ccm19690729COMMON COUNCIL CITY OF MUSREGO MINUTES OF SPECIAL MEETING HELD JULY 29, 1969 - CITY HALL l Mayor Wieselmann called the meeting to order at lo:27 P.M. PRESENT: Mayor Donald Wieselmann, Aldermen Edmund Budish, Robert Burgermeister, Harold DeBack, Frank Narlock, Emmett O'Connell and 0 Walter Wollman. Also present were City Clerk Bette J. Bowyer and City Attorney John P. Buckley. ABSENT: Ald. Lois Sapp. The purpose of the Special Meeting being for the discussion of the proposed reconstruction of Bay Lane south from Highway 24 to the new Middle School and for any other business as may be deemed necessary. c- 4) 0 Resolution i/94-69 - Ald. Wollman moved to suspend the rules that would interfere with the adoption of Resolution i/94-69. Seconded by Ald. Narlock. Upon a roll call vote, the motion to suspend the rules carried unanimously. The Clerk referred to the reading of Resolution #94-69 by title only, Resolution for Temporary Borrowing by Cities Pursuant to Section 67.12. Ald. Narlock moved for the adoption of Resolution 894-69, seconded by Aid. Burgermeister. Clerk Bowyer explained that the reason to introduce Resolution Q94-69 was to pay current sewer construction expenses without losing the interest on a Certificate of Deposit which is to mature on August 5, 1969. Upon a roll call vote, the motion to adopt Resolution #94-69 carried unanimously. Bay Lane - A discussion regarding the proposed reconstruction of Bay Lane took place. Ald. Budish reviewed a map showing the proposed reconstruction and Mayor Wieselmann indicated that the land for the proposed widening was being donated by the abutting landowners, namely, the owners of the Country Squire Supper Club and Mr. Alvin Basse. Attorney Buckley rendered legal opinion that if the City intended to do the reconstruction of Bay Lane it is necessary to adopt an ordinance authorizing the City to do so. The Attorney then read Ordinance 8148, entitled, An Ordinance to Authorize Grading, Graveling and Blacktopping of Bay Lane from Highway 24 to School District Property. Ald. Budish moved to suspend the rules that would interfere with the adoption of Ordinance j/148, seconded by Ald. DeBack. Upon a roll call vote, the motion to suspend the rules carried unanimously. The Clerk gave the second reading of Ordinance #148. Ald. Budish moved for the adoption of Ordinance i/148, seconded by Ald. DeBack. Upon a roll call vote, the motion to adopt Ordinance #148 carried unanimously. COMMUNICATIONS AND MISCELLANEOUS BUSINESS The Clerk read a communication from Mr. Willard Masterson directed to the Common Council requesting an extension of 15 days for Permit to operate a Water Ski Jump, Permit to expire August 13, 1969. Ald. Burgermesiter moved to grant the requested Permit to Willard Masterson to operate a Water Ski Jump for 15 days. "Upon a voice vote, the motion carried. Seconded by Ald. Narlock. Mayor Wieselmann questioned as to whether or not the Aldermen would have any objections to have Friends of the Library use the City Hall as a collection center for old books, same to be sold and funds used to buy new books or possibly for the future Library. There were no objections from the Aldermen. m ADJOURNMENT - Aid. Wollman moved to adjourn the meeting, seconded by Ald. Budish. The meeting adjourned at lo:50 P.M. ie July 25, 1969 0 T0: ALL ALDERMEN AND PLAN COMMISSION MEMBERS There will be an Executive Session Meeting of all Aldermen and Plan Commission Members to be held on Tuesday evening, July 29, 1969 at 8:00 P.M. in the City Hall for the purpose of discussing personnel problem. Following the combined meeting there will be a Special Meeting of the Common Council for the purpose of discussing the proposed reconstruction of Bay Lane south of Highway 24 to the new Middle School and any other business as may be deemed necessary. / Donald E.
