MINUTES OF MEETING HELD JULY 23, 1968
The meeting was called to order at 8:28 P.M. by Mayor Wieselmann.
PRESENT:

Mayor Donald Wieselmann, Aldermen Edmund Budish, Robert
Burgermeister, Kenneth Cooley, Harold DeBack, Frank Narlock, Roland
Linck and Walter Wollman. Also present were City Attorney John
Buckley and City Clerk Bette Bowyer.
APPROVAL OF MINUTES: Ald. Budish moved to accept the minutes of the
previous meeting of July 9, 1968, as mailed. Alderman Narlock seconded
the motion and the motion carried.
COMMITTEE REPORTS
FINANCE COMMITTEE - Ald. Narlock presented the report of the Finance
Committee meeting held on July 17, 1968, and moved that the report
be accepted and placed on file. Seconded by Ald. DeBack, motion carried.
PUBLIC WORKS COMMITTEE: Ald. DeBack presented the report of the Public
Works Committee meeting held on July 17, 1968, and moved that the
a report be a~ccepted and placed on file. Seconded by Ald. Budish,
motion carried.
PUBLIC SAFETY COMMITTEE - Ald. Cooley presented the report of the
Public Safety Committee meeting held on July 15, 1968, and moved
that the report be accepted a~nd placed on file. Seconded by Ald.
Linck, motion carried.
PUBLIC WELFARE COMMITTEE - Ald. Burgenneister presented the report of
the Public Welfare Committee meeting held on July 15, 1968, and moved
that the report be accepted and placed on file. Seconded by Ald.
Wollman, motion carried.
RULES, LAWS & ORDINANCE COMMITTEE - Ald. Linck presented the report
of the Rules, Laws & Ordina~nce Committee meeting held on July 18, 1968,
a~nd moved that the report be accepted and placed on file. Seconded
by Ald. Narlock, motion carried.
0 PLAN COMMISSION - The report of the Plan Commission meeting held on
July 16, 1968, was received and placed on file.
COMMICATIONS FROM THE MAYOR'S OFFICE
The Clerk read Mayor Wieselmann's Veto Message of Resolution #128-68,
entitled, Resolution Reaffirming the Established Assessment Policies
of the Sewer Projects MSS-1-67 Thru MSS-3-67 and MSS-l-68 Thru MSS-5-68.
Ald. Burgermeister moved to override the Mayor's veto of Resolution
l/128-68, seconded by Ald. Cooley. Ald. Narlock spoke in favor of the

veto and reviewed the Auditor's statement of Loan Fund for Public
Improvement for Sewer Projects MSS-1-67 thru MSS-4-67. Ald. DeBack also
spoke in favor of the veto. Aldermen Burgermeister, Cooley and Wollman
spoke in oposition of the veto. Upon a roll call vote to override
l the veto, Aldermen Burgermeister, Cooley, Linck and Wollman voted "aye".
Aldermen Budish, Narlock and DeBack voted "no". The motion to override
the Mayor's veto of Resolution i/128 did not carry.

The Clerk read the Mayor's Proclamation designating August 24 and 25,
1968 as "Country Fair Days" in the City of Muskego

* Ordinance #lo5 - The Clerk gave the second reading of Ordinance 9105,
entitled, An Ordinance to Repeal and Recreate Sec. 703 of the Municipal
Code. Ald. Linck moved for the adoption of Ordinance #105, seconded
by Ald. Narlock. Upon a voice vote, the motion to adopt Ordinance
#lo5 carried.
Resolution 8108-68 - Granting Extractive Permit to Hales Corners
Sand and Gravel. The Clerk read Resolution #108-68. Ald. Narlock
moved for the adoption of Resolution j/108-68, seconded by Aid. Budish.
Upon a voice vote, the motion to adopt Resolution #108-68 carried,
however, upon the request of Ald. Burgermeister, a roll call vote
was taken and the motion to adopt Resolution $1108-68 carried
unanimously.
Resolution #132-68 - Authorizing Deferred Assessment on the Lazynski-
Beck Sewer Installations in Assessment Dist. 83. The Clerk read Res-
olution #132-68. A lengthy discussion followed regarding the deferred
sewer assessment for the Lazynski-Beck property. Aid. Wollman moved
for the adoption of Resolution 8132-68, seconded by Ald. Budish. Ald.
Cooley moved to amend Resolution #132-68 by changing the interest rate
to be 6% per annum instead of 5% per cent per annum. Seconded by Ald.
Burgermeister. Upon a roll call vote to amend Resolution $1132-68,
the motion ca~rried unanimously. Upon a roll call vote, the motion
to adopt Resolution #132-68, As Amended, carried unanimously.
Resolution #129-68 - The #129-68, entitled,
Resolution Providing Lateral Inspection. As Resolution
#129-68 was alrea~dy on the floo upon a roll call vote, the motion to
adopt Resolution #129-68 carried
NEW BUSINESS
Resolution 11133-68 - The Clerk read Resolution Y/133-68, entitled,
Resolution Designating Depositories for Funds for the City of Muskego.
Ald. Budish moved for the adoption of Resolution i/133-68, seconded by
Ald. Narlock. Upon a, voice vote, the motion carried.
Resolution #134-68 - The Clerk read Resolution j/134-68, entitled,
Accepting Bid from Payne & Dolan to Install Asphalt. Ald. Budish
moved for the adoption of Resolution i/134-68, seconded by Ald. DeBack.
Upon a roll call vote, the motion to adopt Resolution i/134-68 carried
unanimously.
Resolution #135-68 - The Clerk read Resolution f/135-68, entitled,
Authorizing Wisconsin Na~tural Gas Co. to Install Main. Ald. Budish
e moved for the adoption of Resolution j/135-68, seconded by Ald. Wollman.
Upon a voice vote, the motion to adopt Resolution #135-68 carried.

Resolution #137-68 - The Clerk read Resolution 8137-68, entitled,
Authorizing Ruekert & Mielke to Prepare Data~ for the Advertising of
Bids for Reconstruction of Part of Crowbar Road. Ald. Budish moved
for the adoption of Resolution #137-68, seconded by Ald. DeBack.
Upon a roll call vote, the motion to adopt Resolution i&37-68 carried
unanimously.
Resolution #138-68 - The Clerk read Resolution Y/138-68, entitled,
Authorizing the Finance Committee to Take Option on Idle Isle. Ald.
Burgemneister moved to defer action on Resolution i/138-68 until the
appraisal by Mr. Howard Hansen is received. Seconded by Ald. Wollman.
Upon a roll call vote to defer auction, Aldermen Burgermeister, Cooley,
Linck and Wollman voted "aye". Aldermen Budish, DeBack and Narlock
voted "no" The motion to defer action on Resolution i/138-68 carried.
Resolution i/139-68 - The Clerk read Resolution j/139-68, entitled,
Approving Lease Between Wauer's Fur Foods, Inc. and City of Muskego for
a Shooting Range for the Police Department, and the Lease. Ald. Burger-
meister moved to insert the date of August 1, 1968, into the Lease
and make it effective on that date. Seconded by Ald. Narlock. Upon
a voice vote, motion carried. Ald. Narlock moved for the adoption
of Resolution f/139-68, seconded by Ald. Budish. Upon a roll call
vote to adopt Resolution $1139-68, the motion carried una~nimously.
Resolution 8141-68 - The Clerk read Resolution #141-68, entitled,
Denying Claim for Unused Building Permit. Ald. Budish moved for the
adoption of Resolution #141-68, seconded by Ald. Narlock. Upon a
voice vote, the motion to adopt Resolution i/141-68 carried.
Resolution i/142-68 - The Clerk read Resolution i/142-68, entitled,
Authorizing the Expenditure of Monies for Lake Project Review. Ald.
Burgenneister moved to suspend the rules that would interfere with
the adoption of Resolution #142-68, seconded by Ald. Burgermeister.
Upon a roll call vote to suspend the rules, the motion carried
unanimously. Ald. Budish moved for the adoption of Resolution $1142-68,
seconded by Ald. Linck. Upon a roll call vote, the motion to adopt
Resolution #142-68 carried unanimously.

Approving Osbom Sewer Easement.

Ald. Budish moved for the approval of Operator Licenses for Gordon
l Kellom, Wayne Lehnert and Thomas Behrs. Seconded by Ald. Narlock.

fingerprint approval, for Stella Erno, Ca~rl Olkowski and RUSKS Bansemer. l Seconded by Ald. DeBack. Upon a voice vote, the motion carried.

Ald. Narlock moved for the approval of Junk Licenses for James Kohne
and Jack Glockner. Seconded by Ald. DeBack. Upon a voice vote the
motion carried.
VOUCHER APPROVAL
Ald. Budish moved for the approval of the payment of vouchers, as of
July 23, 1968, in the amount of $37,510.12. Seconded by Ald. Narlock.
Upon a roll call vote to pay the vouchers, the motion carried unanimously.
COMMUNICATIONg AND MISCELLANEOUS BUSINESS
Ald. Burgermeister moved to set the Public Hearing date to rezone a
parcel of land in Sec. 9 from RS-3 to RS-3 with an 00s (Office and
Special Service District) overlay, for August 27, 1968, at 7:15 P.M.<
Seconded by Ald. Wollman. Upon a voice vote, the motion carried.
0 Ald. Budish moved to set a Public Hearing date for the rezoning of a
parcel of land in Sec. 5 from RS-2 (suburban residence), R-2 (country home)
and WF (wetland and flood plain) to I-l (Industrial Park) for August 8,
1968, at 7:30 P.M. Seconded by Ald. Wollman. Upon a voice vote, the
motion carried.
The Clerk read a communication from Jack Refling, Principal of Muskego
High School, directed to Mayor Wieselmann, thanking the City for the
use of Horn Field for the recent W.I.A.A. Regional Baseball Tournament.
Communication to be placed on file.
The Clerk read a communication directed to the Common Council from
the Plan Commission\recommending that Sec. 6.10 of the Muskego Zoning
Ordinance be amended to reinstate the provision that existing non-
conforming signs be removed. Communication referred to City Attorney
and Rules, Laws & Ordinance Committee.
l Ald. Burgermeister moved to adjourn the meeting, seconded by Ald.
Cooley. The meeting adjourned at 11:15 P.M.
