MINUTES OF REGULAR MEETING HELD JUNE 10, 1969 - CITY HALL
Mayor Wieselmann called the meeting to order at 7~38 P.M.
a PRESENT: Mayor Donald Wieselmann, Aldermen Edmund Budish, Robert Burger-
meister, Harold DeBack, Kenneth Cooley, Frank Narlock, Lois Sapp and
Walter Wollman. Also present were City Clerk Bette Bowyer and City l Attorney John P. Buckley.
APPROVAL OF MINUTES: Ald. Narlock moved that the minutes of the regular
meeting held May 27, 1969 be accepted, as mailed, and placed on file.
Seconded by Ald. Burgermeister. Motion carried.
COMMITTEE REPORTS
Ald. Narlock presented the report of the Finance Committee meeting held
June 4, 1969 and moved that the report be accepted and placed on file.
Seconded by Ald. DeBack, motion carried.
Aid. DeBack presented the report of the Public Works Committee meeting
held on June 5, 1969, and moved that the report be accepted and placed
on file. Seconded by Ald. Budish, motion carried.
e Ald. Cooley presented the report of the Public Safety Committee held
on June 4, 1969, and moved that the report be accepted and placed on
file. Seconded by Ald. Sapp, motion carried.
Ald. Burgermeister presented the report of the Public Welfare Committee
meeting held on June 4, 1969 and moved that the report be accepted and
placed on file. Seconded by Ald. Wollman, motion carried.
Ald. Sapp presented the report of the Rules, Laws & Ordinance Committee
and moved that the report be accepted and placed on file. Seconded by
Aid. Narlock, motion carried.
The report of the Plan Commission meeting held on June 3, 1969, was
received and placed on file.
UNFINISHED BUSINESS

Ordinance #144 - The Clerk gave the second reading of Ordinance #144, 1
entitled, An Ordinance to Amend Sec. 12.01(5)(b) of the Municipal Code
of the City of Muskego (Re: Class "A" Liquor Licenses) Ald. Budish
moved for the adoption of Ordinance $1144, seconded by Ald. Narlock.
Upon a voice vote, the motion to adopt Ordinance #144 carried.
NEW BUSINESS
Ordinance l/146 - The Clerk gave the first reading of Ordinance $1146,
entitled, An Ordinance to Rezone Certain Property and to Amend the
a Zoning Map of the City of Muskego (Re: Beierle) Ald. DeBack moved to
suspend the rules that would allow the second reading of Ordinance #146.
Seconded by Ald. Wollman. Upon a roll call vote to suspend the rules,
the motion carried unanimously. The Clerk gave the second reading of
Ordinance #146. Aid. DeBack moved for the adoption of Ordinance l/146,
seconded by Ald. Wollman. Ald. Narlock spoke in favor of the proposed
multiple housing rezoning. Upon a roll call vote to adopt Ordinance
Y/146, the motion carried unanimously.

Resolution #71-69 - The Clerk read Resolution #71-69 entitled, Approval
of Architectural Contract for Civic Center. Ald. Budish moved for the
l adoption of Resolution #71-69, seconded by Ald. DeBack, Ald. Sapp
referred to a recent letter received from the Muskego Community Church
directed to the Mayor and Council offering the use of the church
property as a temporary site for municipal services and indicated that
0 in her opinion the site should be viewed before any action is taken
on Resolution f/71-69. Ald. Budish spoke in favor of adopting Resolution
j/71-69. The inclusion of a Post Office Building in the contract was
discussed and Mayor Wieselmann explained that the reason this building
was included was so that it would architecturally coincide with the
other buildings and that the cost of the architect's fees would fall
back on the owner of the building. Attorney Buckley again explained
the various phases of architectural services. Upon a roll call vote,
Aldermen Budish, Burgermeister, DeBack, Narlock and Wollman voted
"aye". Aldermen Cooley and Sapp voted "no". The motion to adopt
Resolution Y/71-69 carried.
Resolution #72-69 - The Clerk read Resolution f/72-69, entitled,
Acceptance of Bid for Official Newspaper. Ald. Wollman moved for the
adoption of Resolution #72-69, seconded by Ald. Cooley. Upon a roll
call vote, the motion to adopt Resolution i/72-69 carried unanimously.
Resolution #73-69 - The Clerk Resolution 1'173-69, entitled, Appointment
of Members to Library Board (Elaine Modlinski, Donna Lens, Joan Dibb)
Ald. Cooley moved for the adoption of Resolution #73-69, seconded by
Ald. Narlock. Upon a voice vote, the motion to adopt Resolution l/73-69
carried.
Resolution l/74-69 - The Clerk read Resolution i/74-69, entitled,
Resolution Requiring the Payment of Delinquent Taxes Prior to Issuance
of Class "A" and Class "B" Intoxicating Liquor and Fermented Malt
Beverage Licenses. Ald. Narlock moved for the adoption of Resolution
Y/74-69, seconded by Ald. Budish. Upon a voice vote the motion to
adopt Resolution #74-69 carried.
Resolution #75-69 - The Clerk read Resolution j/75-69, entitled, Transfer
of Funds from Contingency Fund to Police Dept. Acct. $1520-026, Mainten-
ance of Buildings and Grounds. Ald. Narlock moved for the adoption of
l Resolution #75-69, seconded by Ald. DeBack. Upon a roll call vote,
the motion to adopt Resolution #75-69 carried unanimously.
Resolution #76-69 - The Clerk read Resolution 1176-69, entitled,
Authorizing Preparation of Sewer Easement over City Lands to Serve
Property at W180 S8140 Racine Ave. Ald. Wollman moved for the adoption
of Resolution i/76-69, seconded by Ald. DeBack. Upon a roll call vote,
the motion to adopt Resolution l/76-69 carried unanimously.
LICENSE APPROVAL - Ald. Budi&* moved for the approval of Operator's

Licenses for Theo. Blattner, James Biesel, Thos. Babcock and Robert
LaGrow pending receipt of favorable fingerprint and medical reports.
Seconded by Ald. DeBack. Upon a voice vote, motion carried.
Ald. Narlock moved for approval of Class "B" Fermented Malt Beverage
and Class "B" Intoxicating Liquor Licenses, Class "A" Fermented Malt
Beverage and Class "A" Intoxicating Liquor Licenses, and Class "A"
Fermented Malt Beverage Licenses for the year 1969-70 as per the sub-

mitted list. Seconded by Ald. Budish. Upon a voice vote, motion
carried.

Ald. DeBack moved for the approval of Swimming Beach Licenses for Richard
Killa, Steven Schuler, Daniel Amann, Martin Oschmann and Parkmaster, Inc.
Seconded by Ald. Narlock. Motion carried. l Ald. Narlock moved to hold a Class "B" Fermented Malt Beverage and
Intoxicating Liquor License in abeyance for one year for John Blasius

and Gilbert Gumieny. Seconded by Ald. Budish. Motion carried.
CITY OFFICIAL'S REPORT
The Clerk presented the Financial Report as of May 31, 1969, in the
amount of $599,985.36. Report placed on file.
The Clerk presented the Building Report for the month of May, 1969.
Same to be placed on file.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS
Ald. Budish moved that a Water-Ski Jump Permit be issued to Wm.
Masterson of Dandilion Park for a 15-day period - Permit to expire
June 29, 1969. Seconded by Ald. Wollman. Upon a voice vote, motion

carried.
Ald. Burgermeister moved to uphold the action of the Finance Committee
to recommend approval of payment of 17 feet of lateral necessary to
bring it up to the lot line of the Waltz property in Kirkwood Manor
Subdivision and to install the remaining laterals in conjunction with
the lot owners as homes are built. Seconded by Ald. Cooley. Upon a
roll call vote, the motion carried unanimously.
Ald. Budish requested permission for Mrs. Viola Kurtze.to speak. As
there were no objections, Mrs Kurtze questioned the legality of and
objected to a member of the Public Works Dept. cutting 150 x 33 feet
of her frontage at S81 W17005 Woods Rd. The matter was referred to
the City Attorney and the City Engineer. She also alleged that the
city had removed a portion of a fence during recent sewer installation
and requested that the fence be restored in order to keep out tress-
passers.
l Ald. Narlock moved to adjourn the meeting, seconded by Ald. Cooley.
Motion carried. The meeting adjourned at 8:45 P.M.
