MINUTES OF MEETING HELD JANUARY 14, 1969

a Mayor Wieselmann called the meeting to order at 7:35 P.M.

PRESENT: Mayor Donald Wieselma~nn, Aldermen Robert Burgenneister,
Edmund Budish, Kenneth Cooley, Harold DeBack, Frank Narlock, Roland
Linck and Walter Wollman. Also present were City Clerk Bette Bowyer
and City Attorney John P. Buckley.
MINUTES: Ald. Budish moved to accept the minutes of the previous
meeting held on December 30, 1968, as mailed. Seconded by Ald.
Burgermeister, motion carried.
COMMITTEE REPORTS
Finance Committee: Ald. Narlock presented the report of the Finance
Committee meeting held on Janua~ry 8, 1969, and moved that the report
be accepted and placed on file. Seconded by Ald. DeBack, motion
carried.

Public Works Committee: Ald. DeBack presented the report of the
Public Works Committee meeting held January 2, 1969, and moved that
the report be accepted and placed on file. Seconded by Ald. Wollman,
motion carried.
Public Safety Committee: Ald. Cooley presented the report of the
Public Safety Committee meeting held on January 8, 1969, and moved
tha,t the report be accepted and placed on file. Seconded by Ald.
Linck, motion carried.
Public Welfare Committee - Ald. Burgermeister presented the report
of the Public Welfare Committee and moved that the report be accepted
and placed on file. Seconded by Ald. Wollman, motion carried.
Rules, Laws & Ordinance Committee - Ald. Linck presented the report
of the Rules, Laws & Ordinance Committee meeting held on January 9,
1969, and moved that the report be accepted and placed on file.
Seconded by Ald. Narlock, motion carried.
0 Plan Commission - The report of the Plan Commission meeting held on
January 7, 1969, was received and will be placed on file. At this
point Ald. Linck requested permission for citizens in the vicinity of
Southern Heights Subdivision to speak. The Clerk read City Attorney's
legal opinion, dated January 6, 1969, as to why a new Public Hearing
is not necessary. Mr. Howard Fischer, S68 W16879 Martin Dr. and Mr.
E. B. Wiken, W167 S6903 Oak Hill Dr. questioned as to how a~nother
public hearing could be required to be held.

111 Lannon Dr., Mr. Wayne Peterson, 568 W16918 Martin Dr., and Mr. Walter
Strobel, W170 56915 Southern Hts. Dr. all spoke in opposition to
smaller lot sizes and multiple housing in the proposed Kilps Parkland Subdivision.

Resolution #l-69 - The Clerk read Resolution #l-69, entitled, Approval
of Contract With Lincoln National Life InsUranCe CO. for $5,000.00

Group Life Insurance for all Full Time City Employees. Mr. George E.
Wanstall, Regional Group Manager of the Lincoln National Life Insurance
Co. appeared to answer questions regarding the proposed contract. Ald.

Burgermeister moved to amend Resolution 81-69, the 2nd and 4th pa~ragraphs,
by adding the words "City Clerk and City Assessor" after the word
"employees". Seconded by Ald. Cooley. Discussion followed and upona
roll call vote,

the motion to amend #l-69 carried una~nimously. Upon
a roll call vote to adopt Resolution #l-69, As Amended, the motion
carried unanimously.
Resolution 82-69 - The Clerk read Resolution 82-69, entitled, Approva~l
of Purchase of Property Owned by John and Sandra Allison. Ald Budish
moved for the adoption of Resolution #2-69, seconded by Ald. DeBack.
Ald. DeBack explained that the City is purchasing the lot to use as a
future extension of Muskego Dam Drive. Upon a roll call vote, the
motion to adopt Resolution $12-69 carried unanimously.
Resolution #3-69 - The Clerk read Resolution W3-69, entitled, Waiving
of Fees for Rifle Range at Mill Valley School. Ald. Wollman moved
for the adoption of Resolution $13-69, seconded by Ald. Linck. Upon a
roll call vote, the motion to adopt Resolution i/3-69 carried unanimously.

Resolution $14-69 - Establishing 1969 Salaries for Elected Officials
and other Employees of the City of Muskego. Ald. Budish moved to
dispense with the reading of Resolution #4-69, seconded by Ald. Cooley,
Upon a voice vote, motion carried. Ald. Burgenneister moved for the
adoption of Resolution W4-69, seconded by Ald. DeBack. Ald. Burgermeister
spoke as being opposed to salary to be paid to the Humane Officer and
Assistant Humane Officer for the services being rendered. Ald. Wollman
moved to change Section H., Humane Officer - Mileage from $1300.00 to
$650.00. Also, to change Ass't Humane Officer - Mileage, from $500.00
to $250.00. Seconded by Ald. Cooley. Ald. Cooley moved to amend the
amendment by deleting the office of Assistant Humane Officer and his
salary and mileage. Seconded by Ald. Budish. Upon a roll call vote,
the motion to amend the amendment carried. _. :, I') _ Upon a roll call vote, the
motion to amend Resolution #4-69 carried. Upon a roll call vote, the
motion to adopt Resolution, As Amended, carried unanimously.
Resolution $15-69 - The Clerk read Resolution 85-69, entitled, Resolution

Establishing Police Mutual Aid Agreement With Other Communities. Ald.
Narlock moved for the adoption of Resolution #6-69, seconded by Ald.
DeBack. Upon a roll call vote, the motion to adopt Resolution 85-69
carried unanimously.
Resolution 117-69 - The Clerk read Resolution #7-69, entitled, Authorizing
the Re-advertising for a Full Time City Engineer. Ald. Wollman moved
to suspend the rules that would interfere with the adoption of Resolution
87-69. Seconded by Ald. Linck. Upon a roll call vote, the motion to
suspend the rules carried unanimously. Ald. Budish moved for the
adoption of Resolution l/7-69, seconded by Ald. Wollman. Upon a roll

call vote, the motion to adopt Resolution #7-69 carried unanimously.
Ordinance 11135 - An Ordina~nce to Rezone Certain Property and Amend the
Zoning Map of the City of Muskego. (Parkland-Linck property). Ald.
Cooley moved to not have the Clerk read the legal descriptions. Seconded
by Ald. Narlock. Upon a voice vote, motion carried. The Clerk read
Ordinance 8135. Ald. Wollman moved to suspend the rules in order that

the Clerk could give the second reading of Ordinance #135. Seconded
by Ald. DeBack. Upon a roll call vote, the motion to suspend the
rules carried unanimously. The Clerk gave the second reading of
Ordinance #135. Ald. Wollman moved for the adoption of Ordinance 11135,
seconded by Ald. Budish. Upon a voice vote, the motion to adopt
Ordinance 11135 carried unanimously.

VOUCHER APPROVAL - None
l LICENSE APPROVAL - Ald. Narlock moved for the approval of an Operator's
License for Kenneth Glynn pending receipt of a favorable fingerprint
report. Seconded by Ald. DeBack, motion carried.
l Ald. Budish moved for the approval of an Operator's License for
Robert Kijewski pending receipt of a favorable fingerprint and
medical report. Seconded by Ald. Narlock, motion carried.
CITY OFFICIAL'S REPORTS
The Clerk gave the Financial Report as of December 31, 1968, in the
amount of $708,648.04. Report to be placed on file.
The Clerk presented the Building Report for the month of December, 1968,
same to be placed on file.
ADJOURNMENT - Ald. Budish moved to adjourn the meeting, seconded by
Ald. Wollman. Motion carried. The meeting adjourned at 9:05 P.M.
