ccm19691125COMMON COUNCIL CITY OF MUSKEGO MINUTES OF REGULAR MEETING HELD NOVEMBER 25, 1969 Mayor Wieselmann called the meeting to order at 7~36 P.M. a PRESENT: Mayor Donald Wieselmann, Aldermen Robert Burgemneister, Harold DeBack, Frank Narlock, Lois Sapp and Walter Wollman. Also * present were City Attorney John P. Buckley and City Clerk Bette J. Bowyer. ABSENT: Aldermen Edmund Budish and Emmett O'Connell. COMMITTEE REPORTS Ald. Narlock presented the report of the Finance Committee meetings held on November 11th and 20th, 1969, ,and moved that the reports be accepted and placed on file. Seconded by Ald. DeBack, motion carried. Ald. DeBack presented the report of the Public Works Committee meeting held on November 20, 1969, and moved that the report be accepted and placed on file. Seconded by Ald. Wollman, motion carried. 0 Ald. Sapp presented the report of the Public Safety Committee meeting held on November 19, 1969, and moved that the report be accepted and placed on file. Seconded by Ald. Wollman, motion carried. Ald. Burgenneister presented the report of the Public Welfare Committee meeting held on November 19, 1969, and moved that the report be accepted and placed on file. Seconded by Ald. Wollman, motion carried. Ald. Sapp presented the report of the Rules, Laws & Ordinance Committee meeting held on November 20, 1969. Seconded by Ald. Narlock, motion carried. The minutes of the Plan Commission meeting held on November 18, 1969, were received and will be placed on file. UNFINISHED BUSINESS l Resolution i/82-69 ,,As Amended - Resolution of Applicant Authorizing Filing of Applic$~for Grant to Acquire Idle Isle. The Clerk read Resolution $182-69, As Amended. Ald. Burgermeister moved for the adoption of same, seconded by Ald. Narlock, Upon a roll call vote, the motion to adopt Resolution 1182-69, As Amended, carried unanimously. Resolution $029-69 - Resolution Authorizing Exercise of Option for Purchase of Idle Isle Beach - As Resolution 8129-69 was already on the floor, Ald. Wollman moved to defer action on Resolution i/129-69 until Dec- ember 23, 1969. Seconded by Ald. Sapp. Upon a voice vote, the motion to defer action on Resolution 11129-69 carried. NEW BUSINESS A discussion took place regarding the installation of sewers to serve Dandilion Park. Mayor Wieselmann advised that the City would be re- quired to pay for the expense involved for the installing of the lateral under Highway "24" and from that point on Mr. Masterson would assume the cost. Ald. DeBack moved to let bids for the City's portion of lateral under Highway "24" to serve Dandilion Park. Seconded by Ald. Sapp. Upon a roll call vote, the motion carried unanimously. Resolution #125-69 - The Clerk read Resolution #125-69, entitled, Accepting the Low Bid to Install Sanitary Sewers in the City Hall and Municipal Garage. Ald. Wollman moved for the adoption of l Resolution i/125-69. Seconded by Ald. DeBack. Upon a roll call vote, the motion to adopt Resolution i/125-69 ca~rried. (The low bidder for the above project was Leo Neuman Plumbing Co., Milwaukee, Wisconsin, in the amount of $2,335.95.) a Resolution Y/127-69 - The Clerk read Resolution i/127-69, entitled, Authorization of Common Council to Transfer Unexpended 1969 Budgeted Funds to Reserve Accounts. Ald. Narlock moved for the adoption of Resolution $1127-69, seconded by Ald. Wollman. Upon a roll call vote, Aldermen Burgermeister, DeBack, Narlock and Wollman voted "aye". Ald. Sapp voted "no". The motion to adopt Resolution j/127-69 carried. 1 Resolution #131-69 - The Clerk read Resolution #l31-69, entatled, Resolution Approving Easement of Wisconsin Electric Power Co. to serve Muskego Lakes Country Club. Ald. DeBack moved for the adoption of Resolution i/131-69. Seconded by Ald. Wollman. Following discussion, Ald. Sapp moved to have the City Attorney draft an agreement between the City of Muskego and the Muskego Lakes Country Club prior to the 0 signing of an easement with the Wisconsin Electric Power Company. Seconded by Ald. Burgermeister. Upon a voice vote, Ald. Sapp's motion carried. Resolution 11132-69 - The Clerk read Resolution #132-69, entitled, Denial of Rezoning Petition for Samuel Kupec. Ald. Wollman moved for the adoption of Resolution i/132-69, seconded by Ald. Narlock. Motion carried. Resolution l/133-69 - The Clerk read Resolution i/133-69, entitled, Granting a Permit to Payne & Dolan to Operate a Portable Asphalt Plant. Ald. Narloek moved for the adoption of Resolution 11133-69. Seconded by Ald. DeBack. Upon a voice vote the motion to adopt Resolution i/133-69 carried. Resolution #135-69 - Resolution Authorizing Further Action on Zoning and Building Code Violation (Ellery) Ald. Sapp moved to suspend the rules that would interfere with the adoption of Resolution $1135-69. Seconded by Ald. Burgermeister. Upon a roll call vote to suspend the rules, the motion carried unanimously. The Clerk read Resolution i/135-69. Ald. Wollman moved for the adoption of same. Seconded by AQI. Sapp. Gerald Lee, Building Inspector, explained to the Aldermen,'of the . circumstances as to why Resolution #135-69 was being introduced. Upon / a voice vote, the motion to adopt Resolution i/135-69 carried. Resolution #136-69 - Authorizing City Clerk and Mayor to Sign and Have Served Notice Termina~ting Tenancy (Zidar) Ald. Wollman moved to suspend the rules that would interfere with the adoption of Resolution 11136-69. ei Seconded by Ald. Narlock. Upon a roll call to suspend the rules, the motion carried unanimously. The Clerk read Resolution #136-69. Ald. DeBack moved for the adoption of same. Seconded by Ald. Narlock. Upon a voice vote, the motion to adopt Resolution f/136-69 carried. LICENSE APPROVAL Ald. Narlock moved for the approval of Operator's Licenses for Margaretta Green, Adeline Ewig and Gilbert Ewig pending receipt of favorable l Fingerprint and Medical Reports. Seconded by Ald. DeBack. Narlock moved for the approval of the payment l of vouchers as of November 25, 1969, in the amount of $58,806.17. Seconded by Ald. DeBack. Upon a roll call vote, the motion to pay the vouchers carried unanimously. * CITY OFFICIAL'S REPORTS - None COMMUNICATIONS AND MISCELLANEOUS BUSINESS Ald. Sapp. moved to hold the adjourned meeting of the 1970 Budget Hearing on Monday, December 1, 1969, at 8:00 P.M. in the High School. Seconded by Ald. Wollman. Motion carried. The following motions were made to alter the proposed 1970 City of Muskego Budget: Ald. Narlock moved that the 1970 Budget be amended so as to eliminate from Acct. $1553, Major Road Improvements, the amount of $85,376.00. Seconded by Ald. DeBack. Upon a voice vote, Ald. Narlock's motion carried. 0 Ald. Wollman moved to take out $20,000.00 from Acct. #552, Drainage, thus giving a total of $27, 110.00. Seconded by Ald. Burgermeister. Upon a voice vote, motion carried. Ald. Burgermeister moved to delete the following from Acct. #551, City Hall Annex: Maintenance, Building $2,500.00 and Capital Outlay, Sewer, $1,500.00. Seconded by Ald. Wollman. Upon a voice vote, the motion carried. l Ald. Narlock moved to adjust the proposed Budget as follows: Acct. #520 Police Dept., Salaries & Wages, $12,440.00 to be taken off:, '; thus giving a total of $131,26C.O0 and $l,lOO.OO to be deducted from Other Salaries & Wages, thus'giving a total in that account of $29,815.00. Also, in Acct. i/521, Fire Protection Service, Tess Corners, the de- duction of $4,500.00, thus giving a total in that account of $20,785.00 and $l,OOO.OO to be added to the Muskego Fire Dept., thus giving a total of $22,955.00. Also, in Acct. $1525, Bldg. Inspections, Electrical Inspector, deducting $2,000.00 from that account. Also, in Acct. #528, City Planning, Fees, Contract Services, reduce the amount by $l,OOO.OO and to reduce, Fees, Professional Services, by $l,OOO.OO, giving a total in those accounts the amounts of $4,750.00 and $7,000.00 respectively. Ald. Wollman moved to amend Ald. Narlock's motion by deleting the position of Electrical Inspector entirely. Seconded by Ald. Sapp. Upon a voice vote, the motion to amend Aid. Narlock's motion carried. Upon a voice vote, the motion to adopt Ald. Narlock's motion, as amended, carried. Ald. Sapp moved to reduce Acct. i/550, Engineering, Salaries 6 Wages, by $8,000.00 and by reducing Other Supplies & Expenses, by $2,000.00. Seconded by Ald. Wollman. Upon a voice vote, motion carried. Ald. Wollman moved to amend Acct. #525, Building Inspections, by re- moving $10,500.00 from the Budget (Plumbing Inspector). Seconded by Ald. Sapp. Ald. Sapp moved to amend the amendment by deleting $l,OOO.OO l from the same account, Car Allowance. Seconded by Ald. Sapp. Upon a voice vote, the motion to amend the motion carried. Upon a voice vote, Ald. Wollman's motion, as amended, carried. City of Muskego Common Council - 11/25/69 Page 4. Ald. Sapp moved to remove a $600.00 expense for a walkie talkie from Civil Defense, Acct. #524. The motion lost for lack of a second. Ald. Burgermeister moved to reduce Acct. i/510, Administration, Capital Outlay, Equipment, by deleting $2,600.00, thus giving a total in that account of $626.30. Seconded by Ald. DeBack. Motion carried. Ald. Sapp moved to reduce Acct. i/502, Clerk-Comptroller, Salaries & Wages, by $5,000.00, thus giving a total in that account of $20,950.00. Seconded by Ald. Wollman. Upon a voice vote, motion carried. Ald. Narlock moved to direct the City Clerk to reflect the adjustments made this evening in the 1970 City of Muskego Budget. Seconded by Ald. DeBack. Motion carried. The adjusted amount of the proposed 1970 City of Muskego Budget to be presented to the people at the adjourned Public Hearing to be $1,018,658.30. ADJOURNMENT - Ald.
