ccm19691209COMMON COUNCIL CITY OF MUSKEGO MINUTES OF REGULAR MEETING HELD DECEMBER 9, 1969 Mayor Wieselmann called the meeting to order at 7~36 P:M. a PRESENT: Mayor Dona~ld Wieselmann, Aldermen Robert Burgermeister, Edmund Budish, Harold DeBack, Frank Narlock, Emmett O'Connell, Lois Sapp and Walter Wollman. (It Also present were City Attorney John Buckley and City Clerk Bette J. Bowyer. APPROVAL OF MINUTES - Ald. Wollman moved to approve the minutes of the Council meeting held November 25, 1969, as mailed. Seconded by Ald. Narlock. Motion carried. NEW BUSINESS Resolution i/139-69 - The Clerk read Resolution #139-69, entitled, Resolution Authorizing Execution of Lease with Wisconsin National Leasing, Inc. Ald. Wollman moved for the adoption of Resolution #139-69. Seconded by Ald. Narlock. Upon a roll call vote, the motion to adopt Resolution #139-69 carried. (Offset Duplicator for the Police Dept.) Resolution #140-69 - The Clerk read Resolution #140-69, entitled, Resolution Authorizing Execution of Lease with Mid America Leasing, Inc. (Copy Machine for the Police Dept.) Ald. Narlock moved for the adoption of Resolution $1140-69. Seconded by Ald. DeBack. Upon a roll call vote, the motion to adopt Resolution j/140-69 carried unanimously. COMMITTEE REPORTS Public Works Committee - Ald. DeBack presented the report of ,the meeting held on December 4, 1969, and moved that the report be accepted and placed on file. Seconded by Ald. Wollman, motion carried. Public Safety Committee - Ald. Sapp presented the report of the meeting held on December 3, 1969, and moved that the report be accepted and placed on file. Seconded by Ald. O'Connell. Ald. Wollman reported that in his opinion, street lights should be installed at the dangerous inter- sections on new Highway "Y". Mayor Wieselmann advised that the matter would be taken up at the next Public Works Committee meeting. The motion to accept the minutes carried. Public Welfare Committee - Ald. Burgenneister presented the report of the meeting held December 3, 1969, and moved that the report be accepted and placed on file. Seconded by Ald. Wollman. Motion carried. Rules, Laws & Ordinance Committee - Ald. Sapp presented the report of the meeting held on December 4, 1969, and moved that the report be accepted and placed on file. Seconded by Ald. Narlock, motion carried. 15 Plan Commission - The minutes of the meeting held on December 2, 1969. were accepted and placed on file. NEW BUSINESS - CONT'D Resolution 11137-69 - The Clerk read Resolution #137-69, entitled, Resolution Levying Special Assessments on Property in Assessment Dist. #3 (Silas Top- ping.) Ald. Burgenneister moved for the adoption of Resolution $1137-69, seconded by Ald. Budish. Upon a voice vote, the motion carried. Common Council - 12/9/69 City of Muskego Page 2. Resolution i/138-69 - Authorizing the City Attorney to Collect Non- resident 1969 Rescue Fees and Delinquent Personal Property Bills Covering Previous Years. l The Clerk read Resolution i/138-69. Ald. DeBack moved for the adoption of Resolution #138-69. Seconded by Ald. Narlock. Upon a voice vote, the motion to adopt same carried. e Resolution #134-69 - The Clerk read Resolution i&34-69, entitled, Resolution Approving Holding Tank Agreement for Muskego Lakes Country Club. Ald. Narlock moved for the adopt of Resolution $1134-69. Seconded by Ald. Wollman. Ald. Burgenneister moved to amend the Agreement between the Bristol Oaks Corporation and the City of Muskego, 2nd paragraph, 2nd line, by inserting the words "country club". Seconded by Ald. Budish. Upon a voice vote, the motion carried. Upon a voice vote, the motion to adopt Resolution j/134-69 carried. Resolution i/141-69 - Ald. Wollman moved to suspend the rules that would interfere interfere with the adoption of Resolution f/141-69. Seconded by Ald. Narlock. Upon a roll call vote, the motion to suspend the rules carried unanimously. The Clerk read Resolution #141-69, entitled, Resolution Authorizing Installation of Manholes and sewer Laterals to Serve Parcels A and B of Certified Survey Map $1734617. Ald. Narlock i moved for the adoption of Resolution i/141-69, seconded by Ald. DeBack. Following questions by Aldermen Budish, Burgermeister and Sapp as to whether or not similar situations have previously existed, City Engineer Kelsenberg answered in the affirmative. Ald. Burgermeister then moved to defer action on Resolution f/141-69 until the Consulting Engineer, the Plumbing Inspector and Sewer Committee could furnish more information to the Common Council. Seconded by Ald. Narlock. Upon a voice vote, the motion to defer carried. Ordinance #157 - The Clerk gave the first reading of Ordinance i/157, entitled, An Ordinance to Amend Section 25.01 (l)(a). Ordinance i/l58 - The Clerk gave the first reading of Ordinance $1158, entitled, Appropriating the Necessary Funds for the Operation of the Government and Administration of the City of Muskego for the Year 1970. Ald. DeBack moved to suspend the rules that would allow the second reading of Ordinance #158. Seconded by Ald. Narlock. Upon a roll call vote, the motion to suspend the rules carried unanimously. The Clerk 0 gave the second reading of Ordinance #158. Ald. DeBack moved for the adoption of Ordinance #158. Seconded by Ald. Narlock. Ald. Budish spoke as being opposed to the reduction that had taken place in the Public Works Budget. Upon a roll call vote, the motion to adopt Ordinance #158 carried unanimously. LICENSE APPROVAL - Ald. Budish moved for the approval of an Operator's License for Henry Schlicting. Seconded by Ald. DeBack. Upon a voice vote, the motion carried. c CITY OFFICIAL'S REPORTS The Clerk gave the Financial Report as of November 30, 1969, which indicated gross assets in the amount of $421,238.06. Same placed on file. The Clerk gave the Building Report for the month of November, 1969. Same placed on file. Common Council Meeting - 12/g/69 City of Muskego Page 2. City Engineer Kelsenberg reported that the Public Works Commit~tee will be requesting bids for the installation of sanitary sewer lateral for l Muskego Amusement Park. Bids to be opened on January 15, 1970 at 4:oo P.M. COMMUNICATIONS AND MISCELLANEOUS BUSINESS a Ald. Budish moved to set the Public Hearing date for January 13, 1970, 7:15 P.M. for the request by Muskego Investment Co. to increase the density requirements in the RSM District, Ald. Wollman moved to reimburse the Foths for 1969 real estate taxes on the 16 acres of land ($1,650.00 valuation) that they had donated to the City of Muskego. Seconded by Ald. DeBack. Upon a roll call vote, the motion carried unanimously. Ald. Wollman advised that there will be a meeting of the Farm Bureau to be held at the Knights of Columbus Hall, Waukesha, Wisconsin on Monday December 15, 1969, at 8:00 P.M. in an effort to have land assessed on current use and not future value. l ADJOURNMENT - Ald.
