MINUTES OF MEETING HELD MAY 13, 1969 - CITY HALL
Mayor Wieselmann called the meeting to order at 7:40 P.M.
PRESENT: Mayor Donald Wieselmann, Aldermen Edmund Budish, Robert Burger-
meister, Harold DeBack, Frank Narlock, Lois Sapp and Walter Wollman. Also
present were City Clerk Bette Bowyer and City Attorney John P. Buckley.
ABSENT: Alderman Kenneth Cooley.
APPROVAL OF MINUTES - Ald. Burgermeister moved
regular meeting held 4122169 and the adjourned
accepted and placed on file. Seconded by Aid.
COMMITTEE REPORTS:
report of the Finance Finanae Committee: Ald. Narlock presented the
Committee meeting held on May 7, 1969, and moved that the report be
accepted and placed on file. Seconded by Ald. DeBack, motion carried.

Public Works Committee: Ald. DeBack presented the report of the Public
Works Committee meeting held on May 8, 1969, and moved that the report

Public Safety Committee: Ald. Wollman presented the report of the Public
Safety Committee meeting held on May 7, 1969, and moved that the report
be accepted and placed on file. Seconded by Ald. Sapp, motion carried.
Public Welfare Committee: Ald. Burgenaeister presented the report of
the Public Welfare Committee meeting held on May 7, 1969 and moved that
the report be accepted and placed on file. Ald. Wollman seconded the
motion and the motion carried.
Rules, Laws & Ordinance Committee: Ald. Sapp presented the report of
the meeting held on May 8, 1969, and moved that the report be accepted
and placed on file. Ald. Narlock seconded the motion and the motion carried.
Plan Commission: The minutes of the meeting held May 3, 1969, were
received and placed on file.
COMMUNICATIONS FROM THE MAYOR'S OFFICE
The Clerk read a Proclamation in recognition of the "Buddy Poppy Sale"
in the City of Muskego to be conducted by the VFW.
The Clerk read a Proclamation which proclaims the week of May 24th
to May 30th, 1969 as American Legion Auxiliary Poppy Week in the City
of Muskego.
The Clerk read a Proclamation by Mayor Donald Wieselmann which proclaimzk
May 24, 1969, as "Puddles League Day" in the City of Muskego. -
The Clerk read a Proclamation by Mayor Wieselmann proclaim@
of May 18th thru May 24th, 1969 as "Welcome Wagon Week" in
Muskego.
UNFINISHED BUSINESS
Resolution #47-69 - The Clerk read Resolution l/47-69, entitled, Accepting
Dedication of Lands to City of Muskego (Foth Property) Ald. Sapp moved
for the adoption of Resolution #47-69. Seconded by Ald. Narlock.

Considerable .discussion followed with Ald. Sapp stating that she had had
an opportunity to meet with Mr. Paul Johnson of the Soil Conservation
l Dept. and it was his opinion that the land in question could only be a
low activity area even with fill and proper draining. Ald. Narlock spoke
in favor of the adoption of Resolution #47-69 due to the land being
located in the center of the city. Mayor Wieselmann explained that the
area was the most logical site to be used to deposit muck, in accordance
0 with an opinion from Senator Gaylord Nelson and Secretary of Interior
Udall, in the eventual cleaning of Little Muskego Lake. Following
further discussion, the Clerk read the legal description of the land
involved. Upon a roll call vote to adopt Resolution f/47-69, Aldermen
Budish, DeBack, Narlock and Wollman voted "aye". Aldermen Burgermeister
and Sapp voted "no". The motion to adopt Resolution i/47-69 carried.
Ordinance $1142 - The Clerk gave the second reading of Ordinance $1142.
Ald. Narlock moved for the adoption of Ordinance 11142. Seconded by
Ald. Burgermeister. Upon a voice vote, the motion to adopt Ordinance
#142(Amendments to the Building Code) carried.
Ordinance #143 - The Clerk gave the second reading of Ordinance #143.
Ald. Wollman moved for the adoption of Ordinance #143. Seconded by
Ald. Budish. Ald. Burgermeister explained that in a verbal conversation
with Mr. Holz he had indicated to him his intentions in platting the
subdivision. Ald. Sapp moved to defer action on Ordinance #143 until
the next Council meeting. Seconded by Ald. Burgemneister. Upon a roll
call vote, the motion to defer action on Ordinance 11143 (Rezoning of
Holz-Rambo'Subdivision) carried.
Ch. Ordinance i/12 - Selection of City Engineer. Due to a legal technicality
at the time of its original adoption it was necessary to again bring Ch.
Ordinance i/l2 to the floor. The Clerk read Ch. Ord. #12. Ald. Wollman
moved to suspend the rules that would interfere with the adoption of
Ch. Ordinance #12, seconded by Ald. Burgenneister. Upon a roll call vote,
the motion to suspend the rules carried unanimously. Ald. Wollman moved
for the adoption of Ch. Ordinance #12. Seconded by Ald. Budish. Upon
a roll call vote, the motion to adopt Ch. Ordinance 1112 carried unanimously.
NEW BUSINESS
Resolution i/57-69 - The Clerk read Resolution l/57-69, entitled, Appoint-
ment of Council Representative to Park & Recreation Board (Robert Burger-
meister). Ald. Sapp moved to suspend the ,rules that would interfere with
the adoption of Resolution i/57-69, seconded by Ald. Wollman. Upon a roll
call vote to suspend the rules, the motion carried unanimously. Ald.
Wollman moved for the adoption of Resolution j/57-69. Seconded by Ald.
Budish. Upon a roll call vote, the motion to adopt Resolution i/57-69
carried unanimously.
Resolution #44-69 - The Clerk read Resolution i/44-69, entitled, Appoint-
ment of Samuel P. Murray to Investigate Income Taxes Erroneously Allocated.

Ald. Narlock moved for the adoption of Resolution #44-69, seconded by
Aid. DeBack. Ald. Narlock moved to refer Resolution j/44-69 to the
Finance Committee for further investigation. Seconded by Ald. Burger-
meister. Upon a voice vote, the motion to refer Resolution i/44-69
to the Finance Committee carried.
Resolution i/59-69 - Designating Tri-town Hub as Official Newspaper for
a Temporary Period. The Clerk read Resolution i/59-69. Ald. Budish
l moved for the adoption of Resolution #59-69, seconded by Ald. Sapp.
Upon a roll call vote, the motion carried unanimously.

Resolution Y/60-69 - The Clerk read Resolution l/60-69, entitled, Accepting
Low Bid from Payne & Dolan, Inc. for Bituminous Material. Ald. Budish
moved for the adoption of Resolution #60-69, seconded by Ald. DeBack.
l Upon a roll call vote, the motion to adopt Resolution #60-69 carried
unanimously.
Resolution #61-69 - The Clerk read Resolution i/61-69, entitled, Acceptance
me
of Bid for the City of Muskego 1969 Road Improvement Program. Ald. Budish
moved for the adoption of Resolution j/61-69, seconded by Ald. Wollman.
Upon a roll call vote, the motion to adopt Resolution 1161-69 carried
unanimously.
Resolution 1162-69 - The Clerk read Resolution #62-69, entitled, Acceptance
of Low Bid for Squad Cars for the Police Department. Ald. Narlock moved
for the adoption of Resolution #62-69, seconded by Aid. Sapp. Discussion
followed as to the length of time the squad cars should be kept and
whether or not only two of the three squads should be traded in at one
time. Ald. Sapp indicated that perhaps the matter should be discussed
further within the Safety and Finance Committees and with Chief Kraus.
Upon a roll call vote, the motion to adopt Resolution l/62-69 carried
unanimously.

6 Resolution #63-69 - The Clerk read Resolution #64-69, entitled, Authorizing
the Purchase of Used Vehicle for City Engineer. Ald. DeBack moved for
the adoption of Resolution j/63-69, seconded by Ald. Budish. Upon a roll
call vote, the motion carried unanimously.

Resolution 1164-69 - The Clerk read Resolution #64-69, entitled, Council
Recommendation on TARR Task Force Proposal. Ald. Narlock strongly urged
that the Council unanimouslys'upport the TARR Task Force Proposal and
moved for the adoption of Resolution #64-69, seconded by Ald. Budish.
Aldermen Burgermeister, Sapp and Wollman spoke as being opposed to the
Proposal at this time. Ald. Narlock again spoke in favor of the TARR
recommendations indicating that it was his feeling that this is the first
worthwhile revision in the method of tax distribution in the State of
Wisconsin and to bring it more in line with the Federal Government. Ald.
Narlock moved to amend Resolution #64-69 by inserting the word "support"
the TARR Task Force recommendations. Seconded by Ald. Budish. Upon a
roll call vote, the motion to amend Resolution f/64-69, Aldermen Burgermeister,
DeBack, Sapp and Wollman voted "no". Aldermen Budish and Narlock voted
"aye'! . The motion by Ald. Narlock to amend Resolution l/64-69 did not carry.
Ald. Burgermeister moved to amend Resolution #64-69 by inserting the words
"not recommend" the TARR Task Force Proposal. Seconded by Ald. Wollman.
Upon a roll call vote to amend Resolution i/64-69, Aldermen Burgermeister,
DeBack, Sapp and Wollman voted "aye". Aldermen Budish and Narlock voted
"no". j'he motion by Ald. Burgermeister not to recommend the TARR Task
Force Proposal carried. Ald. Narlock again expressed concern at the
Council's decision not to endorse the Proposal.
At 9:30 P.M. Mayor Wieselmann delcared a recess and at 9:36 P.M. the
meeting reconvened.
0 Ald. Sapp requested permission for Mr. Howard Fischer, S68 W16879 Martin
Drive to speak. Mr. Fischer spoke in regard to Parkland Plaza. Mr. Wayne
Peterson, S68 W16918 Martin Dr. requested permission of the Mayor to have
Attorney Harry Fryatt appear in their behalf at the next Council meeting.

CITY OFFICIAL'S REPORTS
l The Clerk gave the Financial Report as of April 30, 1969, in the amount
of $634,873.30. Report placed on file.
The Clerk gave the Building Report for the month of April, 1969. Report
l placed on file.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS

Ald. Budish moved to hold a Class "B" Fermented Malt Beverage and
Intoxicating Liquor License in abeyance for Muskego Lakes Country Club
until June 30, 1969.
The Clerk read a letter from Mr. Raymond Wallner, dated May 4, 1969,
directed to the Mayor, Industrial Committee, Common Council and Plan
Commission which contained a proposal to the City regarding the
establishment of an Industrial Park. Following a lengthy discussion
between several of the Aldermen, the Mayor and Mr. Wallner, Alderman
Narlock moved that the Plan Commission be informed that the Common
Council is willing to participate in the financing of an industrial
site on an assessment basis. Motion seconded by Ald. Budish. Upon a
roll call vote, the motion carried unanimously.
Mayor Wieselmann announced that the Council is invited to attend a
Pancake Supper on Wed., May 21, 1969 at the Dousman Village Hall,
sponsored by the Wolf Construction.
Ald. Burgermeister moved to adjourn the meeting. Seconded by Ald.
Budish. Motion carried. The meeting adjourned at lo:43 P.M.
