MINUTES OF REGULAR MEETING HELD JULY 8, 1969 - CITY HALL

Mayor Donald Wieselmann called the meeting to order at 9,:Ol P.M.
PRESENT: Mayor Donald Wieselmann, Aldermen Edmund Budish, Robert
Burgenneister, Harold DeBack, Kenneth Cooley, Frank Narlock, Lois
a
Sapp and Wal,ter Wollman. Also present were City Attorney John P.
Buckley and City Clerk Bette Bowyer.
APPROVAL OF MINUTES - Ald. Narlock moved that the Minutes of the
Special Meeting held on July 19, 1969 and the Minutes of the regular
meeting held on June 22, 1969 be accepted, as mailed, and placed
on file. Seconded by Ald. Wollman, motion carried.
COMMITTEE REPORTS
Ald. Narlock presented the report of the Finance Committee meeting
held on July 2, 1969 and moved that the report be accepted and placed
on file. Seconded by Ald. Budish, motion carried.
Ald. Burgenneister presented the report of the Public Safety Committee
#
held on July 2, 1969 and moved that the report be accepted and placed
on file. Seconded by Ald. Sapp, motion carried.
Ald. Burgermeister presented the report of the Public Welfare Committee
meeting held on July 2, 1969 and moved that the report be accepted and
pieced on file. Seconded by Aid. Wollman, motion carried.
Ald. Sapp presented the report of the Rules, Laws & Ordinance Committee
meeting held on July 7, 1969 and moved that the report be accepted
and placed on file. Seconded by Ald. Burgenneister, motion carried.
The report of the Plan Commission meeting held on July 1, 1969 was
received and will be placed on file.
UNFINISHED BUSINESS
Resolution 1134-69 - Designation of Legal Lots (Mark Garry) This resolution
had been.deferred from the meeting of March 25, 1969, pending receipt of
a Certified Survey. Ald. Wollman moved to amend Paragraph 1, Line 2 by
a
changing the word "substandard" to "legal". Seconded by Ald. Budish.
Upon a voice vote, the motion to amend Resolution 1134-69 carried. Upon
a voice vote, the motion to adopt Resolution i/34-69, As Amended, carried.
NEW BUSINESS
Resolution #82-69 - The Clerk read Resolution i/82-69, entitled, Resolution
of Applicant Authorizing Filing of Application for Grant to Acquire and
Develop Idle Isle. Ald. Narlock moved for the adoption of Resolution
#82-69, seconded by Ald. Budish. Upon a roll call vote, the motion to
a
adopt Resolution #82-69 carried unanimously.
Resolution #86-69 - The Clerk read Resolution 1186-69, entitled, Author-
izing the Finance Committee to Negotiate for Lease with Church. Ald.
. Burgenneister moved for the adoption of Resolution l/86-69, seconded by
Ald. Wollman. Discussion took place as to the wording of the Proposal, the contents of the will of the late Lillian Kingston, the present
library facilities, etc. Mayor Wieselmann spoke as being opposed to
l the adoption of Resolution #86-69 indicating that to make the building
serviceable would entail a great deal of expense.

Resolution 1187-69 - The Clerk read Resolution l/87-69, entitled, Author-
izing the Purchase of Tax Delinquent Lands. Ald. Narlock moved for the
adoption of Resolution #87-69, seconded by Ald. Budish. Upon a roll
a
call vote, the motion to adopt Resolution 887-69 carried unanimously.
Resolution l/88-69 - The Clerk read Resolution 1188-69, entitled, Deter-
mination of Status of Certain City Employees. Ald. Budish moved for
the adoption of Resolution #88-69, seconded by Ald. DeBack. Ald. Cooley
spoke in opposition to the adoption of Resolution 1188-69. Ald. Budish
questioned Attorney Buckley as to whether or not all persons employed
by the Police Dept. could be a member of the W.P.P.A. Upon the advice
of Attorney Buckley Alderman Budish moved to defer action on Resolution
1~88-69. Seconded by Ald. DeBack. Upon a voice vote, the motion to
defer action on Resolution i/88-69 until the next Council meeting carried.
Resolution i/89-69 - The Clerk read Resolution i/89-69, entitled, Granting
Permission to Transport Sewer Equipment Over Beach #l, Muskego Shores,
Subdivision. Ald. Wollman moved for the adoption of Resolution #89-69,
seconded by Ald. Burgenneister. Ald. Burgermeister read a letter from
Mr. Joseph Davis directed to the Common Council which indicated that
Mr. Davis has agreed to replace and replant all bushes that will be
moved during the installation of sewer lateral to his home. Upon a
voice vote, the motion to adopt Resolution i/89-69 carried.
Resolution i/90-69 - The Clerk read Resolution #90-69, entitled, Resolution
Expressing Appreciation to Alderman Kenneth A. Cooley. Ald. Narlock
moved for the adoption of Resolution 1190-69, seconded by Ald. Sapp.
Upon a voice vote, the motion to adopt Resolution #90-69 carried.
LICENSE APPROVAL - Ald. Budish moved for the approval of Operator's
Licenses for Clyde Coe and Katherine Osep pending receipt of favorable
fingerprint and medical reports. Seconded by Ald. Narlock. Upon a
voice vote the motion carried.
Ald. Budish moved for the approval of Waterway Marker Permits for
Martin Oschmann, Parkmaster, Inc., Daniel Amann, Richard Killa, Steve
Schuler, Henry Czarnecki and Hillview Beach. Seconded by Ald. Burger-
meister. Upon a voice vote, motion carried.
Ald. Narlock moved to hold a Class "B" Fermented Malt Beverage and
l Intoxicating Liquor License in abeyance for John Smolen. Seconded by
Seconded by Ald. DeBack. Upon a voice vote, motion carried.
Ald. Burgermeister moved for the approval of a 15-day Permit for the
Water Ski Jump for W. M. Masterson. Permit to expire July 29, 1969.
Seconded by Ald. Sapp. Upon a voice vote, motion carried.
CITY OFFICIAL'S REPORTS - The Clerk gave the Financial Report as of
June 30, 1969, in the amount of $539,136.25. Report placed on file.
II) The Clerk read the Building Report for the month of June. Same placed
on file
COMMUNICATIONS AND MISCELLANEOUS BUSINESS
Ald Burgenneister moved to set the Public Hearing Date for the rezoning
of approximately 14 acres of land in Sec. 16 from RS-2 to B-2 for August
12th, 1969, at 7:00 P.M. and for the Public Hearing Date for the rezoning
of the former Nike Site on Martin Drive from OIP Institutional and Public
Service to Industrial Park I-l for August 12th, 1969 at 7:15 P.M. in
the City Hall. Seconded by Ald. Narlock. Upon a voice vote the motion
carried.

The Clerk read a communication from the Park & Planning Commission of
Waukesha County directed to the Common Council regarding the official
map and Subdivision Control Ordinance. Communication placed on file.
a The Clerk read a communication from the Little Muskego Lake Association
directed to the Mayor and Common Council dated June 27, 1969, regarding
the increased sedimentation of Little Muskego Lake.
e Ald. Budish announced that to date only one application had been
received to fill the vacancy created by the resignation of Ald. Kenneth
Cooley of Ward I.
Ald Kenneth Cooley expressed his appreciation to the members of the Common
Council for help and cooperation given him during the time he served as
Alderman of Ward I.
Ald. Cooley moved to adjourn the meeting, seconded by Ald. Wollman.
Motion carried. The meeting adjourned at lo:02 P.M.
