MINUTES OF MEETING HELD MARCH 11, 1969 - CITY HALL
Mayor Wieslmann called the meeting to order at 7:36 P.M.
l PRESENT - Mayor Donald Wieselmann, Aldermen Robert Burgenneister, Edmund
Budish, Kenneth Cooley, Harold DeB?ck, Roland Linck, Frank Narlock
and Walter Wollma~n. Also present were City Clerk Bette 3. Bowyer and l City Attorney John P. Buckley.
MINUTES - Ald. Burgermeister moved to accept the Minutes of the previous
meeting held on February 25, 1969, and moved that the Minutes be accepted
and placed on file. Seconded by Ald. Linck. Motion carried.
COMMITTEE REPORTS
Finance Committee - Ald. Budish presented the report of the Finance
Committee meeting held on March 5, 1969, and moved&hat the report be
accepted and placed on file. Seconded by Ald. DeBack, motion carried.
Public Works Committee - Ald. DeBack presented the report of the Public
Works Committee meeting held on March 6, 1969, and moved that the report
be accepted and placed on file. Seconded by Ald. Wollman. Considerable -.

discussion took place with Ald. Burgermeister expressing concern that
the Wisconsin Natural Gas Co. repeatedly installs mains in the same area
and on the same streets. Motion to accept report carried.
Public Safety Committee - Ald. Wollman presented the report of the Public
Safety Committee meeting held on March 5, 1969, and moved that the report
be accepted and placed on file. Seconded by Ald. Linck, motion carried.
Public Welfare Committee - Ald. Burgermeister presented the report of
the Public Welfare Committee meeting held on March 5, 1969, and moved
that the report be accepted and placed on file. Discussion took plaice
with Ald. Budish speaking in opposition to the Park and Recreation
Board taking over the Mill Valley Rifle Club. It was his opinion that
this would not be a wise move and it would be setting a precedent with
other organized groups in the city. As a representative of the Park
and Recreation Board, Ald. Burgermeister indicated that he would take
the feelings of Ald. Budish back to his Committee at their next meeting.

Rules, Laws & Ordinance Committee - None
Plan Commission - The report of the Plan Commission meeting held on
March 4, 1969 was received and will be placed on file.
UNFINISHED BUSINESS
Resolution 826-69 - Resolution Approving Salary and Fringe Benefits for
the Muskego Police Department. Following discussion regarding the proposed
contract between the City of Muskego and the Muskego Policeman's Association,
Ald. Budish moved to defer action on Resolution j/26-69 until the next

regular meeting of the Council. Seconded by Ald. Wollman. Upon a voice
vote, the motion to defer action on Resolution #26-69 carried.
NEW BUSINESS
Restolution #28-69 - The Clerk read Resolution j/28-69, entitled, Establish-
ing the Office of Deputy Building Inspector and of Plumbing Inspector.

Ald. Narlock moved for the adoption of Resolution #28-69, seconded by
Ald. DeBack. Discussion following regarding the tenure of this position
being four years. Upon a voice vote, the motion to adopt Resolution #28-69
did not carry.

Ordinance $1138-69 - The Clerk read Ordinance 8138, entitled, An Ordinance to
Create Sec. 16.14(5) of the Municipal Code of the City of Muskego. Ald.
Wollman moved to suspend the rules that would interfere with the adoption
of Ordinance .#13F (Re: Plumbirlg Inspector and Deputy Builr'ing IiLS;,GCtOi‘)
e econded by Ald. Narlock. Upon a roll call vote, the motion to suspend the
rules carried unanimously. Ald. Narlock moved for the adoption of Ordinance
8138, seconded by Aid. Linck. Ald. Cooley moved to amend Ordinance #138,

aragraph D.bk.delet~ing.,the words "whose powers and duties shall be as
rescribed by the Building Inspector." Seconded by Ald. Wollman. The
Clerk gave,the second reading of Ordinance $1138. Upon a voice vote, the
motion to amend Ordinance #138 carried. Upon a voice vote, the motion to
adopt Ordinance 11138, As Amended, carried.
At 8:30 P.M. Mayor Wieselmann declared a recess and the meeting recon-
vened at 8:50 P.M.
Resolution #29-69 - The Clerk read Resolution #29-69, entitled, Authorizing
the Purchase of Burroughs Bookkeeping Machine. Ald. Budish moved to suspend
the rules that would interfere with the adoption of Resolution #29-69.
Seconded by Ald. DeBack. Upon a, roll call vote, the motion to suspend the
rules carried unanimously. Ald. DeBack moved for the adoption of Resolution
i/29-69, seconded by Ald. Budish. Upon a roll call vote, the motion to adopt

City Attorney Buckley reported that he has conferred with Attorney Harry
Fryatt and they will research the files of the proposed Pa~rkland Plaza
Project later this week.
The Clerk gave the Financial Report as of February 28, 1969, in the amount
of $558,332.11. Report placed on file.
The Clerk gave the Building Report for the month of February, 1969, same
to be placed on file.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS
The Clerk read a report to the Mayor and Council from Building Inspector
Gerald P. Lee regarding the Wauer Dump Site. Ald. Narlock expressed concern
over the existing conditions at the dump.

Mayor Wieselmann reported that he
had toured the dump site with Mr. Wauer and suggested that when the State
Regulations are received the Welfare Committee meet with Mr. Wauer to set up
guide lines that would have to be adhered to.
The Clerk read a communication directed to the Mayor and Common Council
from Stefaniak Realty, Inc. requesting a lot line change in Sec. 3. Commun-
ication referred to Plan Commission.
The Clerk read a communication directed to the Mayor and Council from Mr.
Mark Garry, W194 S7418 Racine Ave., requesting varian?e.from,the Subdivision
Control Ordinance requiring lot size as determined by the RS-2 District
e 'nvolving his property in Sec. 8. Communication referred to Plan Commission.
AJd. Budish read a communication written by himself in answer to Mr.
Kenneth Fons's remarks at the Council meeting held February 25, 1969,
regarding non-support of the Land 0 Lakes Baseball team by city officials
and the Park and Recreation Board. Communication placed on file.
DJOURNMENT - Ald. Narlock moved to adjourn the meeting. Seconded by
Motion carried. The meeting adjourned at 9:15 P.M.
