ccm19700310COMMON COUNCIL CITY OF MUSKEGO MINUTES OF REGULAR MEETING HELD MARCH 10, 1970 Mayor Wieselmann called the meeting to order at 7~35 P.M. 0 PRESENT: Mayor Donald Wieselmann, Aldermen Robert Burgermeister, Edmund Budish, Harold DeBack, Frank Narlock, Emmett O'Connell, Lois Sapp and Walter Wollman. a Also present were City Clerk Bette J. Bowyer and City Attorney John P. Buckley. APPROVAL OF MINUTES - Ald. Narlock moved to approve the minutes of the regular meeting held on February 24, 1970, the adjourned meeting of February 26, 1970, and the Special Meeting of March 2, 1970. Seconded by Ald. DeBack, motion carried. COMMITTEE REPORTS Finance Committee - Ald. Narlock presented the report of the meeting held on March 4, 1970, and moved that the report be accepted a~nd placed on file. Seconded by Ald. Budish. Upon a voice vote the motion carried,. Public Works Committee - Ald. DeBack presented the report of the meeting e held on March 5, 1970, and moved that the report be accepted and placed on file. Seconded by Ald. Wollman, motion carried. Public Welfare Committee - Aid. Burgermeister presented the report of the meeting held on March 4, 1970, and moved that the report be accepted and placed on file. Seconded by Ald. Wollman, motion carried. Public Safety Committee - Ald. Sapp presented the report of the meeting held on March 4, 1970, and moved that the report be accepted and placed on file. Seconded by Ald. O'Connell, motion carried. Rules, Laws & Ordinance Committee - Ald. Sapp presented the report ofthe meeting held on March 5, 1970, and moved that the report be accepted and placed on file. Seconded by Ald. Narlock, motion carried. Plan Commission - The minutes of the meeting held on March 2, 1970, were received and pla~ced on file. UNFINISHED BUSINESS l Resolution 814-70 - Establishing Salaries for Elected Officials and Other Employees of the City of Muskego. Discussion took place as to the wording of (e) Insurance Benefits. Ald. Sapp moved to defer action on Resolution #14-70 and have the City Clerk contact the agent to clarify the clause so the Council may have the correct interpretation of the policy. Seconded by Ald. Narlock. Upon a voice vote, the motion carried. Resolution $116-70 - Initial Resolution Authorizing $605,000.00 General Obligation Bonds of the City of Muskego. At this point in the meeting Architects Gazinski, Schulze and Zemenovic appeared before the Council e to explain the proposed plans for the exterior and the interior of the proposed civic center and city hall. The alternative costs were also explained. Ald. Sapp requested permission of her fellow Aldermen to have Mrs. Dar1 Honl, S76 W18601 Kingston Dr. speak. As there were no objections, Mrs. Honl, representing the Friends of the Library, urged that the aldermen to vote $ in favor of the adoption of Resolution j/16-70. a The Clerk read a communication directed to the Mayor and Council, dated March 6, 1970, signed by 78 citizens requesting that the electorate have an opportunity to decide on the issue of a new city hall. A lengthy discussion took place with Aldermen Sapp and Burgermeister both speaking as being opposed to the adoption of Resolution 816-70 0 at this time. Ald. Sapp questioned the possibility of placing an advisory referendum on the April 7th ballot. Aldermen Narlock, DeBack, Budish and O'Connell and Mayor Wieselmann all spoke in favor of the initiating legislation to have a referendum placed on the April 7th ballot. a Upon a roll call vote to adopt Resolution #16-70, Aldermen Budish, De- Back. Narlock and O'Connell voted "aye". Aldermen Burgermeister. Sapp and Wollman voted "no". The motion to adopt Resolution 816-70, which-needed .athree fourths vote of the Council, did not carry. NEW BUSINESS I ‘0 I Resolution 827-70 - Initial Resolution Authorizing $1,500,000.00 General Obligation Bonds of the City of Muskego (Sewer Construction). Ald. Narlock moved for the adoption of Resolution j/27-70. Seconded by Ald. Budish. Upon a roll call vote, the motion to adopt Resolution #27-70 carried unanimously. Resolution 846-70 - The Clerk read Resolution f/446-70, entitled, Authorizing the Public Works Committee to Seek Quotations for Fuel Oil and Gasoline for Highway and Police Departments. Ald. Budish moved for the adoption of Resolution #46-70. Seconded by Ald. DeBack. Upon a roll 'call vote, the motion to adopt Resolution $146-70 carried unanimously. Resolution #47-70 - The Clerk read Resolution j/47-70, entitled, Authorizing Disbursements to be Made from A/c $1602.049, Contingency Fund, to Reimburse Taxpayers Covering 1969 Erroneous Tax Assessments. Ald. DeBack moved for the adoption of Resolution 847-70. Seconded by Ald. Narlock. Upon a roll call vote, the motion to adopt Resolution #47-70 carried unanimously. Resolution 848-70 - The Clerk read Resolution i/48-70, entitled, Appointment of Alternate Member to Board of Appeals (Estel Ellery). Ald. Narlock moved for the adoption of Resolution 1148-70. Seconded by Aid. Burgermeister. Upon a roll call vote to appoint Mr. Ellery to the Board of Appeals, Aldermen Burgermeister, DeBack, Narlock, O'Connell and Wollma~n voted "aye" and Aldermen Budish and Sapp voted "no". The motion to appoint Estel Ellery to the Board of Appeals carried. CITY OFFICIAL'S REPORTS The Clerk presented the Building Report for the month of February, 1970. Report to be placed on file. The Clerk gave the Fina~ncial Report showing total assets in the amount of $324,336.14. Report to be placed on file. City Attorney Buckley advised the Council that in the recent law suit of Howard Fischer and Donna, his wife, vs. the City of Muskego, (re: Parkla~nd Plaza) Judge William Gramling rendered a decision in favor of the City. COMMUNICATIONS AND MISCELLANEOUS BUSINESS The Clerk read a communication from the Muskego Policeman'& Association again requesting that their attorney's expenses during recent salary negotiations be paid by the City. Following discussion, it was the de- cision of the members of the Council tha~t in the near future another meeting be held between themselves and the Association. Ald. Budish moved to again deny the claim. Seconded by Ald. Wollman. Upon; a roll call vote, the motion carried unanimously. Common Council Meeting City of Muskego 3/10/7Q Page 3. Ald. Narlock moved to set the Public Hearing date for the installation of sanitary sewer pipe in the Northwest District, Area E-5, for Wednesda~y, l April 1, 1970, 8:00 P.M. in the all-purpose room of the High School. Seconded by Ald. Wollman. Upon a voice vote, motion carried. : ADJOURNMENT - Ald. Budish moved to adjourn the meeting. Seconded by Ald. Narlock. Upon a voice vote, the motion to adjourn carried. The meeting adjourned at 9:50 P.M. At 9:55 P.M. Ald. Wollman moved to reconsider the adjournment. Seconded by Ald. Sapp. Upon a roll call vote the motion carried unanimously Resolution #49-70 - City Attorney Buckley read Resolution #49-70, entitled, Authorizing Agreement with Adelia Bluhm. Ald. Burgermeister moved to suspend the rules that would interfere with the adoption of Resolution 849-70. Seconded by Ald. O'Connell. Upon a roll call vote, the motion to suspend the rules carried unanimously. Ald. Wollman moved for the adoption of Resolution f/49-70. Seconded by Ald. Burgermeister. Upon a roll call vote, the motion to adopt Resolution j/49-70 carried unan- imously. 0 Ald. Burgermeister then moved to adjourn the meeting. Seconded by Ald. DeBack, motion carried.
