MINUTES OF MEETING HELD NOVEMBER 12, 1968
The meeting was called to order at 7~38 P.M. by Mayor Wieselmann.
0 PRESENT - Mayor Donald Wieselmann, Aldermen Edmund Budish, Robert
Burgermeister, Kenneth Cooley, Harold DeBack, Frank Narlock, Roland
* Linck a~nd Walter Wollman. Also present were Attorney Albert F. Beck
and City Clerk Bette J. Bowyer.
APPROVAL OF MINUTES - Ald. Narlock moved to accept the Minutes of the
previous meeting held on October 23, 1968, and a meeting held on November
6, 1968, as mailed. Seconded by Ald. DeBack, motion carried.
COMMITTEE REPORTS
Finance Committee - Ald. Narlock presented the reports of the Finance
Committee meetings held on October 2Z and November 6, 1968, and moved
that the reports be accepted and placed on file. Seconded by Ald.
Budish, motion carried.
Public Works Connnittee - Ald. DeBack pres~ented the report of the Public _
Works Committee meeting held on October 31, 1968, and moved that the
reports be accepted and placed on file. Seconded by Ald. Wollman,
motion carried.
Public Safety Committee - Ald. Cooley presented the report of the Public
Safety Committee meeting held on October 28, 1968, and moved that the
report be accepted,and placed on file. Seconded by Ald. Linck, motion
carried.
Public Welfare Connnittee - Ald. Burgermeister presented the report of
the Public Welfare Committee meeting held on October 28, 1968, and
moved that the report be accepted and placed on file. Seconded by
Ald. Wollman, motion carried.
Rules, Laws & Ordinance Committee - Ald. Linck presented. the report
of the Rules, Laws & Ordinance Committee meeting held on November 6,
1968, and moved that the report be accepted and placed on file.
Seconded by Ald. Narlock, motion carried.
Plan Commission - The reports of the Plan Commission meetings held on
October 29th and November 5th, 1968, were received and will be placed
on file.
COMMUNICATIONS FROM THE MAYOR'S OFFICE - None
UNFINISHED BUSINESS
Ordinance 8127 - An Ordinance to Create Chapter 3.10 of the Municipal
Code Relating to the Establishment and Collection of Sewerage Service
Charges. Ald. Burgenneister moved for the reconsideration of Ordinance
#127. Seconded by Ald. Linck. Ald. Burgermeister explained that his
reason for reconsideration was due to the fact that he had not received
Ordinance i/l27 soon enough to have ample time to thoroughly review its
contents. He spoke in detail, presenting his own research figures
which would indicate that $72.00 per year sewer useage charge for a
single family residence was more than was actually needed. Aldermen
Narlock and DeBack spoke in opposition to the reconsideration of
Ordinance #127 expressing doubt as to whether or not the sewer service
charges could be changed at this time. Ald. Burgenneister moved to

defer action on Ordinance $1127 until Mr. Brussat of the Milwaukee
Company and Mr. Hammond, City Attorney Buckley and the Common Council
can meet as a whole to discuss as to whether or not the City may
or may not amend Ordinance 11127 from the useage fee of $72.00 basing
everything on a $48.00 useage fee. Seconded by Ald. Linck. Mayor
Wieselmann urged that the Common Council defeat the motion to defer
indicating that the primary reason for the charge was to recover the
necessary revenue to pay the bond issue. He further indicated that
following six months or one year's experience with the operation the
service charge amount could be adjusted. Upon a roll call vote to
defer action on Ordinance #127 unt,il the next Council meeting, Aldermen
Budish, DeBack and Narlock votebl?O Aldermen Burgermeister, Cooley,
Linck and Wollman voted "aye". The motion to defer Ordinance #127
carried.
NEW BUSINESS
Resolution $1186-68 - Authorizing the Purchase of a Front End Loader.
The Clerk read Resolution $1186-68. Ald. Budish moved for the adoption
of Resolution i/186-68, seconded by Ald. DeBack. Upon a roll call vote,
the motion to adopt f/186-68 carried unanimously.
Resolution 11187-68 - The Clerk read Resolution, entitled, Authorizing
the Advertising for a Full Time City Engineer. Ald. Budish moved for
the adoption of Resolution 11187-68. Seconded by Ald. Narlock. Upon
a roll call vote, the motion to adopt Resolution i/187-68 carried
unanimously.
Resolution 8188-68 - Authorizing the Services of a Local Auditor of
City of Muskego Accounts for the year 1969. The Clerk read Resolution
Q188-68. Ald. Burgermeister moved for the adoption of Resolution #188-68,
seconded by Ald. Cooley. Upon a roll call vote, the motion to adopt
Resolution j/188-68 carried unanimously.
Resolution 1'1189-68 - The Clerk read Resolution f/189-68, entitled,
Resolution Authorizing the Advertising of Bids for Bulk Gasoline for
the Police Department. Ald. Narlock moved for the adoption of
Resolution i/189-68, seconded by Ald. DeBack. Upon a roll call vote,
the motion to adopt Resolution #189-68 carried unanimously.
Resolution #190-68 - The Clerk read Resolution #190-68, entitled,
Granting of Permit to Payne & Dolan to Operate Asphalt. Ald. Wollman
moved for the adoption of Resolution #190-68, seconded by Ald. Budish.
Upon a voice vote, the motion to adopt Resolution #190-68 carried.
Resolution $1191-68 - The Clerk read Resolution #191-68, entitled,
Approval of Final Plat of Kirkwood Manor - Addition $11. Ald. Narlock
moved for the adoption of Resolution j/191-68, seconded by Ald. DeBack.
Upon a voice vote, the motion to adopt Resolution #191-68 carried.
Resolution $1192-68 - The Clerk read Resolution $092-68, entitled,
Resolution to Initiate a Petition to Rezone Certain Lands in Sec. 10.
Ald. Narlock moved for the adoption of Resolution #192-68, seconded
by Aid. Wollman. Upon a voice vote, the motion to adopt Resolution
8192-68 carried.
Resolution #193+68 - The Clerk read Resolution Y/193-68, entitled,
Authorizing the City Engineers to Study the Feasibility of Extending
Sewers to the Southeast, Southwest and Northwest Areas of the City.

Ald. Narlock moved for the adoption of Resolution 8192-68, seconded by Ald.
Budish. Ald. Cooley was concerned as to whether or not the studies included
in the Resolution would in any way further delay the completion of the study
of the feasibility of installing sewers in the northeast section of the
l City. He therefore moved to amend Resolution $1193-68 by adding the follow-
ing sentence to the end of Resolution 8193-68, "This study to commence
after the reports of the study of the Northeast section of the City and
* the section aground Little Muskego Lake has been completed". Motion
seconded by Ald. Burgermeister. Following further discussion, Ald. Cooley
moved to defer Resolution 8193-68 for two weeks until he would have an
opportunity to discuss the situation with the City Engineer. He added
that he would then consider to withdraw his motion to amend Resolution
1093-68. Seconded by Ald. Linck. Upon a voice vote, the motion to defer
action on Resolution 11193-68 for two weeks carried.
Resolution f/194-68 - The Clerk read Resolution 8194-68, entitled, Approval
of Agreement with Muskego-Norway School Jt. Dist. #9 and the City of Muskego.
The Clerk also read the Agreement. Aid. DeBack moved for the adoption
of Resolution 1'1194-68. Seconded by Ald. Budish. Upon a roll call vote,
the motion to adopt Resolution i/194-68 carried unanimously.
Ordinance #126S - The Clerk gave the first reading of Ordinance #126S,
entitled, An Ordinance Establishing Rules and Regulations for the Use

of the Muskego Co. Park Within the City. Ald. Burgermeister moved to
suspend the rules that would interfere with the adoption of Ordinance
#126S. Seconded by Ald. Linck. Upon a roll call vote to suspend the
rules, Aldermen Budish, DeBack, Narlock and Wollman voted "no". Alder-
men Burgermeister, Cooley and Linck voted "aye". The motion to suspend
the rules did not carry.
Ordinance #128A - The Clerk gave the first reading of Ordinance #128A,
entitled, An Ordinance to Create Ch. 7.18 of the Mun,icipal Code Requiring
Registration and Inspection of Bicycles.
Resolution 8195-68 - The Clerk read Resolution j/195-68, entitled, Author-
izing Execution of Appraisal Contract With Great Lakes Appraisal Corpor-
ation. Ald. Cooley moved to suspend the rules that would interfere with
the adoption of Resolution #195-68, seconded by Ald. Narlock. The Clerk
then read the proposed contract. Upon a roll call vote, the motion to
suspend the rules carried unanimously. Ald. Cooley moved for the adoption
of Resolution f/195-68, seconded by Ald. Narlock. Uppn a roll call vote,
l the motion to adopt Resolution $1195-68 carried unanimously.
Resolution f/196-68 - The Clerk read Resolution j/196-68, entitled, Resolution
Regarding Holding Tank Bond Agreement with Boldt Butter & Egg, Inc. Ald.
Wollman moved to suspend the rules that would interfere with the adoption
of Resolution f/196-68, seconded by Ald. Cooley. Upon a roll call vote
to suspend the rules, the motion carried unanimously. .;
Ald. Wollman-moved for the adoption of Resolution #196-68, Seconded by
Ald..Linck. Ald. Wollman moved to amend Res. Y/196,-68 by adding "a 10,000
gallon" between the words "a" and "holding":. Upon a voice vote; the motion

to amend Res.#196-68 carried. Upon a roll call vote, the motion to adopt
Res. i/196-68, As Amended, carried unanimously.
LICENSE APPROVAL - Ald. Budish moved for the approval of Operator's Licenses
for Albert Meinen and Barbara Hill. Seconded by Ald. Narlock. UpOn a l voice vote, motion carried.
A1d' Narlock moved for the approval of a Class "B" Fermented Malt Beverage
and Intoxicating Liquor License for Joseph Giesegh.

COMMUNICATIONS AND MISCELLANEOUS BUSINESS
The Clerk read a communication from Raymond Wallner directed to the
Mayor and Common Council regarding the proposed 1969 City Budgdt, major
road improvement policies, etc.
! e Election of Council Member to serve ~8n Cosunittee for Selection of City
Engineer
Ballots were distributed to the aldermen for the purpose of electing a
Council member to serve on the Committee for the selection of City
Engineer. Ald. Wollman received five votes, Ald. Burgenneister received
two votes. Ald. Wollman was elected to serve on the Committee along
with Council President Budish and Finance Committee member Frank Narlock.
Mayor Wieselmann declared a recess at 9:20 P.M. and the meeting reconvened
at 9:58 P.M.
Attorney Clayton Cramer appeared before the Council representing Lydia
and Carl Wauer. The Clerk read the Lease Agreement between Lydia and
Carl Wauer and the City of Muskego. Attorney Cramer again reviewed
the fact that the contract could be in effect a minimum of five years
and a maximum of 14 years.

Following more discussion, Ald. Budish moved
that the City of Muskego accept the contract between the City of Muskego
and Lydia and Carl Wauer and that the Mayor and City Clerk be authorized
to execute the Agreement. Seconded by Aid. Linck. Upon a roll call vote, Aldermen Narlock and DeBack voted "no". Aldermen Burgermeister,
Cooley, Budish, Linck and Wollman voted “aye”. The motion to accept the contract, as presented, carried.
Ald. Cooley requested permission of his fellow aldermen to have Mr. Jerome
Gottfried speak. Mayor Wieselmann indicated that permission would have to
come from the Common Council. Upon a roll call vote the request to have
Mr. Gottfried speak carried unanimously. Mr. Gottfried requested to have
resolutions and ordinances read in their entirety when practical and not
to have the Clerk refer to first and second readings by title only, the
reason being to keep the audience more informed.
ADJOURNMENT - Ald. Budish moved to adjourn the meeting, seconded by Ald.
Cooley, motion carried. The meeting adjourned at lo:12 P.M.
