ccm19680517COMMON COUNCIL CITY OF MUSKEG0 MINUTES OF SPECIAL MEETING HELD MAY 17, 1868 The meeting was called to order at 7:09 P.M. y Mayor Wieselmann. PRESENT - Mayor Donald Wieselmann, Aldermen Edmund Budish, Robert Burgermeister, Kenneth Cooley, Harold DeBack, Roland Linck, Frank Narlock and Walter Wollman. City Attorney John Buckley and Clerk Bette Bowyer. The purpose of the meeting was to discuss the financing of the Sewer Program in the City of Muskego. Mayor Wieselmann indicated that the methods of financing that had been included in Resolution #80-68, adopted by the Common Council on May 14, 1968, had been researched and he has been advised by the City Attorney and Attorney Clemons that it would not have been legal to enter into an agreement with the Milwaukee Company because the money procured by Mortgage Revenue Bonds would not be sufficient to cover the cost of the sewer contracts for Projects MSS-1-68 through MSS-5-68. Because of the limited time of 60 days in which the bids for the sewer projects must be accepted, several banks were immediately contacted. The First National Bank of Waukesha offered to lend $1,100.000.00 to the City at the interest rate of 4vL on the entire amount. The State Bank of Hales Corners offered to lend the City $700,000.00 at 4 314% and on the remaining $400,000.00 at the rate of 4YL. Attorney Buckley advised that immediate action should be taken so the proper resolutions could be drawn setting forth principal and interest payments and they could be adopted at the Council meeting to be held on Monday, May 20, 1968. Following discussion and questions directed to Attorney Buckley by several of the aldermen, Alderman Narlock moved that the City of Muskego accept the bid of the First National Bank of Waukesha for $1,100,000.00 at the rate of 4yL and the necessary resolutions be prepared. Seconded by Alderman Budish. Alderman Budish moved to have Mr. Arthur Bostater, newly appointed citizen member of the Sewer Financing Committee, speak. Seconded by Alderman Narlock, Upon a voice vote, the motion carried. Mr. Bostater then spoke in favor of Alderman Narlock's motion. motion by Alderman Narlock carried unanimously. Alderman,'Budish moved to have Resolution #80-68, As Amended, entitled, Accepting Offer of the Milwaukee Company to Purchase $320,000.00 for Sewer System Mortgage Revenue Bonds of the City of Muskego, be brought back to the table. Seconded by Alderman DeBack. Upon a roll call vote, the motion to bring back Resolution #80-68 carried unanimously. man Budish moved that the action taken on Resolution #80-68, As Amended, on May 14, 1968, be rescinded. Seconded by Alderman DeBack. Upon a roll call vote, the motion to rescind action on Resolution #80-68 0 e 0 Upon a roll call vote, the Alder- * carried unanimously. Resolution #83-68 - Resolution Authorizing the Purchase of a Cruz-Air Backhoe for the City of Muskego. Alderman Burgermeister moved that the rules be suspended in order that Resolution #83-68 could be brought back to the floor. Seconded by Alderman Budish. Discussion took place reaardinn the terms of the contract to be set up with the Drott Tractor I - Company. Upon a roll call vote, the motion to suspend the rules carried 0 unanimously . Alderman Narlock moved to amend Resolution #83-68, As Amended, 2nd paragraph, by deleting all of the words after the word "until" and adding the words "90 days with an option to purchase for cash at the end of that period in the amount of $35,187.00." Seconded by Alder- man Budish. Upon a roll call vote, the motion to amend Resolution #80-68, As Amended, carried unanimously. Alderman Budish announced that Mr. Ben Shira had contacted him inviting the Mayor and Council to ride in the Memorial Day Parade, Alderman Burgermeister moved for adjournment, seconded by Alderman Narlock. The meeting adjourned at 8:12 P.M.
