Sapp, Wollman and O'Connell. Also present were City Clerk ,Bette Bowyer
and City Attorney John Buckley.
COMMON COUNCIL - CITY OF MUSKEGO
MINUTES OF SPECIAL MEETING OF THE COMMON COUNCIL HELD IN THE CITY HALL
ON APRIL 1, 1970
Mayor Wieselmann called the meeting to order at 7:21 P.M.
The Clerk read the notice of the special meeting that had been delivered
to the Aldermen.
City Attorney Buckley reviewed the offer of purchase from the Excel
Pattern Works, Ernest Sobczak, Buyer. The offer was for Lot 6 Blk 1
of the preliminary plat of the newly established Industrial Park. The
price offered was for $3,500.00 for the one acre plat - closing to be
May 15, 1970. The various clauses in the contract for purchase and
sale were discussed. Ald. DeBack moved that the City accept the
proposal of Excel Pattern Works. Seconded by Ald. Narlock. Upon a
roll call vote, the motion to accept the proposal carried unanimously.
Mr. Jim Blake of Blake Electronics appeared at the meeting. He indicated
that he was interested in 3.2 acres of the plat, however, his attorney
had not completed his proposal at the time of this meeting. He would
be interested in purchasing Lot 7 of the plat and it is his hope to
build a building of approximately 10,000 sq. ft. with room for expansion.
Mr. Seegar Swanson appeared at the meeting. He reviewed proposals from
the Marine National Exchange Bank of Milwaukee and the Marine National
Bank of Waukesha for the purchase of General Obligation Bonds and
Assessment "B" Bonds subject to various conditions as on file in the
City Clerk's Office. Following discussion, Ald. Narlock moved that the
Common Council authorize the Mayor and Clerk to accept and sign the
proposals of the Marine National Banks with the full understanding
by the Council that in so doing, Ehlers and Associates would immediately
see to it that the proper resolutions are prepared for the next Council
meeting. Seconded by Ald. Burgenneister. Upon a roll call vote, the
motion carried unanimously.
Mr. Grisa, representing the firm of Birch, Grisa & Phillips, appeared
at the meeting to request permission to have aerial photos taken of
the industrial park area, also to include the proposed civic center
site in order to give the architects a better picture of the elevation
of the ground and other facts that are pertinent to the proposed plans.
Ald. Burgermeister moved that the Council approve the expenditure for
an aerial photo of the industrial park at a cost not to exceed $875.00
and also to include the proposed civic center site at a cost not to
exceed $275.00. Seconded by Ald.,DeBack. Upon a roll call vote, the
motion carried unanimously.
Ald. Wollman moved to adjourn the meeting at 8:15 P.M. until later in
the evening as the Council wasp scheduled to hold a public hearing at the
High School at 8:00 P.M.
At 9:50 P.M. the meeting reconvened at the City Hall.
Ald. DeBack stated that Wayne Boldt had requested to purchase the barn
and shed on the former Scholbe property. Discussion brought out the
fact that perhaps someone else might wish to purchase the barn. Ald.

Ald. Wollman moved to sell the former Scholbe barn for $100.00 to Wayne
Boldt if the other interested party did not wish to have it. Seconded
by Ald. DeBack. Upon a roll call vote, the motion carried unanimously.
Ald. DeBack moved that an agreement be drafted and signed by wither party
that the building be removed within PO days and that all combustible
*material be burned up. Seconded by Ald. Wollman. Motion carried.
Ald. O'Connell moved to suspend the rules that would allow Ordinance #166
be brought to the floor. Seconded by Ald. Narlock. Upon a roll call vote,
Aldermen DeBack, Narlock, O'Connell and Wollman voted "aye". Aldermen
Sapp and Burgermeister voted "no". The motion to suspend the rules
carried. The Clerk gave the second reading of Ordinance #166, entitled,
An Ordinance to Rezone Certain Property and to Amend the Zoning Map of
the City of Muskego, Wisconsin (Beierle). Ald. O'Connell moved for the
adoption of Ordinance #166. Seconded by Ald. Narlock. Ald. O'Connell
indicated that upon investigation he had received excellent recommendations
of the people affiliated with the proposed college. Ald. Sapp moved to
defer action on Ordinance 11166 until she could further review and study
the background of the persons connected with the college. Seconded by
Ald. Burgermeister. Following further discussion, upon a roll call vote

to defer action, Aldermen Sapp and Burgenneister voted "aye". Aldermen
DeBack, Narlock, O'Connell and Wollman voted "no". The motion to defer
did not carry. Upon a roll call vote to adopt Ordinance 8166, Aldermen
DeBack, Narlock, O'Connell and Wollman voted "aye'. Aldermen Burgermeister
and Sapp voted "no". The motion to adopt Ordinance 11166 carried.
The Clerk read a proclamation proclaiming the week of April 12th
through April 18, 1970, as "National Library Week".
A discussion took place as to whether or not Building Inspector Lee
should be allowed to attend a nine-day training course in Madison to
review building plans (commercial buildings) of 50,000 cu. ft. or less.
Mayor Wieselmann indicated that it was the feeling of the Finance
Committee that it was not necessary for Mr. Lee to attend the school
due to the fact that the City Engineer was already licensed to do this
type of work.
Ald. Wollman moved to adjourn the meeting. Seconded by Ald. O'Connell.
Motion carried. The meeting adjourn at lo:27 P.M.

business as may be deemed necessary.
