MINUTES OF MEETING HELD DECEMBER 30, 1968
CITY HALL
Mayor Wieselmann called the meeting to order at 7:35 P. M.
PRESENT: Mayor Donald Wieselmann, Aldermen Robert Burgermeister,
Edmund Budish, Kenneth Cooley, Harold DeBack, Frank Narlock,
and Walter Wollman. City Clerk Bette Bowyer and City Attorney
John P. Buckley were also present. ABSENT: Roland Linck
MINUTES: Ald. Narlock moved to accept the minutes of the previous
meeting of December 10, 1968, as mailed. Ald. Burgermeister seconded
the motion and the motion carried.
COMMITTEE REPORTS -- -------
FINANCE COMMITTEE - Alderman Narlock presented the report of
the Finance Committee meeting held December 19, 1968, adding the
following supplement:
"Mr. Budish moved to recommend to the Common Council to
approve the payment of vouchers in the amount of $564,873,66
payable December 30, 1968, and to;approve payment of sewer
vouchers in the amount of $123,837.58. Ald. DeBack seconded the
motion and the motion carried. The City received two checks from
the State of Wisconsin in the amounts of $19,462.86 and $1,743.59
for highway privilege tax."
Alderman Narlock moved that the report be accepted and placed
on file. Ald. Budish seconded the motion and the motion carried.
PUBLIC WORKS COMMITTEE - Ald. DeBack presented the report of the
Public Works Committee meeting held December 19. 1968. and moved
that the report be accepted and placed on file. 'Alderman Wollman
seconded the motion and the motion carried.
PUBLIC SAFETY COMMITTEE - Ald. Cooley presented the report
of the Public Sarety Committee meeting held December 18, 1968,
and moved that the report be accepted and placed on file. Ald.
Woilman seconded the motion and the motion carried.
PUBLIC WELFARE COMMITTEE - Ald. Burgermeister presented the
report of the Public Welfare Committee meeting held December 18,
1968, and moved that the report be accepted and placed on file.
Ald. Wollman seconded the motion and the motion carried.
RULES LAWS Ps ORDINANCE COMMITTEE

December 19, 1968, and moved that the report be accepted and
placed on file. Ald. Narlock seconded the motion and the motion
carried.
PLAN COMMISSION - The report of the Plan Commission meeting- '
held December 17, 1968, was received and placed on file.
UNFINISHED BUSINESS ----------
ORDINANCE #133 - An Ordinance to Renumber the Municipal Code
Sections as Numbered in Ordinance No. 119. The Clerk gave the second reading of Ordinance #133. Alderman Wollman moved for the adoption of Ordinance #133.
Alderman Narlock seconded the motion and the motion carried.
ORDINANCE #134 - An Ordinance to Amend Chapter lb, Sec. lb.08
and Sec. 16.19 of the Municipal Code. The Clerk gave the second
reading of Ordinance #134.
Ald. DeBack moved for the adoption of Ordinance #134. Ald.
Burgermeister seconded the motion and the motion carried.

RESOLUTION #209-68 - Approval of Fire Protection Contract Between Tess Corners Vol. Fire Dept. & City of Muskego. The
Clerk read Resolution #209-68. It was the unanimous decision of the Council to dispense with the reading of the contract.

Alderman Cooley moved for the adoption of Resolution #209-68.
Alderman Wollman seconded the motion and upon a roll call vote
the motion carried unanimously.
l RESOLUTION #210-68 - Approval of Fire Protection Contract
Between Muskego Vol. Fire Co. and City of Muskego. The Clerk
read Resolution fc210-68. It was the unanimous decision of the

Council to dispense with the reading of the contract. Alderman Budish moved for the adoption of Res. #210-68.
Alderman DeBack seconded the motion and upon a roll call vote
the motion carried unanimously.
RESOLUTION #211-68 - Authorizing the Re-Advertising of Bids
for Bulk Gasoline for the Police Department. The Clerk read
Resolution X211-68. Ald. Narlock moved for the adoption of Resolution #211-68.
Ald. DeBack seconded the motion and upon a roll call vote the
motion carried unanimously.
RESOLUTION #212-68 - Declaring the Office of Municipal Justice
Vacant. The Clerk read Resolution #212-68. Aid. Wollman moved to suspend the rules which interfere with
the adoption of Resolution +‘212-68. Ald. Burgermeister seconded
the motion and upon a roll call vote the motion carried unanimously. Ald. Narlock moved for the adoption of Resolution #212-68.
Ald. DeBack seconded the motion. Attorney Buckley read and sub-
mitted a report concerning Res. #121-68, same to be placed on file. Upon a roll call vote the motion to adopt Res. #212-68 carried
unanimously.
LICENSE APPROVAL - Ald. Narlock moved to approve an Operator's
License for David Hxbrucker. Ald. DeBaclc seconded the motion and
the motion carried.
Ald. Narlock moved for the approval of a Rifle Range Permit
for Fred Weinke at Mill Valley School. Ald. Budish seconded 'the
motion and the mo.tion carried.
VOUCHER APPROVAL - Alderman Budish moved to approve payment
of general vouchers in the amount of $564.873.66 pavable December
30,-1968. Alderman DeBack seconded the motion. Alderman Burger-
meister requested clarification of several items on the voucher
list, same explained by the Clerk. Upon a roll call vote, the
motion carried unanimously. Alderman DeBack moved to approve payment of sewer vouchers
in the amount of $123,837.58. Ald. Narlock seconded the motion
and upOn a roll call vote, the motion carried unanimously.
COMMUNICATIONS & MISCELLANEOUS BUSINESS -------___------____
The Clerk read a communication from Clarence & Esther Hartman
filing claim for maple tree. Aid. Budish moved that the claim
be submitted to the insurance company. Ald. Wollman seconded the
motion and the motion carried.
Alderman Burgermeister moved to schedule the public hearing
to consider a rezoning for the Civic Center Site for 7:00 P. M.
January 28, 1969, and to schedule a public hearing to consider a rezoning of the Bryan Ardis Frame property in Sec. 10 for 7:15
P. M., Uanuary 28, 1969. Ald. Wollman seconded the motion and
the motion carried.
Mayor Wieselmann reported that the Muskego Professional
Police Assn. has submitted another proposal to the Finance
Committee regarding police salaries and that they will meet .with
the Mayor and city attorney Friday morning. Ald. Cooley moved that Aldermen DeBack and Wollman be authorized to act on behalf of t~he Common Council at the meeting.
Ald. Budish seconded the motion and the motion carried.
Ald. Narlock requested permission of his fellow aldermen to
allow some of the residents of Southern Iizights Subdivision permission
to speak regarding the proposed Kilps Parkland Subdivision.
Howard Fischer, S68 W16879 Martin Dr., acted asspokesman' for the group. He advised that the majority of the citizens present

opposed the planned development as it is now and that they would like a public hearing to voice their opinions. He explained that
the Southern Heights residents felt the lots as platted were too
small and oppossed the multiple family dwellings.
Mayor Wieselmann explained that the original petition had been
submitted in 1964, that proper hearings had been held at that
time, that on several occasions during the past four years the
developers had appeared before the Common Council and the Plan Commission to report on the progress of the development.
City Attorney Buckley advised that the Plan Commission had
referred the recent changes to the original petition to his
office to determine if the changes were substantial enough to
require another public hearing, that he would have a report
bg the next Common Council meeting.
Mrs. Roger Murray, W170 S6971 Southern Heights Dr., Wayne
Peterson, S68 W16918 Martin Dr., and Mrs. Alice Guehring, S68
W16916 Martin Dr., spoke in opposition to the planned development
as proposed.
Ald. Wollman advised that George Trepanier, Civil Defense
Director, desired a two-way radio unit. Ald. Cooley reported
that the Safety Committee had been polled and all were in favor
of the unit for civil defense.
ADJOURNMENT - Ald. Burgermeister moved for adjournment,
Ald. DeBack seconded the motion and the meeting adjourned at
8:28 P. M.

A PROCLAMATION
WHEREAS, December 10, 1968, will be observed by all members
of the United Nations by action of the General
Assembly, and
WHEREAS, this year marks the 20th Anniversary of the adoption
of the Universal Declaration of Human Rights, and
WHEREAS, the Universal Declaration of Human Rights is a historic
document which expresses man's deepest beliefs about
the inalienable rights with which every person is born
and which no government may deny, and
WHEREAS, Warren P. Knowles, Governor of the State of Wisconsin
has requested all state and local government officials
to join civic, religious and educational organizations
and individual citizens to observe Human Rights Day
throughout the State of Wisconsin,
NOW, THEREFORE, I, DONALD E. WIESELMANN, Mayor of the City of
Muskego, do hereby proclaim December 10, 1968, as
HUMAN RIGHTS DAY
