MINUTES OF REGULAR MEETING HELD JANUARY 27, 1970
Mayor Wieselmann called the meeting to order at 8:lO P.M.
PRESENT: Ma~yor Wieselmann, Aldermen Robert Burgermeister, Edmund Budish,
Harold DeBack, Frank Narlock, Emmett O'Connell, Lois Sapp and Walter
a Wollman. Also present were City Attorney John Buckley and City Clerk
Bette J. Bowyer.

APPROVAL OF MINUTES - Ald. Budish moved to a,pprove the minutes of the
Common Council meeting held January 13, 1970, as mailed. Seconded by
Ald. Narlock. Motion carried.
COMMITTEE REPORTS
Finance Committee - Ald. Narlock presented the report of the meeting
held on January 21, 1970, and moved that the report be accepted and
placed on file. Seconded by Ald. DeBack. In answer to a question from
Ald. Burgermeister regarding the outcome of a, visit by a representative
of HUD last week, Mayor Wieselmann advised that the representa~tive out-
lined various programs for possible aids from the federal government.
He also indicated that federal funds would be available up to one million
dollars under various programs in the form of loans or which could be
applied to for outright grants for each project.
Clerk Bette Bowyer questioned why her presence at the Finance Committee
meeting had not been acknowledged and Mayor Wieselmann that they be so
corrected.
Public Works Committee - Ald. DeBack presented the report of the
meeting held on January 22, 1970, and moved that the report be accepted
and placed on file. Seconded by Aid. Wollman. Ald. Burgermeister
questioned the number of sewer laterals being installed to serve Dandi-
lion Park and whether or not the City had been properly credited for
said laterals. Clerk Bowyer advised that the City has not been in
receipt of the revised assessment rolls and the proper debit and credits
will follow.
Public Welfare Committee - Ald. Burgermeister presented the report of
the meeting held on January 21, 1970, and moved tha,t the report be
accepted and placed on file. Seconded by Ald. Wollman, motion carried.
A Rules, Laws & Ordinance Committee - Ald. Sapp presented the report of
the meeting held on January 22, 1970, and moved that the report be
accepted and placed on file. Seconded by Ald. Narlock, motion carried.
Public Safety Committee - Ald. Sapp presented the report of the meeting
held on January 21, 1970, and moved that the report be accepted and
placed on file. Seconded by Ald. O'Connell, motion carried.
Plan Commission - The minutes of the meeting held on January 20, 1970,
were accepted and placed on file.
COMMUNICATIONS FROM THE MAYOR'S OFFICE
Mayor Wieselmann advised tha~t he has been informed by the City's Consult-
ing Engineers that the City would be in receipt of 25% of sewer expenses
for sewer projects that have been completed (not including the areas of
old and new Highwa,y "Y".)

Mayor Wieselmann spoke in favor of the adoption of the forthcoming
Resolution i/17-70, Authoriz the City of Muskego
to Borrow an Amount Not to Exceed the Sum of $605,000.00 by issuing
its Genera~l Obligation Coupon Bonds for the Purpose of Erecting and
Constructing a City Hall in and for said City. It was his recommendation
that a move as important as this be placed before the voters of the City
by referendum ballot.
UNFINISHED BUSINESS -
Resolution #131-69 - Approval of Easement of Wisconsin Electric Power
Co. to Serve Muskego Lakes Country Club. This resolution was already
on the floor from previous meetings. Ald. Budish a~dvised that Attorney
Buckley had rendered legal opinion that the agreement had been correctly
written and that the City would not get involved in the construction of
the roa~d being built to the Country Club. Upon a roll call vote, the
motion to adopt Resolution $1131-69 carried unanimously.
Resolution #3-70 - The Clerk read Resolution 83-70, entitled, Resolution
to Rename Racine Ave. from Hillendale Dr. to the New Berlin City Limits
(Hillendale Dr.) Upon a~ voice vote, the motion to adopt Resolution
#3-70 carried.
Resolution $108-69 - Resolution to Rename Racine Ave. from S.T.H. 24
south to new Highway "Y" (Pioneer Strip). Ald. DeBack moved to defer
action on this resolution to give further consideration to the proposed
name. Seconded by Ald. Wollman. Upon a voice vote, the motion to defer
carried.
Ordinance $1161, As Amended - Ald. DeBack moved for the reconsideration
of Ordinance 8161, As Amended, entitled, Establishing a Muskego Water
Shed Commission. Seconded by Ald. Narlock. Upon a voice vote, the
motion to reconsider carried. Ald. DeBack moved to further amend
Ordinance $1161, As Amended, to change Section 2, Paragraph (a), 2nd line,
from "two" to "three". Seconded by Ald. Narlock. Upon a voice vote,
the motion to amend Ordinance 8161, As Amended, carried. Upon a voice
vote, the motion to adopt Ordinance 11161, As Amended, carried.
NEW BUSINESS
Resolution 811-70 - The Clerk read Resolution 811-70, entitled, Approval
of Fire Protection Contract with Muskego Volunteer Fire Co. Ald.
Wollman moved for the adoption of Resolution j/11-70, seconded by Ald.
Budish. Upon a roll ca~ll vote, the motion to adopt Resolution $111-70
carried unanimously.
Resolution 812-70 - The Clerk read Resolution 812-70, entitled, Approval
of Fire Protection Contra~ct with Tess Corners Volunteer Fire Dept.
Ald. Budish moved for the adoption of Resolution #12-70, seconded by
Ald. Narlock. Upon a roll call vote, the motion to adopt Resolution #12-70
carried unanimously.
Resolution #13-70 - The Clerk read Resolution $113-70, entitled, Resolution
to Rename Old Racine Ave. from S.T.H. 24 north to New Highway "Y" (Lions
Drive). Ald. O'Connell moved for the adoption of Resolution j/13-70,
seconded by Ald. Sa~pp. Ald. Sapp moved to amend Resolution #13-70 by
changing the name "Lions Drive" to "Lions Park Drive". Seconded by Ald.
Burgermeister. Upon a roll call vote, Aldermen Budish, DeBack and
Wollman voted "no". Aldermen Burgermeister, Narlock, O'Connell and
Sapp voted "aye". The motion to amend Resolution #13-70 carried. Upon
a roll call vote, the motion to adopt Resolution $113-70, As Amended,
carried unanimously.

Resolution $114-70 - The Clerk read Resolution $114-70, entitled, Establishing
Salaries for Elected Officials and Other Employees of the City for the
Year 1970. Ald. Narlock moved for the adoption of Resolution $114-70,

seconded by Ald. Budish. Upon the advice of City Attorney Buckley, Ald.
Wollman moved to defer action on Resolution $114-70 until the paragraph
regarding insurance benefits could be reviewed further. Seconded by Ald.
Narlock.

Resolution 1115-70 - The Clerk read Resolution #15-70, entitled, Appoint-
ment of Water Shed Commission. Ald. DeBack moved for the adoption of
Resolution 815-70. Seconded by Ald. Narlock. Ald. DeBack moved to amend
Resolution 815-70 in order that the Mayor could appoint a third member
as representative of the Lakes Associa~tions. Seconded by Ald. Burgermeister.
Upon a voice vote, the motion to amend carried. Upon a roll call vote,
the motion to adopt Resolution i/15-70 carried unanimously.
Resolution $116-70 - The Clerk read Resolution j/16-70, entitled, Initial
Resolution Authorizing $605,000.00 General Obligation Bonds of the City
of Muskego. Attorney Buckley advised the above resolution need not be
acted on, only introduced.
Resolution $117-70 - Ald. Budish moved to suspend the rules in order that
Resolution 1117-70, entitled, Resolution Authorizing Publication of Initial
Resolution. Seconded by Ald. Narlock. The Clerk read Resolution #17-70.
Ald. Burgermeister moved to defer action on Resolution $117-70 until he
could obtain further information as to financing and has had an opportunity
to review plans, etc. for the new city hall. Seconded by Ald. Wollman.
Attorney Buckley advised that the City is not committing itself by
adopting this resolution but would,merely allow the procedure to begin
to be able to bring the issue to the electors of the City. Following
discussion, Ald. Burgermeister requested to withdraw his motion to defer
with the permission of his second. Ald. Wollman agreed to withdraw his
second to the motion. Upon a roll call vote, the motion to adopt
Resolution $117-70 carried unanimously.
LICENSE APPROVAL - Ald. Budish moved for the transfer of a Class "B"
Liquor License and for the approval of a Class "B" Fermented Malt Beverage
and Intoxicating Liquor License for Mildred and Samuel Kupec. Seconded
by Ald. Narlock, motion carried.
VOUCHER APPROVAL - Ald. DeBack moved for the approval of payment of
vouchers in the amount of $80,782.26, payable Janua~ry 27, 1970. Seconded
by Ald. Narlock. Upon a roll call vote, the motion to pay the vouchers
carried unanimously.
CITY OFFICIAL'S NPORTS - The Clerk read the City Engineer's Annual Report
for the year 1969. Report to be placed on file.
The Clerk read the Building Inspector's Annual Report for the yea~r 1969.
Report to be placed on file.
a City Attorney Buckley advised that the members of the Muskego Police Dept.
and police dispatchers will be present at the Common Council meeting of
February 10, 1970, to discuss salary negotiations.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS
The Clerk read a communication from Les Sorenson directed to the Council
requesting legal lot status of Lots 15, 16 & % of Lot 14, Block 13, Muskego l - Shores Subdivision.

The Clerk read a communication dated January 24, 1970, directed to
Mayor Wieselmann and members of the Common Council from David Beierle,

Secretary of the Muskego Chamber of Commerce and a resolution that
had been adopted by his organization on Janua~ry 22, 1970, commending
them for their efforts in establishing a city owned industria~l pa~rk.

The resolution also offered financial assistance in the production of
a promotion brochure.
Ald. Sapp moved to grant the Plan Commission an extension of time on
the rezoning petition of John Podgorski. Seconded by Ald. Narlock.
Upon a voice vote, the motion carried.
Ald. Wollman requested that Mayor Wieselmann schedule a Public Sewer
Committee as soon as possible, preferably in February.
Ald. Wollman moved to adjourn the meeting. Seconded by Ald. DeBack.
Motion ca~rried. The meeting adjourned at 9:43 P.M.
