ccm19690128COMMON COUNCIL CITY OF MUSKEGO MINUTES OF MEETING HELD JANUARY 28, 1969 CITY HALL l Mayor Wieselmann called the meeting to order at 8:05 P.M. PRESENT: Mayor Donald Wieselmann, Aldermen Robert Burgermeister, * Edmund Budish, Kenneth Cooley, Harold DeBack, Frank Narlock, Roland Linck and Walter Wollman. Also present was City Clerk Bette Bowyer. MINUTES: Ald. Narlock moved to accept the Minutes of the previous meeting held on January 14, 1969, and moved that the minutes be accepted and placed on file. Seconded by Ald. Cooley. Ald. Burger- meister moved to correct the Minutes to include the adoption of Resolution #6-69, entitled, Reimbursement of Option Money Paid to Purchase Hohensee Property for Civic Center Site. Seconded by Ald. Wollman, motion carried. The motion to accept the Minutes of the meeting held January 14, 1969, As Corrected, carried. COMMITTEE REPORTS Finance Committee - Ald. Narlock presented the report of the Finance Committee meeting held on January 22, 1969, and moved that the report i be accepted and placed on file. Seconded by Ald. DeBack, motion carried. Public Works Committee - Ald. DeBack presented the report of the Public Works Committee meeting held January 23, 1969, and moved that the report be accepted and placed on file. Seconded by Ald. Wollman, motion carried. Public Safety Committee - Ald. Cooley presented the report of the Public Safety Committee meeting held on January 22, 1969, and moved that the report be accepted and placed on file. Seconded by Ald. Linck, motion carried. Public Welfare Committee - Ald. Burgermeister presented the report of the Public Welfare Committee meeting held on January 22, 1969, and moved that the report be accepted and placed on file. Seconded by Ald. Wollman, motion carried. a Rules. Laws & Ordinance Committee - Ald. Linck presented the report of the Rules, Laws & Ordinance Committee meeting held on January 23, 1969, and moved that the report be accepted and placed on file. Seconded by Ald. Narlock, motion carried. Plan Commission - The report of the Plan Commission meeting held on January 21, 1969, was received and will be placed on file. UNFINISHED BUSINESS - None a NEW BUSINESS Resolution 88-69 - The Clerk read Resolution #8-69, entitled, Approval of Radar Maintenance Contract With Stark Electronic Service. Ald. Budish moved for the adoption of Resolution f/8:-69, seconded by Ald. Linck. Upon a roll call vote, the motion to adopt Resolution #8-69 carried unanimously. Page 2. Resolution f/9-69 - The Clerk read Resolution j/9-69, entitled, Accepting the Bid of Johnny's Petroleum Products to Supply Bulk Gasoline for the Police Department. Ald. DeBack moved for the adoption of Resolution #9-69, seconded by Ald. Narlock. Upon a roll call vote, the motion to adopt Resolution #9-69 carried unanimously. 0 Resolution #lo-69 - The Clerk read Resolution #lo-69, entitled, Approval of Contract for Rescue Service. Ald. Linck moved for the adoption of -a Resolution $110-69, seconded by Ald. Wollman. Upon a roll call vote, the motion to adopt Resolution 1110-69 carried unanimously. Resolution J/11-69 - .The Clerk read Resolution #ll-69, entitled, Author- izing the Public Works Committee to Advertise for Bids for a Steam Cleaner. Ald. Wollman moved fo suspend the rules that would interfere with the adoption of Resolution l/11-69, seconded by Ald. DeBack. Upon a roll call vote to suspend the rules, the motion carried unanimously. Ald. Budish moved for the adoption of Resolution i/11-69, seconded by Ald. DeBack. Upon a roll call vote, the motion to adopt Resolution &l-69 carried unanimously. Ordinance #136 - The Clerk gave the first reading of Ordinance Q136, entitled, An Ordinance to Rezone Certain Property and to Amend the Zoning Map of the City of Muskego (Civic Center Site). Ald. Budish, moved to suspend the rules that would interfere with the adoption of Ordinance #136, seconded by Ald. Narlock. Upon a roll call vote to suspend the rules, the motion carried unanimously. The Clerk gave the second reading of Ordinance W136. Ald. ~Budish moved for the adoption of Ordinance #136, seconded by Ald. Wollman. Upon a voice vote, the motion to adopt Ordinance #136 carried. LICENSE APPROVAL - None VOUCHER APPROVAL - Ald. Narlock moved for the approval of payment of general vouchers in the amount of #133,700.83, payable January 28, 1969. Seconded by Ald. Budish. Upon a roll call vote, the motion to pay the general vouchers carried. Ald. DeBack moved for the approval of payment of sewer vouchers in the amount of $40,706.00, payable January 28 1969. Seconded by Ald. Narlock. Upon a roll call vote, the motion to pay the sewer vouchers carried. l COMMUNICATIONS AND MISCELLANEOUS BUSINESS Resolution #3-69 - Waiving of License Fees for Rifle Range at Mill Valley School. Mayor Wieselmann stated that upon the advice of the City Attorney, the Common Council does not have the authority to waive the fees for shooting permits. Ald. Narlock moved for the reconsideration of Resolution Q3-69, seconded by Ald. Wollman. Upon a roll call vote, the motion to reconsider Resolution #3-69 carried unanimously. Ald. Narlock moved that Resolution #3-69 be tabled. Seconded by Ald. Linck. Upon a voice vote, the motion to table Resolution R3-69 carried. The Clerk read a communication from the Tess Corners Fire Dept. inviting the Common Council and the Fire and Police Commission to view their fire equipment and building. A suitable evening for all concerned will be set in the near future. Common Council Meeting Page 3. l/28/69 The Clerk read a communication directed to the Mayor from Irvin W. Kraus, Chief of Police, requesting the conditions for Patrolma~n Kenneth Czisny's leaveof absence. Ald. Cooley moved that the Council adopt the conditions as stated by Chief Kraus. Seconded by Ald. a Linck. Upon a voice vote, motion carried. Ald. Budish commented that the Public Works Dept. had received w several letters from citizens complimenting the Highway Dept. on snow removal service given them during the past month. Ald.
