CITY OF MUSKEGO
MINUTES OF MEETING HELD APRIL 23, 1968
The meeting was called to order at 7~34 P.M. by Mayor Wieselmann.
PRESENT - Mayor Donald Wieselmann, Aldermen Edmund Budish, Robert
Burgermeister, Kenneth Cooley, Roland Linck, Frank Narlock and Walter
Wollman. Also present was City Attorney Loyd Bonneville and City
Clerk Bette J. Bowyer.
COMMITTEE REPORTS
FINANCE COMMITTEE - Alderman Narlock presented the report of the Finance
Committee meeting held on April 17, 1968, and moved that the report be
accepted and placed on file. Seconded by Alderman Budish, motion
carried. Alderman Linck questioned the Mayor's voting privilege within
the Finance Committee meeting. It was the City Attorney's opinion that
he does not have the right to vote. The minutes of the Finance Committee
will be so corrected at the next Finance Committee meeting.
PUBLIC WORKS COMMITTEE - Alderman Wollman presented the report of the
Public Works Committee meeting held on April 18, 1968, and moved that
the report be accepted and placed on file. Seconded by Alderman
Budish, motion carried.
PUBLIC SAFETY COMMITTEE - No report.
PUBLIC WELFARE COMMITTEE - No report.
RULES, LAWS & ORDINANCE COMMITTEE - Alderman Linck presented the report
of the Rules, Laws & Ordinance Committee meeting held on April 18, 1968,
and moved that the report be accepted and placed on file. Seconded by
Alderman Narlock, motion carried.
PLAN COMMISSION - The report of the Plan Commission meeting held on
April 16, 1968, was received and will be placed on file.
COMMUNICATIONS FROM THE MAYOR'S OFFICE
The Clerk read a Proclamation from Mayor Wieselmann proclaiming the week
of April 21 to April 27, 1968, as National Library Week in the City of
Muskego.
UNFINISHED BUSINESS
Resolution 1145-68 - The Clerk read Resolution #45-68, Approving the
Erection of Official Entrance Signs. Alderman Budish moved to defer
action on Resolution #45-68 until the next Council meeting. Seconded by
Alderman Linck. Upon a voice vote, the motion to defer action on
Resolution #45-68 until the next Council meeting carried.
Ordinance #98 - The Clerk read Ordinance #98, entitled, An Ordinance
to Amend Ch. 7 of the Municipal Code of the City of Muskego (Re: Keys in
Automobiles). Alderman Narlock moved to amend Ordinance #98, Sec. 1, 3rd
line, by changing the word "automobiles" to "motorcycles and automobiles".
Also, after Sec. 7.052 to read "Keys in Motorcycles and Automobiles".
Seconded by Alderman Linck. Alderman Burgermeister moved to amend the
amendment by re-wording the 3rd line, under Section 7.052 from "motor
vehicle" to "motorcycles and automobiles". Seconded by Alderman Linck.

Upon a voice vote, the motion to amend the amendment carried. Upon a
voice vote, the motion to amend Ordinance #98 carried. Alderman Narlock
moved to adopt Ordinance 1~98, As Amended, seconded by Alderman Linck.

NEW BUSINESS
l Resolution #55-68 - The Clerk read Resolution #55-68, entitled, Authorizing
the Wisconsin Natural Gas Company to Insta~ll Gas Main Along the Right-of-
Way of Streets in the City of Muskego. Alderman Budish moved for the
adoption of Resolution #55-68, seconded by Alderman Linck. Upon a voice
vote, the motion to adopt Resolution #55-68 ca~rried.
Resolution l/56-68 - The Clerk read Resolution #56-68, entitled, Declaring
Certain Weeds to be Noxious Within the Boundaries of the City of Muskego.
Alderman Cooley moved for the adoption of Resolution #56-68, seconded by
Alderman Narlock. Upon a voice vote, the motion to adopt Resolution
1156-68 carried.
Resolution #57-68 - The Clerk read Resolution #57-68, entitled, Appoint-
ment of Samuel P. Murray to Investigate Income Taxes Erroneously Allocated.
Alderman Budish moved for the adoption of Resolution 1157-68, seconded by
l Alderman Linck. Upon a roll call vote, the motion to adopt Resolution
#57-68 carried unanimously.
Resolution #58-68 - The Clerk read Resolution #58-68, entitled, Acceptance
of Bids for the City of Muskego's 1968 Road Improvement Program. Alderman
Budish moved for the adoption of Resolution #50-68, seconded by Alderman
Wollman. Upon a roll call vote, the motion to adopt Resolution #58-68
carried unanimously.
Resolution #59-68 - The Clerk read Resolution 1159-68, entitled, Extension
of Contract Bid for Supplying Fuel to the Muskego Police Department.
Alderman Narlock moved for the adoption of Resolution i/59-68, seconded
by Alderman Budish. Upon a roll call vote, the ,motion to adopt Resolution
#59-68 carried unanimously.
Resolution 1160-68 - The Clerk read Resolution i/60-68. The Clerk read
Resolution #60-68, entitled, Authorizing the City Clerk to sell Used
Thermofax Machine. Alderman Narlock moved for the adoption of Resolution

y/60-68, seconded by Alderman Cooley. Upon a roll call vote, the motion
to adopt Resolution #60-68,carried.unanimously.
Resolution i/61-68 - The Clerk read Resolution #61-68, entitled, Appoint-
ment of Members to Plan Commission. Alderman Burgermeister moved to
defer action on Resolution 1161-68, seconded by Alderman Cooiey. Alder-
man Cooley indicated that the reason a deferment was being requested
was that the resolutions containing various appointments had just been
received by the aldermen and it was his feeling that the aldermen should
have had ample time to check the qualifications of the appointees. Mayor
Wieselmann reported that he had had difficulty in contacting various
a individuals, also, that it had been necessary to correct inconsistencies
in appointments due to resignations, etc. Following further discussion,
Alderman Cooley moved to amend the motion to defer Resolution f/61-68 by
requesting the City Attorney to give a written legal opinion clarifying l Plan Commission Membership and term of office contained within the
Municipal Code as compared to that of the Wisconsin Statutes. Seconded
by Alderman Wollman. Upon a voice vote, the motion to amend carried.
Upon a voice vote, the motion to defer action on Resolution #61-68 until
the next meeting of the Common Council carried.

of Members to Board of Appeals. Alderman Budish moved for the adoption

ermeister. Upon a voice vote the motion to defer action on Resolution

Resolution #63-68 - The Clerk read Resolution #63-68, entitled, Appoint-
ment of Park & Recreation Board Members. Alderman Budish moved for
the adoption of Resolution #63-68, seconded by Alderman Narlock. Alder-
man Cooley moved to defer action on Resolution i/63-68, seconded by Alder-
man Linck. Upon a roll call vote to defer action on Resolution i/63-68,
Aldermen Burgermeister, Cooley, Linck and Wollman voted "aye". Aldermen
Budish and Narlock voted "no". The motion to defer action on Resolution
i/63-68 carried.
Resolution f/64-68 - The Clerk read Resolution 1164-68, entitled, Appoint-
ment of Members of Board of Review. Alderman Wollman moved for the
adoption of Resolution #64-68. Seconded by Alderman Narlock. Upon a
voice vote the motion to adopt Resolution #64-68. (New members of the
Board of Review to be Harold Diekfuss and Harvey Kebbekus).
Resolution i/65-68 - The Clerk read Resolution l/65-68, entitled, Appoint-
ment of Police and Fire Commission Member. Alderman Narlock moved for
the adoption of Resolution i/65-68. Seconded by Alderman Budish. Alder-
man Cooley moved to defer Resolution #65-68, seconded by Alderman Burger-
meister. Upon a roll call vote, Aldermen Burgermeister, Cooley, Linck
and Wollman voted "aye". Aldermen Budish and Narlock voted "no". The
motion to defer action on Resolution f/65-6&? carried.
Resolution 1166-68 - The Clerk read Resolution $165-68, entitled, Appoint-
ment of Alderman to Library Board; Alderman Wollman moved for the
adoption of Resolution 1166-68, seconded by Alderman Linck. Upon a roll
call vote, the motion to adopt Resolution 1166-68 carried unanimously.

Resolution j/67-68 - The Clerk Read Resolution 1167-68, entitled, Appoint-
ment of Weed Commissioner for the City of Muskego (Willard Bertram).
Alderman Burgenneister moved for the adoption of Resolution 1167-68,

seconded by Alderman Wollman. Upon a voice vote, the motion to adopt
Resolution #67-68 carried.
At 8:55&&r Wieselmann declared a recess and the meeting reconvened
at 9:20 P.M.
Ordinance #102 - The Clerk read Ordinance #102, entitled, An Ordinance
to Provide for Fascimile Signatures of City Officers on Bank Checks
Drawn on Account of the City of Muskego. Alderman Narlock moved to
suspend the rules that would interfere with the adoption of Ordinance
l/102, seconded by Alderman Cooley. Upon a roll call vote to suspend
the rules, the motion carried unanimously. Alderman Cooley moved to
waive the second reading of Ordinance #102, seconded by Alderman Narlock,
motion carried. Alderman Narlock moved for the adoption of Ordinance
#102, seconded by Alderman Wollman. Upon a roll call vote, the motion
to adopt Ordinance i/l02 carried unanimously.

LICENSE APPROVAL - Alderman Budish moved for the approval of an
Operator's License for Dean Oschmann, seconded by Alderman Narlock.

for Margaret Oschmann. Seconded by Alderman Narlock. Upon a voice
vote, motion carried.
VOUCHERS APPROVAL - Alderman Narlock moved for the payment of vouchers
as of April 23, 1968, in the amount of $176,821.95. Seconded by
Alderman Budish. Upon a roll call vote, the motion to pay the vouchers
carried unanimously.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS
ELECTION OF UNEXPIRED TERM OF ALDERMAN OF WARD VI
Alderman Budish explained the procedure to be used. Mayor Wieselmann
appointed the two girls of the press to act as election clerks. The
voting results were as follows:

man of Ward VI. Clerk Bette.Bowyer administered the Oath of Office to
MrDeBack.
Alderman Cooley moved to set a Public Hearing date for re-assessment
of the City of Muskego to be held on May 27, 1968, 8:00 P.M. at Muskego
High School. Seconded by Alderman Burgermeister. Upon a voice vote
motion carried.
a Alderman Linck moved, as seconded by Alderman Wollman, that the Common
Council initiate a petition in accordance with Sec. 3.06 (2) of the
Municipal Code, following receipt of the recommendation of Plan Commission,
a that approximately 58 acres of land located in Sec. 2 (bounded by Tess
Comers Dr., College Ave. and Janesville Rd) be rezoned from B-3 and
RS-2 to Industrial I-l, said Public Hearing to be held on May 27, 1968
at 7~15 P.M., City Hall.

Mayor Wieselmann announced that he will be revising the Committee on
Industrial Development in the City. He thanked the people present for
showing their interest in their City by attending the Common Council
meeting.
Alderman Budish moved to adjourn the meeting, seconded by Alderman Wollman,
motion carried. The meeting adjourned at 9:51 P.M. . .

be observed throughout the nation April 21st through April Zlth, and
WHEREAS. the freedom to read is the resoonsibilitv and

WHEREAS, reading is an essential activity in the home,
t in schools and colleges, in business and in the community; and
WHEREAS, we recognize the vital role played in our
community by our public library, available to all of our citizens
and fulfilling those cultural, scientific, vocational and recrea- tional needs that can be met with books and other library materials;
