plan Commission, it was necessary to continue
the voting. On the next election ballot Ald. Narlock received two
votes and Ald. Foldy received five votes. Ald. Foldy was elected
Council representative to ~the Plan Commission.
Mayor Gottfried then announced his appointments to the following
Common Council Committees: FINANCE: Walter Wollman, Lois Sapp and
Frank Narlock. PUBLIC WORKS: Walter Wollman, Chairman, Harold

DeBack and Robert Burgermeister. RULES, LAWS & ORDINANCE: Frank
Narlock, Chairman, Charles Foldy and Edmund Budish. PUBLIC SAFETY:
Lois Sapp, Chairman, Harold DeBack and Charles Foldy. PUBLIC WELFARE:
Robert Burgermeister, Chairman, Edmund Budish and Walter Wollman.
MUNICIPAL SEWER: Walter Wollman, Robert Burgermeister and Lois Sapp.
NEGOTIATIONS: Harold DeBack and Lois Sapp.
ADJOURNMENT - Ald. Foldy moved to adjourn this meeting to a Committee
meeting of the Whole on Thursday, April 23, 1970 at 7~30 P.M. Seconded
by Ald. Sa~pp. Motion carried,
