CITY OF MUSKEGO
MINUTES OF ORGANIZATIONAL MEETING HELD APRIL 16, 1968 8:00 P.M.
Prior to the beginning of the meeting three newly elected Aldermen took
the Oath of Office administered by Judge William A. Gramling. They were
as follows: Ward I, Kenneth A. Cooley, Ward III, Robert A. Burgermeister,
and Ward V, Frank E. Narlock. These gentlemen, having been elected on

April 2, 1968, will serve for a term of two years. Also taking an Oath
of Office were Alyce T. Neff, newly elected Municipal Justice and the
newly elected Mayor of the City of Muskego, Donald-E. Wieselmann. Justice
Neff and Mayor Wieselmann were also elected on April 2, 1968, and will
serve a two year term.
Mayor Wieselmann expressed his appreciation to Judge Gramling and to
Waukesha Clerk of Courts, Harry Miller, for having come to Muskego to
administer the above Oaths of Office.
Mayor Wieselmann then expressed his appreciation to the citizens who
were responsible for his being elected to the Office of Mayor. He
briefly reviewed his objectives for the City of Muskego for the next
two years as had been presented in his campaign.
At 8:12 Mayor Wieselmann called the meeting to order.
a PRESENT: Mayor Donald E. Wieselmann, Aldermen Edmund Budish, Robert
Burgermeister, Kenneth Cooley, Roland Linck, Frank Narlock and Walter
Wollman. Clerk Bette Bowyer was also present.
COMMUNICATIONS FROM THE MAYOR'S OFFICE
The Clerk read a communication from Richard S. Hippenmeyer directed to
the Mayor and Council indicating his resignation as City Attorney of
the City of Muskego, effective April 15, 1968 at midnight.
Mayor Wieselmann announced the appointments to Council Committees as
follows: Finance - Frank Narlock, Sec., Edmund Budish, and the Alderman
from the 6th Ward to be elected by the Council on April 23, 1968.
Public Works Committee - Edmund Budish, Ch., Walter Wollman, and the
Alderman to be from the 6th Ward. Rules, Laws & Ordinance Committee -
Frank Narlock, Ch., Roland Linck, Sec., and Robert Burgermeister. Public
Safety Committee - Roland Linck, Ch., Kenneth Cooley, Sec. and Walter
Wollman. Public Welfare Committee - Walter Wollman, Ch., Robert Burger-
meister, Sec., and Kenneth Cooley.
Mayor Wieselmann announced that it was his intent to call for a State
Audit of all public funds and accounts of the City of Muskego
NEW BUSINESS
Election of Council President - Mayor Wieselmann requested the two
reporters present to act as ballot clerks. On the nominating ballot
for Council President,

Alderman Edmund Budish received 6 votes, which
by majority vote elected him as President of the Common Council.
Alderman Budish expressed his thanks to the Aldermen for their confidence
in him and offered his fullest cooperation to the Mayor and members of

Election of Council Representative on Plan Commission - On the nominating
ballot for a Council member to serve on the Plan Commission, Alderman
Narlock received 5 votes and Alderman Wollman receivedl. Having received
l the majority number of votes, Alderman Narlock was elected to serve as
Council Representative on the C&ty of Muskego Plan Commission.
-a Alderman Narlock offered his thanks to the members of the Council and
indicated that it was his intent to do his best to represent them on
the Plan Conxaission.
Resolution #52-68 - Appointment of City Attorney for the City of Muskego
Loyd W. Bonneville) The Clerk read Resolution i/52-68, Alderman Narlock
moved for the adoption of Resolution $152-68, seconded by Alderman Budish.
In answer to a question from Alderman Budish, Attorney Bonneville gave
a brief resume of his background. Upon a roll call vote, the motion to
adopt Resolution #52-68 carried unanimously.
Resolution #53-68 - Directing the City Clerk to Send Letter of Thanks
to Attorney Richard S. Hippenmeyer. Alderman Cooley moved for the
adoption of Resolution #53-68. Seconded by Alderman Wollman. Upon a
voice vote, the motion to adopt Resolution ii53-68 carried.
a The Clerk read a communication from E. J. Salentine indicating his
resignation as a member of the Industrial Development Committee.
Mayor Wieselmann declared a recess at 8:26 P.M. for the purpose of
drafting a resolution requesting a State Audit of City Funds.
The meeting reconvened at 8:47 P.M.
Resolution #54-68 - The Clerk read Resolution #54-68, entitled, Request-
ing a State Audit of all Public Funds and Accounts of the City of Muskego.
Alderman Budish moved to suspend the rules that would interfere with
the adoption of Resolution f/54-68, seconded by Alderman Narlock. Upon
a voice vote, the motion to suspend the rules carried. Alderman Wollman
moved for the adoption of Resolution #54-68, seconded by Alderman Budish.
Alderman Cooley spoke in opposition to the adoption of Resolution #54-68
and moved to defer action on Resolution i/54-68 for one week in order to
have time to determine the cost of a State Audit. Upon a roll call vote
to defer action on Resolution #54-78, Aldermen Burgermeister, Cooley l and Linck voted "aye" and Aldermen Budish,Narlock and Wollman voted "no"
There being a tie vote, Mayor Wieselmann voted "no" to break the tie.
The motion to defer action on Resolution #54-68 did not carry. Alderman
Narlock moved to amend Resolution #54-68 as follows: 2 Line, the words
"State Auditor" be changed to "Department of Administration" and in the
6th line, the Sec. No. "15.22(12)" be changed to "16.58". Seconded by
Alderman Budish. Upon a voice vote, the motion to amend Resolution i/54-68
carried. Upon a voice vote, the motion to adopt Resolution f/54-68, As
Amended, carried.
MISCELLANEOUS BUSINESS
l Alderman Budish announced that the deadline for applications for the
unexpired term of 6th Ward Alderman will be Friday, April 19, at 4:00 P.M.
Election by the Council will take place next Tuesday night, April 23, 1968.
l Both he and Alderman Wollman are accepting applications.
ADJOURNMENT - Alderman Budish moved to adjourn the meeting, seconded by
Alderman Wollman. The meeting adjourned at 9:00 P.M.
