PRESENT: Mayor Donald Wieselmann, Aldermen Robert Burgermeister, Edmund Budish, Harold DeBack, Frank Narlock, Emmett O'Connell, Lois Sapp and Walter Wollman. Also present were Deputy Clerk June Elger and City Attorney John P. Buckley. APPROVAL OF MINUTES: Ald. Narlock moved to approve the minutes ot the regular meeting held on March 24, 1970, and of the special meeting held on April 1, 1970. Seconded by Ald. Burgermeister, motion carried. COMMITTEE REPORTS Finance Committee - Ald. Narlock presented the report of the meeting held on April 8, 1970, and moved that the report be accepted and placed on file. Seconded by Ald. DeBack, motion carried. Public Works Committee - Ald. Wollman presented the report of the meeting held on April 9, 1970, and moved that the report be a accepted and placed on file. Seconded by Ald. Budish, motion carried. Public Welfare Committee - Ald. Burgermeister presented the report of the meeting held on April 8, 1970, and moved that the report be accepted and placed on file. Seconded by Ald. Wollman, motion carried. Public Safety Committee - Ald. Sapp presented the report of the meeting held on April 8. 1970. and moved that the report be accepted and placed on file; motion carried. Seconded by Aid. Burgermeister, Rules, Laws & Ordinance Committee - No report. Plan Commission - No report. UNFINISHED BUSINESS Resolution #14-70 - Establishing Salaries for Elected Officials and Other Employees of the City of Muskego. Ald. Burgermeister moved to defer action on Resolution #14-70. Seconded by Ald. Wollman. The Deputy Clerk read the Prime Carrier Rule clarifying duplicity of insurance coverage which had been submitted by Mr. John Skulley, representative of Associated Hospital Insurance. Upon a roll call vote on the motion to defer, Aldermen Burgermeister, Sapp and Wollman voted aye and Aldermen Budish, \ DeBack, Narlock, and O'Connell voted no and the motion lost. Upon a roll call vote on the motion to adopt, Aldermen Burgermeister and Wollman voted no and Aldermen Budish, DeBack, Narlock, O'Connell and Sapp voted aye and the motion to adopt carried. Resolution #56-70 - The Deputy Clerk read Resolution #56-70 entitled Resolution Authorizing Conveyance of Lands to Former Owner. Ald. DeBack moved to adopi Resolution #56-70. Seconded by Ald. Budish. Upon a roll call vote the motion carried unanimously. Resolution #57-70 - The Deputy Clerk read Resolution #57-70 entitled Authorlzlng the Advertising of Bids for Sanitary Sewer Project MSS-2-70 and MSS-3-70. Ald. Narlock moved to adopt Resolution #57-70. Seconded by Ald. Budish. Upon a roll call vote the motion carried unanimously. Page 2 - Common Council April 14, 1970 Resolution #58-70 - The Deputy Clerk read Resolution #58-70 entitled Resolution Designating Public Depository and Authorizing Withdrawal of City of Muskego Moneys. Ald. Budish moved for the adoption of Resolution #58-70, seconded by Ald. Narlock. Ald. Burgermeister moved to'defer action on Resolution #58-70, seconded by Ald. Wollman. At the request of Ald. Burgermeister, the Deputy Clerk read a communication from incoming Mayor Jerome Gottfried dated April 13, 1970, requesting that action on matters referring to financial affairs be deferred. Mayor Wieselmann encouraged the adoption of Resolution #58-70. Upon a roll call vote to defer action on Resolution #58-70, Ald. Budish, DeBack and O*Connell voted "no" and Aldermen Burger- meister, Narlock, Sapp and Wollman voted "aye" and the motion to defer carried. Resolution #59-70 - The Deputy Clerk read Resolution #59-70 entitled Resolution Accepting the Report of the Board of Canvassers of the April 7, 1970, Election. Ald. DeBack moved to adopt Resolution #59-70, seconded by Ald. O'Connell, and the motion carried. Resolution #60-70 - The Deputy Clerk read Resolution #60-70 entitled Resolution Accepting Offer of Robert Lentini. Ald. Bureermeister moved to adoDt Resolution #60-70. seconded by Ald. Narlo;k. City Attorney Buckley advised that the Plan Commission had recommenhed that action on this proposal be deferred until the easement problems have been resolved and that it would be his recommendation that action on this resolution be deferred. The Deputy Clerk read the communication from the City Plan Commission directed to the Mayor and Council recommending deferment. Ald. Wollman moved to defer action on Resolution #60-70, Ald. Budish seconded the motion and the motion carried. Resolution #61-70 - The Deputy Clerk read Resolution #61-70 entitled Resolution Authorizing Continuance of Consulting Services of Casey Kendziorski, Jr., as well as the proposal for consultant engineering submitted by Mr. Kendziorski. Ald. Burgermeister expressed concern that the proposal had not been submitted to the aldermen for review prior to this meeting. Ald. Wollman moved to defer action on Resolution #61-70. Ald. Burgermeister seconded the motion. Upon a roll call vote, Ald. Budish voted "no" and Aldermen Burgermeister, DeBack, Narlock, O'Connell, Sapp and Wollman voted "aye" and the motion to defer carried. Ordinance #167 - The Deputy Clerk gave the first reading of Ordinance #167 entgtled An Ordinance Amending Chapter 20 of the Municipal Code (Boating Ordinance). Resolution #62-70 - Ald. Budish moved to suspend the rules that would interfere with the adontion of Resolution #62-70 entitled Resolution Authorizing Execution of Lease with Harold Diekfuss. Ald. Wollman seconded the motion and upon a roll call vote the motion carried unanimously. The Deputy Clerk read Resolution #62-70. Ald. DeBack moved to adopt Resolution #62-70. Ald. Budish seconded the motion and upon a roll call vote the motion carried unanimously. Mayor Wieselmann declared recess at 8:40 P. hi. and the meeting reconvened at 8:57 P. M. Mr. Seegar Swanson, financial consultant, appeared and reviewed Resolution #64-70, Authorizing and Providing for the Borrowing of $l,OSO,OOO, and Resolution #63-70, Authorizing and Providing for the Borrowing of $305,000. He suggested that the Council study the proposals prior to the next meeting. Page 3 - Common Council April 14, 1970 Resolution #65-70 - Ald. Budish moved to suspend the rules that interfere with the adoption of Resolution #65-70 entitled Resolution Terminating Tenancy of Edward Zidar. Ald. DeBack seconded the motion and upon a roll call vote, the motion carried unanimously. The Deputy Clerk read Resolution #65-70. Ald. Budish moved for adoption of Resolution #65-70. Ald. DeBack seconded the motion and upon a roll call the motion carried unanimously. Resolution #66-70 - Ald. Budish moved to suspend the rules that would interfere with the adoption of Resolution #66-70 entitled A Resolution Relating to Final Determination of Special Assessments. Ald. Burgermeister seconded the motion and upon a roll call vote the motion carried unanimously. The Deputy Clerk read Resolution #66-70. Ald. Budish moved for adoption of Resolution #66-70. Ald. Narlock seconded the motion. Ald. Sapp expressed concern at the adoption of Resolution #66-70 and other resolutions relating to special assessments in the Northwest Sewer District prior to the advertising and acceptance of bids. Ald. Sanp moved to defer action on Resolution #66-70. Aid. Wollman seconded the motion and upon a roll call vote, Alderman Budish voted "no*' and Aldermen Burgermeister, DeBack, Narlock, O'Connell, Sapp and Wollman voted "aye" and the motion carried. LICENSE APPROVAL Ald. Narlock moved to approve an Operator's License for Jack favorable fingerprint and medical Erickson pending receipt of report. Ald. Burgermeister carried. seconded the motion and the motion CITY OFFICIAL'S REPORTS The Deputy Clerk read the building report for the month of March, 1970, same placed on file. The Deputy Clerk read the financial statement for the month of March, 1970, indicating total assets in the amount.ot $.556,387.09, same placed on file. City Attorney Buckley reviewed an offer for purchase of 3.2 acres of Lot 7, Block 2, in the City's industrial park from Mr. J'ames Blake of Blake Electronics. Ald. Burgermeister moved to accept the proposal of Blake Electronics. Ald. Budish seconded the motion and upon a roll call vote, the motion carried unanimously. COMMUNICATIONS AND MISCELLANEOUS BUSINESS Mayor Wieselmann advised that Michael Franzen, Big Bend, has expressed an interest in purchasing the stone from the barn on the former Scholbe property. The Deputy Clerk read a communication directed to Sen. James Devitt regarding directional signs designating the City of Muskego e on the Rock Freeway, same placed on file. Ald. O'Connell, outgoing Ward 1 Alderman, expressed his appreciation for having had an opportunity to participate in the city government. Mayor Wieselmann expressed his appreciation to the staff and Common Council members for cooperation during his term of office. Mayor Wieselmann appointed the following committee to receive applications for the position of Ward 7 alderman which will be vacated by Alderman Budish May 1, 1970: Alderman Narlock, Chairman Alderman Wollman and Alderman DeBack Page 4 - Common Council April 14, 1970 Ald. DeBack moved that applications be submitted no later than 5:00 P. M., May 1, 1970. Ald. Wollman seconded the motion and the motion carried. The Deputy Clerk read a communication dated March 26 from HowardPfsch@r, same referred to the following committee: Alderman Wollman, Chairman Alderman DeBack and Alderman Narlock A communication from City Clerk Bette Bowyer was read in re- ference to the communication received from Mr. Fischer.
