MINUTES OF REGULAR MEETING HELD OCTOBER 14, 1969
0 Mayor Wieselmann called the meeting to order at 7~37 P.M.
PRESENT: Mayor Wieselmann, Robert Burgermeister, Edmund Budish, Harold
DeBack, Frank Narlock, Lois Sapp, Emmett O'Connell and Walter Wollman.
* Also present were City Clerk Bette Bowyer and Attorney Joseph Wimmer.
APPROVAL OF MINUTES: Ald. Narlock moved to approve the minutes of the
previous meeting held on September 23, 1969, as mailed. Seconded by
Ald. Wollman, motion carried.
COMMITTEE REPORTS
Ald. Narlock presented the report of the Finance Committee meetings held
on October 1, and October 8, 1969, and moved that the reports be accepted
and placed on file. Seconded by Ald. DeBack, motion carried.
Ald. DeBack presented the report of the Public Works Committee meeting
held on October 9, 1969, and moved that the report be accepted and
l placed on file. Seconded by Ald. Wollman, motion carried.
Ald. Burgermeister presented the report of the Public Welfare Committee
meeting held on October 8, 1969, and moved that the report be accepted
and placed on file. Seconded by Ald. Wollman, motion carried.
Ald. Sapp presented the report of the Rules, Laws & Ordinance Committee
meeting held on October 8, 1969, and moved that the report be accepted
and placed on file. Seconded by Ald. O'Connell, motion carried.
Ald. Sapp presented the report of the Public Safety Committee meeting
held on October 9, 1969, and moved that the report be accepted and
placed on file. Seconded by Ald. Narlock, motion carried.
The minutes of the Plan Con-mission meeting held on October 7, 1969, were
received and will be placed on file.
UNFINISHED BUSINESS
a Ordinance #147, = - The Clerk gave the first reading of Ordinance
#147 (Redrafted) entitled, An Ordinance to Repeal and Recreate Section 8.04
of the Municipal Code (Re: Street Excavations) Ald. Budish moved to
suspend the rules in order that the second reading of the ordinance may
be given. Seconded by Ald. Burgermeister. Upon a roll call to suspend
the rules, the motion carried unanimously. The Clerk gave the second
reading of Ordinance #147. Ald. Budish moved for the adoption of
Ordinance #147, seconded by Ald. Wollman. Ald. Wollman moved to insert
the figure of "60" days into line 4 and line 9 of Paragraph 9 of Ordinance

#147. Ald. DeBack seconded the motion to amend. Ald. Burgermeister
spoke in favor of inserting "90" days a~ the period of time before im-
provement work on streets should begin. Ald. Wollman and Mayor Wieselmann
and Ald. Budish all spoke in favor of the "60" day period. Upon a voice
vote, the motion to amend Ordinance #147 carried. Upon a voice vote, the
motion to adopt Ordinance #147, As Amended, carried.
NEW BUSINESS

Ordinance #156 - The Clerk gave the first reading of Ordinance 11156.

vote to suspend the rules, the motion carried unanimously. The Clerk

Resolution $1120-69 - The Clerk read Resolution #120-69, entitled, Urging
that Halloween Handout Activities be Held on October 30, 1969, from 5:30
P.M. to 8:00 P.M. Ald. Wollman moved for the adoption of Resolution
#120-69, seconded by Ald. Narlock. Upon a voice vote, the motion to
adopt Resolution #120-69 carried.

Resolution i/121-69 - Authorizing the City Engineer to Advertise for
Bids for the Installation of Sewers for the City Hall and the Municipal
Garage. Ald. Budish moved to suspend the rules that would interfere
with the adoption of Resolution i/121-69, seconded by Ald. Wollman. Upon
a roll call vote to suspend the rules, the motion carried unanimously.
The Clerk read Resolution #121-69. Ald. Budish moved for the adoption
of Resolution #121-69, seconded by Ald. DeBack. Upon a roll call vote,
the motion to adoption Resolution #121-69 carried unanimously.
LICENSE APPROVAL
Ald. DeBack moved for the approval of a Class "B" Fermented Malt Beverage
and Intoxicating Liquor License subject to the expiration of Publication
date .of October 9, 1969. Seconded by Ald. Narlock. Upon a voice vote,
motion carried.
Ald. Narlock moved for the approval of an Operator's License for William
Charland. Seconded by Ald. DeBack. Upon a voice vote, motion carried.
Ald. Narlock moved for the approval of a "Gathering" License for St.
Leonard's Usher Society. Seconded by Ald. Burgermeister. Upon a voice a vote, motion carried.
Ald. Budish moved for the denial of a Class "B" Fermented Malt Beverage
and Intoxicating Liquor License for Melvin Wright. Seconded by Ald.
Narlock. Upon a voice vote the motion carried.
CITY OFFICIAL'S REPORT
The Clerk gave the Financial Report as of September 30, 1969, which
l indicated total assets of $405,225.18. Report to be placed on file.
The Clerk gave the Building report for the month of September, 1969,
same to be placed on file.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS
Determination of sewer service charges for Horn Field and Muskego Vol.
Fire Dept. by Common Council. Following discussion with Ald. Burgenneister

speaking in behalf of the Park and Recreation Dept. as to the seasonal
use of, the future expansion and possible increased uses of Horn Field,

Ald. Sapp moved that the sewer service charges at Horn Field and the
a Muskego Volunteer Fire Dept. be established at 933.00 per calendar
quarter. Seconded by Ald. Burgermeister. Upon a voice vote, the motion
carried.
0 The Clerk read a communication from Mrs. Charles Esselstyn of the
Waukesha Blood Donor Club directed to the Mayor/dated Sept. 23, 1969,
expressing appreciation for help given them at the recent mobile
blood bank.
Mayor Wieselmann announced that the reassessment has been completed
by the Great Lakes Appraisal Corp. and that the cards will be in the
mail at the end of this week.
Considerable discussion took place regarding the placement of City
Highway signs.
Ald. Sapp requested permission of her fellow aldermen to have Mr.
Ervin Browne speak. As there were no objections Mr. Browne spoke in
objection to a statement that had been sent to him for rescue service.

Ald. Budish moved to adjourn the meeting. Seconded by Ald. DeBack.
Motion carried. The meeting adjourned at 9:ll P.M.
